    Gender Responsive Planning and Budgeting (PPRG) is planning and budgetingarranged by considering four aspects: access, participation, control, and benefits which areconducted equitably between women and men. Through Permendagri No. 67 in 2011, PPRGbecomes one of the tools to improve gender equality and justice in implementing the gendermainstreaming (PUG) strategy in a region.This study was conducted to determine the role of Regent Widya Kandi Susanti inplanning and budgeting the gender responsive local budgets. It also describes variousproblems in the field such as enabling and inhabiting factors both from within and fromoutside, so that the influence of women as the head of a region in gender responsive planningand budgeting to implement gender mainstreaming in Kendal Regency is known. The methodof the study used was qualitative description. Primary data source was gathered throughinterview using purposive sampling technique, while secondary data were obtained fromdocument, archive and other sources relating to the study. The analysis used qualitative dataanalysis technique by reducing data, presenting data, and drawing conclusion or verification.The research result shows that Regent Widya Kandi Susanti's commitment in reducinggender discrepancy is written in the vision and mission of Kendal Regency RPJMD and whomore of a role in the implementing PPRG in Kendal Regency are PUG teams. The obstaclesin implementing PPRG in Kendal Regency is the existence of official rotation which is toofast, the absence of regional regulation on the implementing PPRG and the lack of publicofficial knowledge regarding gender causes PPRG has not been implemented effectively ineach SKPD, and gender responsive budget allocation in Kendal Regency Budgets year 2011-2013 remains neutral.Recommendations that can be given are Kendal Regency Government should givecommitment and support through local regulations to assure the implementation of genderresponsive budget in planning, budgeting, monitoring, and evaluating activities. Publicofficials also need to obtain gender responsive budget training sustainably in developing theappropriate understanding regarding gender responsive budget

    Onion is one of competitive commodities in Brebes Regency and the largest production center of onions in Indonesia. Of the total of onions national needs, 23% of it is supplied from Brebes Regency. The entry of onions imported from Thailand and Vietnam to Brebes Regency becomes a problem. Prices of local onion in Brebes Regency are increasingly rising, while the prices of imported onions are cheaper than the local ones. Farmers must face the reality that the quality of imported onions is currently similar to the local ones. The following is the comparison of local and imported onions in 2009. Brebes Regent Regulation Number 20 of 2012 is aimed at controlling the circulation of local onions in Brebes Regency. This study is aimed to describe any efforts made by local government to monitor the circulation of imported onions that can be detrimental to local farmers when selling local onions to the market. Due to the presence of imported onions, the prices of local onions will automatically be competed by the cheapness of imported ones. The result of the study shows that the central and local governments have been doing good supervision by monitoring stalls or central markets bimonthly to check whether there are any imported onions sold. It is recommended that all regencies should be able to commit to protect local products by establishing rules and regulations that control the entrance of imported commodities to traditional markets

    Implementasi Peraturan Bupati No. 8 Tahun 2014 Tentang Alokasi Dana Desa Di Kabupaten Kebumen

    Alokasi Dana Desa dimaksudkan untuk membiayai Program Pemerintah Desa dalam melaksanakan kegiatan penyelenggaraan pemerintahan dan pelaksanaan pembangunan serta pemberdayaan masyarakat yang bersumber dari bagian dana perimbangan keuangan Pusat dan Daerah yang diterima oleh Daerah. Besaran ADD Kabupaten Kebumen Tahun Anggaran 2014 adalah sebesar Rp. 35.000.000.000. Setelah dihitung berdasarkan Rumus Penetapan ADD, maka tiga Desa penerima ADD tertinggi adalah Desa Seboro, Desa Wonoharjo dan Desa Plumbon. Tiga Desa penerima ADD terendah adalah Desa Banjarsari, Desa Podourip dan Desa Sidayu. Penelitian ini dilakukan dengan tujuan untuk menganalisis implementasi Peraturan Bupati No. 8 Tahun 2014 tentang Alokasi Dana Desa di Kabupaten Kebumen serta faktor-faktor yang mendukung dan menghambat implementasi kebijakan. Metode penelitian yang digunakan adalah kualitatif deskriptif. Sumber data primer diperoleh dari wawancara kepada narasumber yang telah ditentukan dan sumber data primer diperoleh dari dokumen atau arsip yang berkaitan dengan penelitian. Teknik analisis data dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan. Dari hasil penelitian, secara umum implementasi kebijakan Alokasi Dana Desa sudah sesuai dengan Perbup No. 8 Tahun 2014. Akan tetapi, dalam penggunaan ADD, Desa penerima besaran tertinggi di Kabupaten Kebumen mengalokasikan anggaran sebesar 70% untuk kegiatan pembangunan fisik dan pemberdayaan masyarakat. Sedangkan Desa penerima besaran terendah di Kabupaten Kebumen lebih memfokuskan penggunaan anggaran sebesar 70% untuk pembangunan fisik saja. Pertanggungjawaban dan pelaporan yang dilakukan oleh keenam Desa pun mengalami keterlambatan. Keterlambatan tersebut dipengaruhi juga oleh faktor kurangnya Sumber Daya Manusia di tingkat Desa. Saran yang dapat diberikan yaitu Bapermades selaku SKPD yang bertanggungjawab dalam kebijakan ADD dapat meningkatkan pengawasan terhadap kegiatan yang dilakukan sehingga kegiatan tersebut dapat berjalan sesuai dengan ketentuan yang telah ditetapkan. Kemudian, Bapermades diharapkan dapat meningkatkan Sumber Daya Manusia dengan mengadakan pelatihan-pelatihan dan pemberdayaan masyarakat

    Expression Of Resistance Of Soybean To The Pod Sucking Bug Riptortus Linearis F. (Hemiptera: Coreidae)

    Factors involved in the mechanism of resistance of soybean to pod sucking bug R. linearis were identified using resistant soybean genotypes, IAC-100, and IAC-80-596-2 and the susceptible variety, Wilis as a check. The role of trichomes in resistance was assayed removing trihomes from the pod shell, and seed coat and the resistance was determined based on the number of stylet punctures made by the bug. Seed of IAC-100 and IAC-596-2 that had longer, denser trichomes, higher crude fiber content and suffered fewer stylet punctures than Wilis. This suggested that denser and longer trichomes interfered with stylet piercing of the pod shell. When the trichomes of IAC-100 and IAC-596-2 were removed these genotypes were more susceptible to insect feeding. In further studies, replacement of IAC-100 and IAC-596-2 seed with seed of Wilis in the pods of resistant genotypes resulted less stylet punctures on the Wilis seed. It was concluded that denser and longer trichomes on pods along with harder pod shells acts as a physical barrier in antixenosis resistance of soybean to the pod sucking bug. Therefore, IAC-100, and IAC-596-2 genotypes have good potential for used as resistant parents in a soybean breeding program
