    From study to work : methodological challenges of a graduate destination survey in the Western Cape, South Africa

    Current literature proposes several strategies for improving response rates to student evaluation surveys. Graduate destination surveys pose the difficulty of tracing graduates years later when their contact details may have changed. This article discusses the methodology of one such a survey to maximise response rates. Compiling a sample frame with reliable contact details was foremost important, but may require using additional sources of information other than university records. In hindsight, graduates should have been contacted prior to introduce the survey and mention its importance, while email and postal reminders appeared to have a limited effect on non-respondents. Due to varying response rates between participating universities, online responses were augmented with a call centre administering the survey telephonically to nonrespondents. Although overall differences between online and telephonic responses appeared to be small, certain question items may need to be treated with caution when conducting telephonic surveys.     Free or co-ordinated markets? education and training policy options for a future South Africa

    Philosophiae Doctor - PhDThis thesis is a comparative study of competing education and training (ET) policy options in South Africa today. The thesis examines the economic and ET policy proposals of the South African state, and in particular, the recently published National Training Strategy and Education Renewal Strategy. These documents are both critically examined and contrasted with the policy proposals which are currently emerging in the African National Congress (ANC) and Congress of South African Trade Unions (Cosatu). The analysis establishes a continuum of ET systems, with the policy proposals of the South African state representing a <low-skill equilibrium' system and the Framework for Lifelong Learning document of the ANC/ Cosatu reflecting a more highskill equilibrium' orientation. A <macro-institutional' theoretical perspective is employed throughout the thesis, an approach which combines a focus on the e macro' structural features of capitalist society with an analysis of the vast nexus of interlocking social institutions existing at the sub-structural level. This macro-institutional approach is particularly evident in the manner in which two key theoretical themes have been foregrounded throughout the text. The first has to do with the central macro' question of the market/state relation and its relevance for ET. The second has to do with the e institutional' dynamic of" the interaction between the ET system, the labour market and the organisation of work and the manner in which this interaction mediates the impact of ET on society and economic performance. The strength of the <macro-institutional' perspective is that it emphasises that the reform of ET in isolation of other societal changes is insufficient in the pursuit of higher productivity and improved economic performance. What is essential is comprehensive reform: reforms which impact on a whole range of key institutional locations. This requires coherent and long-term planning, a form of governance most often obtained by consensual co-ordinated market economies and seldom under free market conditions. The conclusion to this thesis suggests that the ANC/ Cosatu economic and ET proposals are more likely to obtain comprehensive reform' of the South African social structure than those proposals emanating from the current state

    The value of graduate destination survey data in understanding graduate unemployment: A focus on the universities of technology

    This article contributes graduate destination survey (GDS) evidence to the debate about graduate unemployment in South Africa. There has been lively contestation on the topic for several years, including several contributions from the commercial press arguing that graduate unemployment is very high. In contrast, academic evidence (based on national labour force data for the period 1995–2011) has been presented suggesting that the unemployment of graduates in South Africa is minimal, on average only 4.9% in 2011. New evidence has emerged from two recent GDSs – one comprehensive survey of all 2010 graduates across all qualification levels at all four universities in the Western Cape, and a second focusing only on the 2012 Bachelor of Technology (BTech) graduates at the Vaal University of Technology (VUT) in Vanderbijlpark, Gauteng. These two studies, using the same methodology and online questionnaire, provide a more accurate picture of the graduate unemployment problem in two important economic regions of the country. The results show that although rates of unemployment are low at the elite University of Cape Town (UCT) and Stellenbosch University (SU) (graduate unemployment is between 3 and 6%), rates are much higher at the Cape Peninsula University of Technology (CPUT) – a former historically disadvantaged technikon – with 15.8% unemployment among CPUT students. African unemployment at CPUT reached 20.2% among all first-time entrants (as compared with 4% for whites), suggesting the continuation of a racially stratified labour market for highly skilled labour long after apartheid’s demise. Similarly, unemployment rates among the BTech VUT graduates of 2012 reached 18%. This is an extremely high rate for fourth-year graduates of a polytechnic-type institution whose primary mandate is to place qualified graduates in jobs in the mainstream economy

    Change management in TVET colleges : lessons learnt from the field of practice

    The Technical and Vocational Education and Training (TVET) college environment is marked by increasingly stark juxtapositions between what needs to be achieved in the post-school education sector and the increasing difficulty of current conditions. The 'triple challenge' of poverty, inequality and unemployment weighs heavily on the social, political and economic fabric of the country and expectations are high that the TVET colleges can make a pivotal contribution to counter these challenges. Despite laudable increases in TVET enrolment, the education system needs to work harder to accommodate the weight of demand for post school further education and training (FET) band qualifications from young people not in education, employment or training. At the same time, it is vital to secure adequate quality in TVET programmes which depend so much on the competence and commitment of college lecturers

    Accounting for residual effects of previously applied nitrogen fertilizer on intensively managed grasslands

    Only 0·20–0·70 of the fertilizer-nitrogen (N) applied to grassland is taken up in herbage in the harvest directly following application. Residual effects at subsequent harvests can be large but are poorly quantified, and rarely taken into account in current management practices. An increased understanding of N-use efficiency per harvest can improve operational management. This study systematically assessed the residual effects of previously applied N fertilizer on N uptake, dry matter (DM) yield and soil mineral-N (SMN) during the whole of the growing season. It is based on field experiments conducted on peat and mineral soils in 1991–1994. Statistical models were derived for SMN, N uptake and DM yield as a function of previously and freshly applied N fertilizer. There were clear residual effects of previously applied N in later cuts. They were relatively greater at higher levels of N fertilizer. On peat soils, 0·15–0·25 of the N applied was recovered as SMN. On mineral soils the proportion was maximally 0·08. There was a clear relationship between SMN and N uptake in the subsequent cut on mineral soils but not on peat soils. The value of SMN as a tool to adjust fertilizer-N application rates was hence found to be limited. There were clear relationships between the amount of previously applied N and the N uptake in subsequent cuts, on both soil types and over the whole of the growing season. It was concluded that the total amount of previously applied N is a useful indicator for adjusting N-fertilizer application rate
