    Basic digital skills for adults in the Nordic countries

    Rapporten ger en bild av den nordiska situationen nÀr det gÀller grundlÀggande digitala fÀrdigheter och summerar gemensamma möjligheter och utmaningar i en nordisk SWOT-analys. UtifrÄn analysen formuleras ett antal rekommendationer som riktar sig till policynivÄn i de nordiska lÀnderna och följs av ett antal lÀrande exempel frÄn samtliga lÀnder. Rapporten har tagits fram av NÀtverket för grundlÀggande fÀrdigheter i Nordiskt NÀtverk för Vuxnas LÀrande (NVL) med representanter frÄn Danmark, Finland, Island, Norge och Sverige. GrundlÀggande digitala fÀrdigheter Àr nÄgot som varje vuxen individ behöver rustas med för att aktivt kunna delta i samhÀlls-, vardags- och arbetslivet och har idag en stor aktualitet i samtliga nordiska lÀnder. Inte minst med tanke pÄ att individer alltmer behöver ta del av det livslÄnga lÀrandet i en snabbt förÀnderlig vÀrld dÀr teknikutvecklingen gÄr snabbt och Àven pÄverkar arbetsmarknad. Dessa fÀrdigheter har ocksÄ en koppling till bÄde grundlÀggande lÀs-, skriv- och rÀknefÀrdigheter vilket gör att det finns en inneboende komplexitet i omrÄdet.The report provides an overview of the Nordic situation on the topic of basic digital skills and summarizes opportunities and challenges in a Nordic SWOT analysis. Based on the analysis, a number of recommendations are formulated that address the policy level in the Nordic countries and examples from all Nordic countries are presented. The Network for Basic Skills, part of the Nordic Network for Adult Learning (NVL), has written this report with representatives from Denmark, Finland, Iceland, Norway and Sweden. Basic digital skills are something that every adult needs to have in order to be able to actively participate in social, every day and working life. The topic of basic digital skills is widely discussed in all Nordic countries. Individuals increasingly need to take part in lifelong learning in a rapidly changing world where technological development is moving fast and is also affecting the labor market. These skills are related to other basic skills such as reading, writing and IT skills, which means that there is an inherent complexity in the area

    Between political rhetoric and realpolitik calculations: Western diplomacy and the Baltic independence struggle in the Cold War endgame

    Fifteen years after the Baltic SSRs' independence declarations, this article sheds new light on the Estonian, Latvian and Lithuanian struggle to regain statehood in the context of international relations between 1988 and 1991. Based on declassified archival sources from Western and Eastern archives, memoirs and official histories, it reveals the nature of 'Western' Baltic policies and analyses how (far) they impacted on the Soviet Union's demise. Second, the role universal normative values played in Western, Soviet and Baltic politics will be discussed in historical perspective; with the article concluding by offering some reflections on the general relationship between political rhetoric and foreign policy
