ExpertInnen unter sich? Geschlecht, Demokratie und Biotechnikpolitik in Schweden
'Schweden ist berĂŒhmt fĂŒr seinen umfassenden Wohlfahrtsstaat und seine Gleichstellungspolitik. Es mag deshalb verwundern, dass es nicht nur zu den Vorreitern auf dem Gebiet der Biotechnologie zĂ€hlt, sondern ĂŒber besonders 'liberale' staatliche Regelungen verfĂŒgt. Verbrauchende Embryonenforschung ist erlaubt, ebenso die PrĂ€implantationsdiagnostik. Dieser Artikel rekonstruiert zunĂ€chst die schwedische Rechtsentwicklung, untersucht dann im Kontext der Institutionen und Akteure, ob und wie Frauen an den Willensbildung- und Entscheidungsprozessen partizipierten und wendet sich abschlieĂend den öffentlichen und politischen Diskursen zu. Dabei wird deutlich werden, dass Frauen zwar in hohem MaĂe an den politischen Prozessen beteiligt waren, dass sie jedoch keinen besonderen Standpunkt zur Biotechnologie vertreten. Sie teilen vielmehr den Beinahe-Konsensus, wonach Biotechnologien durch ihre guten Ziele, z.B. dem Leiden der Frauen/ Eltern an 'unfreiwilliger Kinderlosigkeit' abzuhelfen, gerechtfertigt sind. Die Anwendung selektiver Praktiken, wie der PrĂ€implantationsdiagnostik, wird als konsequente Fortsetzung der mit dem Abtreibungsrecht begrĂŒndeten Selbstbestimmung aufgefasst.' (Autorenreferat)'Sweden is famous for its welfare state and its gender equality policies. Therefore, it might be surprising that the country not only belongs to the pioneers in the field of biotechnology, but that state regulation in this field is very 'liberal'. Preimplantation genetic diagnosis and the use of embryos in therapy and research are both legal. In this essay I will first reconstruct the Swedish legal development in this area, and, secondly, investigate the context of actors and institutions in terms of whether and how women participated in the relevant opinion- and decision-making processes. Finally, I will analyse the public and political discourses. It will become clear that although women were well represented in the political and discursive processes, they did not advocate a specific women related standpoint. They share, on the contrary, the (virtual) consensus, that biotechnological interventions can be justified by its noble goals, e.g. by helping women/ parents who suffer from 'involuntary childlessness'. The use of selective practices such as preimplantation genetic diagnosis is considered to be the consequent continuation of women's right to self-determination in reproductive matters, which is founded in the abortion legislation of the 1970s.' Bodily citizenship in the age of biosciences: a historical and comparative perspective
La conception de la citoyennetĂ© corporelle dans cet article va au-delĂ de la perspective courante du « contrĂŽle sur le corps », en situant ce concept dans un contexte biopolitique et biosocial plus large. Lâhistorisation des droits corporels rĂ©vĂšle une interaction ambivalente entre lâinclusion et lâexclusion due Ă une grande interdĂ©pendance avec une pensĂ©e eugĂ©niste. La perspective historique dĂ©voile diffĂ©rentes façons hĂ©ritĂ©es de lâhistoire nationale de conceptualiser les questions corporelles et reproductives. La tradition libĂ©rale anglo-saxonne les prĂ©sentait ainsi comme un problĂšme mĂ©dical, alors quâen Europe continentale, notamment en Allemagne, les droits corporels Ă©taient liĂ©s aux revendications de la citoyennetĂ© politique et/ou sociale des femmes. Il me semble quâil serait important que dans les Ă©tudes sur la citoyennetĂ© corporelle soit dĂ©veloppĂ©e une perspective intĂ©grĂ©e â celle que jâappelle le rĂ©gime de citoyennetĂ© corporelle. Enfin, lâarticle explore comment les nouvelles biosciences, sous les conditions de gouvernance du risque et les technologies dâoptimalisation, refont chez les femmes lâamĂ©nagement et lâautodĂ©termination Ă travers le prisme de tests prĂ©nataux. La recherche effectuĂ©e dans le cas de lâAllemagne et de la SuĂšde indique que la focalisation sur lâautonomie dĂ©cisionnelle est trop limitĂ©e pour pouvoir saisir les nouveaux pouvoirs rĂ©gulatoires.The article conceives bodily citizenship beyond the prevalent âcontrol over bodyâ perspective by situating the concept within a wider horizon of biopolitics and biosociality. The historization of bodily rights discloses an ambivalent interplay between inclusion and exclusion due to a close interrelatedness with eugenic thinking. The historical perspective reveals diverse