    Naar aanleiding van het rapport ‘Wind op zee’ (Mol et al. 2019) is de vraag gesteld of en hoe de huidige ontwikkelingen, waar de visserijsector mee te maken heeft (Brexit, aanlandplicht en het intrekken van de pulsontheffingen), invloed hebben op de economische waarde voor de visserij in de windparkgebieden en hoe deze ontwikkelingen elkaar beïnvloeden. In deze notitie worden deze interacties kwalitatief omschreven. Daarnaast worden aanbevelingen gedaan om tot een kwantitatieve berekening van de economische gevolgen te komen door middel van het bepalen van scenario’s en het bouwen van een model

    Medio 2013 is het Gemeenschappelijke visserijbeleid herzien. Een belangrijk element in de herziening van het GVB is de aanlandplicht, hetgeen een fundamentele wijziging betekent van het visserijbeleid. Een tweede element in de herziening van het GVB is de regionalisatie. Hierbij zullen lidstaten een grotere rol gaan spelen in het beheer van de regionale zeeën. In lijn met deze ontwikkeling zullen ook de technische maatregelen grondig herzien worden. Het ministerie van Economische Zaken (EZ) wil zich daarop voorbereiden. Dit rapport is bedoeld om een eerste aanzet te geven tot de discussie over de herziening van de technische maatregelen

    The Cod monitoring program is part of the Dutch cod avoidance plan developed by the Dutch Government together with the Dutch fishing sector. The aim of this cod monitoring program is to provide information on the Catch per Unit Effort (CpUE) in the TR fleet (bottom trawls and seines). To remain updated, an overview of fishing activity, cod catches and cod Landings per Unit Effort (LpUE) of four gear types per quarter is requested by the ministry of Economic Affairs.     Between 2011 and 2013, the monitoring program existed of an extended analysis of self-reported cod catch data (both landings and discards) in combination with the regular DCF discard monitoring program, an extra observer program and the CCTV-project in TR-fisheries (see Kraan et al. (2013 and 2014)). Over the years, the ministry of Economic Affairs and IMARES drew the conclusion that monitoring cod discards via the self-reporting scheme asked for disproportionately high effort of the TR-skippers while discards were hardly affecting CpUE rates (Ministry of Economic Affairs (2014)). Therefore, it was agreed upon a yearly analysis of the EU-logbook (hereafter logbook) data in combination with VMS-data, which is readily available. However, to remain updated, an overview of fishing activity, cod catches and cod Landings per Unit Effort (LpUE) of four gear types per quarter is requested by the ministry of Economic Affairs.     The interaction triangle as a tool for understanding stakeholder interactions in marine ecosystem based management

    Expectations about ecosystem based management (EBM) differ due to diverging perspectives about what EBM should be and how it should work. While EBM by its nature requires trade-offs to be made between ecological, economic and social sustainability criteria, the diversity of cross-sectoral perspectives, values, stakes, and the specificity of each individual situation determine the outcome of these trade-offs. The authors strive to raise awareness of the importance of interaction between three stakeholder groups (decision makers, scientists, and other actors) and argue that choosing appropriate degrees of interaction between them in a transparent way can make EBM more effective in terms of the three effectiveness criteria salience, legitimacy, and credibility. This article therefore presents an interaction triangle in which three crucial dimensions of stakeholder interactions are discussed: (A) between decision makers and scientists, who engage in framing to foster salience of scientific input to decision making, (B) between decision makers and other actors, to shape participation processes to foster legitimacy of EBM processes, and (C) between scientists and other actors, who collaborate to foster credibility of knowledge production. Due to the complexity of EBM, there is not one optimal interaction approach; rather, finding the optimal degrees of interaction for each dimension depends on the context in which EBM is implemented, i.e. the EBM objectives, the EBM initiator’s willingness for transparency and interaction, and other context-specific factors, such as resources, trust, and state of knowledge

    This report presents the results of the Dutch Cod Monitoring Project in the bottom trawls and seines (TR), that was carried out in 2011 and 2012. The monitoring project was set up to monitor the cod catches in the different TR gears in order to have better and more detailed information of the catch per unit effort (CpUE) of cod. The Dutch government requested IMARES to set this up in order to arrive at a well-documented conversion factor of the days at sea (DAS) transfer between different fishing gears. This transfer of effort is needed due to the transition of the Dutch fleet from a predominant BT fleet to much more TR vessels. The conversion factor of transfer of DAS from the beam trawl (BT) segment to the TR segment is impacted by the Cod Recovery Plan
