    U.S. Climate Policy Developments

    This paper outlines recent developments in U.S. climate policies. Although the United States does not participate in the Kyoto Mechanism, a number of climate policies are being implemented at state level as well as at the federal level. First, we report and compare the federal cap and trade proposals in the 110th Congress. Then, the paper illustrates the current situations of state level climate policies, such as the Regional Greenhouse Gas Initiative in the northeastern states or AB32 in California. We analyze these proposals from the viewpoint of technology policies and impacts on international markets. It is found that technology policies play important roles in the cap and trade proposals and that there is a great expectation for carbon capture and sequestration (CCS) technology. In terms of the impacts on international markets, several federal proposals as well as regional programs permit trading in international markets. As emission targets become more stringent in the future, U.S. GHG emitters are more likely to interact with these markets. Thus, despite the lack of U.S. participation in the Kyoto Protocol, U.S. markets will be linked to foreign markets, at least, in an indirect way.United States, climate policy, cap and trade, the Kyoto mechanism, technology policy

Namely, what is it supposed to be? Should we believe in its existence? And is it important? Chapter One, "The Problem of Forgotten Evidence," sets the stage. I introduce the distinction between internalism and externalism, which plays a crucial role throughout the thesis. Roughly speaking, internalists think that one is justified in holding a given belief only if one can access adequate evidence for it, upon reflection, while externalists deny this. I argue that only an externalist can explain why we are now justified in believing things, such as facts about world history, which we originally learned on the basis of reasons we have since forgotten. Chapter Two, "Two Notions of A Priori Justified Belief," distinguishes between two ways of understanding what a priori justified beliefs are supposed to be, an internalist way and an externalist way. I argue that the two ways of understanding what a priori justified beliefs are lead to different and somewhat surprising outcomes regarding how much is a priori. When thought of in the internalist way, a priori justified beliefs are unstable and especially hard to come by in the first place. When thought of in the externalist way, however, they are secure and easier to acquire. Chapter Three, "The Importance of the A Priori," argues that there is no reason to think that the a priori is important in the strong sense which some philosophers seem to think it is. They argue for their view on the grounds that our ability to learn about the world depends on our being a priori warranted in relying on certain belief forming procedures, like taking our perceptual experiences at face value, and accepting the testimony of other people. I show that there is a sense in which that is true, but that, in that sense, it does not support the strong conclusion they ultimately want.     Monitoring regulatory T cells as a prognostic marker in lung transplantation

    Lung transplantation is the major surgical procedure, which restores normal lung functioning and provides years of life for patients suffering from major lung diseases. Lung transplant recipients are at high risk of primary graft dysfunction, and chronic lung allograft dysfunction (CLAD) in the form of bronchiolitis obliterative syndrome (BOS). Regulatory T cell (Treg) suppresses effector cells and clinical studies have demonstrated that Treg levels are altered in transplanted lung during BOS progression as compared to normal lung. Here, we discuss levels of Tregs/FOXP3 gene expression as a crucial prognostic biomarker of lung functions during CLAD progression in clinical lung transplant recipients. The review will also discuss Treg mediated immune tolerance, tissue repair, and therapeutic strategies for achieving in-vivo Treg expansion, which will be a potential therapeutic option to reduce inflammation-mediated graft injuries, taper the toxic side effects of ongoing immunosuppressants, and improve lung transplant survival rates

    An obligatory role for club cells in preventing obliterative bronchiolitis in lung transplants

    Obliterative bronchiolitis (OB) is a poorly understood airway disease characterized by the generation of fibrotic bronchiolar occlusions. In the lung transplant setting, OB is a pathological manifestation of bronchiolitis obliterans syndrome (BOS), which is a major impediment to long-term recipient survival. Club cells play a key role in bronchiolar epithelial repair, but whether they promote lung transplant tolerance through preventing OB remains unclear. We determined if OB occurs in mouse orthotopic lung transplants following conditional transgene-targeted club cell depletion. In syngeneic lung transplants club cell depletion leads to transient epithelial injury followed by rapid club cell-mediated repair. In contrast, allogeneic lung transplants develop severe OB lesions and poorly regenerate club cells despite immunosuppression treatment. Lung allograft club cell ablation also triggers the recognition of alloantigens, and pulmonary restricted self-antigens reported associated with BOS development. However, CD8+ T cell depletion restores club cell reparative responses and prevents OB. In addition, ex-vivo analysis reveals a specific role for alloantigen-primed effector CD8+ T cells in preventing club cell proliferation and maintenance. Taken together, we demonstrate a vital role for club cells in maintaining lung transplant tolerance and propose a new model to identify the underlying mechanisms of OB

    Measuring the value of air quality: application of the spatial hedonic model

    This study applies a hedonic model to assess the economic benefits of air quality improvement following the 1990 Clean Air Act Amendment at the county level in the lower 48 United States. An instrumental variable approach that combines geographically weighted regression and spatial autoregression methods (GWR-SEM) is adopted to simultaneously account for spatial heterogeneity and spatial autocorrelation. SEM mitigates spatial dependency while GWR addresses spatial heterogeneity by allowing response coefficients to vary across observations. Positive amenity values of improved air quality are found in four major clusters: (1) in East Kentucky and most of Georgia around the Southern Appalachian area; (2) in a few counties in Illinois; (3) on the border of Oklahoma and Kansas, on the border of Kansas and Nebraska, and in east Texas; and (4) in a few counties in Montana. Clusters of significant positive amenity values may exist because of a combination of intense air pollution and consumer awareness of diminishing air quality