national historical legacies to conceptualize bodily and reproductive issues. The liberal Anglo-Saxon tradition posed them as medical issues, whereas in continental Europe, especially in Germany bodily rights were linked to claims about womenÂŽs political and/or social citizenship. I suggest that an important goal of bodily citizenship studies should be to develop an integrated perspective â which I call bodily citizenship regime. Finally, the article explores how the new biosciences under conditions of risk-governance and technologies of optimization remake womenâs agency and self-determination through the lens of prenatal testing. Research about Germany and Sweden indicates that the focus on decisional autonomy is too limited in order to grasp the new regulatory powers
Feministisch-politologische Perspektiven auf Biomedizinpolitik
'PolitologInnen sind in der gegenwĂ€rtigen kontroversen Debatte zur Biomedizinpolitik sowohl mit wissenschaftlichen Analysen als auch als ExpertInnen in einschlĂ€gigen Beratungsgremien erstaunlich abwesend. Dabei könnte die Politikwissenschaft mit ihren unterschiedlichen Teildisziplinen wichtige BeitrĂ€ge zur Erforschung von Biomedizinpolitik leisten. FĂŒr das Fehlen kann ein BĂŒndel von Faktoren identifiziert werden, von der Spezifik des Politikfeldes ĂŒber methodologische und theoretische Orientierungen der Politikwissenschaft bis hin zu wissenschaftspolitischen Motiven. Ein zentraler Grund ist die Ăberschneidung dreier Themen- und Problemfelder, die im politikwissenschaftlichen Mainstream tendenziell als auĂerpolitisch gelten und/ oder in unzureichender Weise theoretisch erfasst sind: Körper, Ethik und Naturwissenschaften/ Technologie. Feministische Politikwissenschaft ist in verschiedener Hinsicht fĂŒr die Analyse von Biomedizinpolitik besser gerĂŒstet, da sie mit der Analyse von Körperpolitik und mit normativen Fragen Erfahrungen hat.' (Autorenreferat)'In the current debate about biomedicine policy, political scientists are largely absent as analysts of the controversy and as experts in advisory commissions. However, political science and its various sub-disciplines could make important and specific disciplinary contributions to the debate. This gap can be attributed to a variety of factors, ranging from issue characteristics to methodological and theoretical orientations in political science as well as to political reasons. The major cause is the intersection of three distinct issues and problems all of which are regarded as non-political and, thus, are not sufficiently theorised in political science: the body, ethics, and science and technology. Feminist political science is better equipped to analyse biomedicine policy because of its experience with the analysis of body politics and the integration of normative concerns.' (author's abstract
Political Epistemology in Gender Policy-Making : The German Democratization of Expertise
This article proposes the concept of feminist political epistemology to examine the changing modalities of knowledge production in Germany. The article examines how German gender equality policies have been embedded in and shaped by the shifting modalities of knowledge production and the remaking of the science expertiseâpolitics nexus. The two formative time periods investigatedâthe 1960sâ1970s and 1998 to the presentâaccount for major shifts in the gender and political knowledge regime in Germany. The findings provide insights into the contradictory dynamics involved in transformations of political and epistemic authority

Experts, Idiots, and Liars : The Gender Politics of Knowledge and Expertise in Turbulent Times
This special issue advances feminist inquiry and theorizing of the politics of knowledge within our current, highly paradoxical societal landscape. It draws together feminist analyses of âexpertiseâ with feminist epistemologies of situated knowledge, Black feminist thought, theory of affect and emotions, sociology of knowledge, and science and technology studies (STS). As such, it enables a timely interdisciplinary engagement with current paradigmatic shifts in knowledge production and claims to expertise as well as an examination of the gendered and racialized epistemic authority. For several decades, the study of âknowledge,â changing modes of knowledge production, and the dynamics shaping the recognition of expertise were largely confided to the specialized subfields of sociology of knowledge.
