    Methodology of structural stability management for industrial enterprises

    The article looks into the formation of a new methodology to provide company stability under growing influence of the external factors which raise the level of management uncertainty. Modern approach to management based on intellectualization which increases requirements to tools for assessment and forecasting all systems of the industrial enterprise, containing the methodological drawbacks statistic and mathematical nature which cause the information loss. Equilibrium state of the enterprise as a system is proposed to be used as a target objective and it means application of cenology theory tools Cenological approach to assessment and to management of equilibrium of systems of an industrial enterprise which allows solving problems of complexity and stochasticity of systems using relevant mathematical research apparatus and system of constraints is grounded in the article. The significant part of the enterprise systems belongs to cenotic type because they are a complex structure of its elements where classical statistic assessment to describe the system “as a whole” is not applicable. The results of economic and technical structures of a number of industrial enterprises which demonstrate the high results of coenoses theory application in company stability management are given in the conclusion.peer-reviewe

    Cenological measurement of productive efficiency

    The article shows the big concern that is caused by the problem of spatial economical and industrial bias. The decision of the given problem by classical methods did not bring the required result testifying that such politics is based on wrong or inadequate diagnosis of the bias reason, as well as the lack of qualitative search of benchmarking target state. The authors offer to consider a spatial and industrial bias not only as economically inefficient, but also non-equilibrium result of regulation politics. Thus, the balance can be considered as some economically-effective recombination of subjects of regional economy or branch enterprises. It is shown that the proposed approach does not reflect the system features of real objects (region, branch etc.) to full extent as it uses a mechanical statistical combination theory, without considering the features of considered systems, being oriented to the model which is not achievable in practice. The given downside is offered to eliminate by applying coenosis theory which uses laws of existence and development of complex systems (type “branch”, “region” etc.), relying on numerous researches in various fields of knowledge. The opportunity to calculate and to generate a specified distribution option allows to use it as the starting point of recombination for more accurate definition of potential-efficiency of the structure of a branch.peer-reviewe

    Results of a search for 2β\beta-decay of 136^{136}Xe with high-pressure copper proportional counters in Baksan Neutrino Observatory

    The experiment for the 2β\beta-decay of 136^{136}Xe search with two high-pressure copper proportional counters has been held in Baksan neutrino observatory. The search for the process is based on comparison of spectra measured with natural and enriched xenon. No evidence has been found for 2β\beta(2ν\nu)- and 2β\beta(0ν\nu)-decay. The decay half lifetime limit based on data measured during 8000 h is T1/2_{1/2}8.51021\geq8.5\cdot10^{21}yr for 2ν\nu-mode and T1/2_{1/2}3.11023\geq3.1\cdot10^{23}yr for 0ν\nu-mode (90%C.L.).Comment: 9 pages, 8 figures; talk at the NANP'05 Conference; submitted to Phys.     Formation of Leaders’ Reserve for Educational and Academic Organizations

    The article presents leaders appointment and selection methodology and procedures, the results of unique studying the competencies of rectors and academic institute leaders including those that ensure effectiveness of the organization. The main attention is paid to the model of managerial competencies as a standard, compliance with which becomes the basis for inclusion in the personnel reserve, and valid evaluation tools. To create the model, a competence-based approach, tools of the national qualification system, and a sociological survey were used.Authors describe the procedure for selecting potential managers, the methodology for developing case assessment tasks, and the criteria for ensuring the objectivity of evaluating their performance.It is shown that introduction of the model made it possible to update the qualification requirements for the leaders of universities and academic institutes; to form a system of competencies diagnostics of applicants for managerial positions; to prepare recommendations for the development of professional development programs
