Feasibility of implementation in Ukraine the model of mega-regulator of financial market

Introduction. Recently an intense discussion of advisability the introducing a comprehensive approach to the regulation of the financial market in Ukraine by refusing models departmental regulators for the benefit of the mega-regulator in the circle of scholars and practitioners is going. From the point of view of the real sector development, competitiveness increase and market share expand additional financial resources that can be obtained from financial market participants are necessary. The creation of an enabling environment for their functioning is an important task of the state, because the mismatch of the regulation mechanism of financial market participants can lead to negative consequences for the real economy and cause a systemic economic crisis. According to that the models of financial market regulation study is an important direction of modern economic analysis. Purpose. Analysis of feasibility and prediction of possible consequences of creating a mega-regulator of the financial market of Ukraine at the present stage from the standpoint of ensuring the sustainable development of the market. Results. Positive and negative aspects of implementation the model of mega-regulator of the financial market have been formulated. The preconditions necessary for the functioning of the mega-regulator of the financial market of Ukraine are grounded. The key indicators of sustainable development of the financial markets of different countries in conjunction with their regulatory models are analyzed. The authors conclude that most of the indicators are lower in countries with mega-regulator, than in countries with sector model or model of «twin peaks». Conclusion. It is determined that Ukraine still has not developed the necessary preconditions for the introduction of the mega-regulator model, which also confirms the inappropriateness of its creation at the present stage.Досліджено позитивні та негативні аспекти впровадження моделі мегарегулятора фінансового ринку. Систематизовано передумови, необхідні для функціонування мегарегулятора фінансового ринку України. Проаналізовано ключові показники стійкого розвитку фінансового ринку країн світу у взаємозв’язку з їх моделями регулювання. Обґрунтовано висновок, що більшість показників є нижчими у країнах із мегарегулятором, ніж у країнах, де функціонують секторна модель та модель «двох вершин». Визначено, що в Україні досі не склалися необхідні передумови для впровадження моделі мегарегулятора, що підтверджує недоцільність його створення на сучасному етапі.
