    Why Is Liberal Peace-building So Difficult? Some Lessons from Central America

    The termination of war is mostly seen as a basis not just for recovery but for a fundamental transformation or change in development paths towards peace, stability and development. The Central American peace processes of the last decades were one of the first laboratories for the liberal peace-building paradigm which assumes that the threefold transformation to peace, democracy and market economy is a self-strengthening process leading to sustainable development. Although none of the three countries slipped back into war, serious deficits remain. This paper introduces an analytical framework that aims at interrelating the threefold transformation with the impact generated by four processes. These include the repercussions generated by the international system on a country’s society, its historical, cultural and social foundations, the legacies of violence and the peacebuilding initiatives the country concerned has witnessed. The comparative analysis of changes in the public security sector, the political system, conflict resolution and the use of resources show why there is so much path dependency that can explain the deficits of transformation.Peace-building, path-dependency, public security, political system, conflict resolution, resource use, Central America

    The number of refugees in Central America has reached a scale not seen since armed conflicts tore the region apart in the 1980s, with more than 110,000 people fleeing their homes. The UN Refugee Agency (UNHCR) has warned that action is urgently needed to take care of those affected, including protecting them from violence. El Salvador stands at the centre of the current crisis. Violence by so-called maras - gangs that originated in the United States and spread to Guatemala, Honduras and El Salvador - is thought to be the major push factor. Without doubt, El Salvador's gangs are brutal and violent - but they are neither the only ones using force, nor the root cause of violence. And responding to the refugee crisis by just fighting gangs ignores its underlying causes. This approach could even make things worse

    The limits of peace in Latin America

    Latin American governments frequently emphasise the democratic and peaceful order in the region. These claims are based on two developments: First, except for Cuba, the region has experienced processes of democratisation since the early 1980s. Second, since the 1990s, a series of long-lasting civil wars have ended with negotiated settlements and without a relapse into war. Based on such a superficial analysis, Latin America can be perceived as a successful example of the liberal peacebuilding model. However, although Latin America has democratised and ended wars, it is still the most violent region in the world. This article argues that democratisation and peacebuilding focussed rather on formal changes than on dealing with the structural problems reproducing different manifestations of violence. A focus on the interaction between both processes provides evidence for the possibilities as well as the limitations of change

    Security Sector Reform is an integral part of peace-building but the focus of international actors tends to be on formal state security providers. This article argues that reforms in the judicial system are key for the non-violent transformation of societal conflicts. Based on historical institutionalism a theoretical argument links justice and peace. Reforms of the judiciary need to be an integral part of SSR because otherwise reforms in the military and the police can easily be undermined or turned back. A case study on El Salvador provides empirical insights on the interrelation between reforms of these institutions

    No One Size Fits All - A Global Approach to Peace

    People tend to agree on the vital importance of peace, but there is no consensus on what peace is and even less so on how it can be accomplished and secured. International peace-building strategies privilege a concept of peace that stems from Western experiences of a centralised democratic state. A global approach to peace needs to include the experiences of the Global South and to focus on reducing various forms of violence rather than simply ending war. Peace is a complex process that is influenced by social, economic, and polit­ical structures; a variety of actors; and a multitude of policies. Current post-war societies reveal a high degree of variation regarding post-war violence and changes to the political system. A global approach to peace is required in order to include the diverse cultural and historical experiences of all regions across the globe. There is no shortcut to or way to replicate the state-centred Western development path. An interregional comparison of violence patterns suggests that conflicts are closely related to processes of social change at the intersection of increasing globalisation and local, salient cultural and historical trajectories. The analysis of these conflicts is thus the necessary starting point for peace-building strategies. Peace-building strategies must focus on violence reduction and non-violent conflict transformation. The termination of war is an essential first step but does not suffice. Although the specific arrangements to end collective violence are shaped by the incompatibilities and structures of conflicts, such agreements need to be open to future change. External support for peace processes by the German government, the European Union, or the United Nations needs to take seriously the claims and interests of various local constituencies and the fact that peace processes are a form of contentious politics. Promoting peace is not about following a single globalised template but rather about searching for common ground in order to end violence and non-violently transform conflicts

Central America has been one of the first laboratories of international policies promoting the threefold transformation process of pacification, democratization and economic liberalization. Although none of the postwar countries (Nicaragua, El Salvador, Guatemala) slipped back into war, serious deficits abound that can neither be explained as mere consequences of war nor as "normal" developmental problems. The paper introduces an analytical framework locating these problems at the intersection between external influences, societal foundations, consequences of war and violence as well as peace-building. The comparative analysis of the three transformation processes - democratization, market economy and pacification - shows how path dependent patterns remain dominant while reform processes are fragile. This allows for an explanation of common features as well as differences inside the region

    Latin America - Multilateralism without Multilateral Values

    Latin America and the Caribbean are considered natural allies for German foreign policy efforts to strengthen liberal multilateralism. However, an analysis of cooperation in the region presents an ambiguous picture. Particularly with respect to core elements in the liberal canon of values such as democracy and human rights, Latin American governments primarily pursue their own political interests. The most successful element of Latin American multilateralism is the intergovernmental settlement of disputes, which has been institutionalised since 1948 in the Pact of Bogotá. In acute crises, however, ad hoc institutions take the place of established multilateral mechanisms. Ideological proximity is more important than values and norms. The core elements of liberal multilateralism are democracy and human rights. The Latin American countries have not only signed the most international agreements on these values but have also anchored them in the inter-American system. In practice, however, implementation has proven to be difficult. The crisis in Venezuela demonstrates the ambiguous nature of multilateral cooperation at the interface between regional stability and countries’ own pol­itical interests. The Organization of American States (OAS) condemned the increasing authoritarianism early on, but has failed at implementing sanctions due to polarisation along ideological and party lines. The Union of South American Nations (UNASUR) disintegrated as a result of the crisis. Reliable partnerships within the multilateral system, in Latin America and the Caribbean as well as elsewhere, are contingent on the protection and implementation of democracy and human rights in the partner countries themselves. Lip-service commitments are not enough. This should be at the forefront of German and European foreign policy. Only when the domestic and foreign policy standards are in harmony can stable partnerships emerge

    From Ending War to Building Peace - Lessons from Latin America

    While the recent Taliban takeover in Afghanistan sparked new debate about peacebuilding, Latin American experiences have largely been ignored in such discussions. These could be instructive, particularly in their shortcomings, missed opportunities, and violent backsliding. Colombia five years into the peace agreement and Central America more than 25 years after the end of war hold important lessons. Ending the civil wars in Central America had been amongst the first empirical tests of the liberal peacebuilding approach. However, today the region is confronting old problems in new forms: increasing authoritarianism, social exclusion, and high levels of state and non-state violence. The peace process in Colombia remains entangled between those forces pushing for the implementation of the agreements’ transformative agenda and those who staunchly resist it. International actors such as the United Nations and the European Union actively supported the termination of wars. However, they delegated the structural reforms necessary for conflict transformation to the political systems. Peacebuilding is possible through a variety of pathways and is a long-term endeavour. It needs to be based on context-specific combinations of violence reduction and prevention, conflict transformation, and political and social inclusion. Latin America and other post-war societies tend to receive decreasing international attention after wars have ended and initial post-war elections have taken place. At the same time, there has been a shift in emphasis from peacebuilding to stabilisation at the international level. But peacebuilding requires long-term international support beyond short-term interventions. Latin American experiences show how short-term success can be forfeited through the re-creation of path-dependent developments, which reproduce old problems in new forms. Neither peace nor democracy is feasible without transformative reforms and an inclusive social basis
