The paper addresses a number of issues related to the functioning of the Russian sector of basic research and the need to implement a balanced public policy in this area. It contains an estimation of the managerial an organisational reform currently underway in the government academies of sciences and puts forward proposals for the establishment of mechanisms to overcome crisis phenomena in the Russian science sector, including basic research, which are impeding innovative development of the Russian economy.Рассматривается ряд проблем, связанных с обеспечением функционирования российской сферы фундаментальной науки, необходимостью осуществления взвешенной государственной политики в этой области. Дается оценка проводимой в государственных академиях наук организационно-управленческой реформе. Выдвигаются предложения по созданию механизмов преодоления кризисных проявлений в отечественной науке, в том числе фундаментальной, препятствующих инновационному развитию российской экономики

РОССИЙСКАЯ СИСТЕМА ОБРАЗОВАНИЯ И ЕЕ ОТРАЖЕНИЕ В СТАТИСТИКЕ

The authors outline the modern state of Russian education system, demonstrate research possibilities of national statistics on the abovementioned segment of the national economy, and make suggestions on how to improve national statistical observation of education.The article comments on contemporary purposes of education and basic governing principles (for it as a system) which have originated from international and national legal documents. The paper reviews fundamental principles of modern statistics of education. Specific attention is focused on the analysis of international standards that are directly relevant to the organization of the national education system, assessment of the quality of education. There is a summary of study on Assessment of Adult Competencies.Questions of resource accounting of education activity in line with the 2008 SNA provisions are evaluated separately along with the issue of supplying the Russian economy with skilled workers. The authors formulate conclusions on the measures to ensure availability of quality education for the general population and meeting current and future needs of the economy and social sphere in the professional staff, and in promotion of science.Авторы характеризуют современное состояние российской системы образования, демонстрируют возможности отечественной статистики в исследовании указанного сегмента национальной экономики, делают предложения по совершенствованию отечественного статистического наблюдения в образовательной сфере.Прокомментированы современные задачи образования и основные принципы функционирования его как системы, вытекающие из международных и внутренних правовых документов. Рассмотрены базовые принципы современной статистики образования. В статье сделан акцент на анализе международных стандартов, имеющих прямое отношение к организации национальной системы образования, оценки качества образования. Дано резюме по результатам проведенного исследования по оценке компетенции взрослого населения.Отдельно проанализированы вопросы учета ресурсов образовательной деятельности в соответствии с положениями СНС 2008 и кадрового обеспечения российской экономики. Сформулированы выводы, связанные с принимаемыми мерами по доступности качественного образования для всех слоев населения и обеспечения текущих и перспективных потребностей экономики и социальной сферы в профессиональных кадрах, развития науки
