Les Allemagnes et la division Est-Ouest : Une ambivalence politique

This article is about the role of international bureaucracies in the determination of the general policies of international organizations. In this paper it is argued that in general international organizations' Secretariats generally do wield, considerable power over the definition of the institutions' strategies, i.e. those activities, priorities and projects which taken together make up the program of the institution for a given period. Indeed, the international bureaucrats exercise tremendous control over the content of the program. This is so because international organizations have special functions in the world System. They must see to it that, certain states of affairs prevail in the world over the long run. It is, therefore, no surprise that the programs' content be more or less shielded from conjonctural fluctuations. The article then proceeds to test these hypotheses on a concrete case: the analysis of the processus through which Unesco's program goes before becoming the official policy of the organization

La nécessité de réformer législativement les pouvoirs de police et la procédure pénale

Les contraintes économiques et la nécessité de clarifier les droits et les obligations respectives des citoyens et des policiers, d'assurer à ce titre un meilleur équilibre entre les droits collectifs et les droits individuels ainsi que d'augmenter l'efficacité policière en reconnaissant au plan légal certaines possibilités nouvelles offertes par les développements technologiques récents rendent nécessaire et inévitable une réforme législative des pouvoirs policiers. Les tribunaux peuvent sanctionner les abus législatifs mais ne peuvent usurper ce pouvoir ou s'y substituer.Economical constraints along with the necessity to clarify the rights and obligations of citizens and police officers, to strike a better balance between collective and individual rights and to increase police efficiency by legally acknowledging new possibilities offered by recent technology have made necessary and inevitable a legislative reform of police powers. La transdisciplinarité considérée en général et en sciences de l’environnement

Il s’agit dans ce texte avant tout de clarifier des termes qui reviennent souvent dans les recherches et réflexions dans le domaine des sciences environnementales, et qui sont souvent considérés comme des équivalents. Il s’agit de la multidisciplinarité, de l’interdisciplinarité et de la transdisciplinarité, ce qui suppose de clarifier ce que c’est que de travailler dans une discipline (la « disciplinarité ») et d’avoir dans sa boîte à outils une pluralité de compétences disciplinaires (la « pluridisciplinarité »). Ces propositions de distinctions sont mises en relief en regardant en particulier les problèmes de gouvernance de l’eauWhat we want to do here is clarify a number or important concepts that are sometimes used as equivalents in environmental sciences and practices, but that might require some distinctions and specifications. We specify concepts like multidisciplinarity, interdisciplinarity, transdisciplinarity, but also disciplinarity and pluridisciplinarity. Maybe if we had a more clear conscience of those issues, we would understand each other along the way in collaborative projects. We also show how they shed light on specific issues, for instance water governance issues, and we distinguish these problems from valid questions of interprofessionality
