The need to develop a mechanism for supporting youth entrepreneurship in Ukraine has been proved. The conceptual model of the mechanism of youth entrepreneurship development based on the SADT methodology, which analyzes the functions performed by the system, describes the specifications of the requirements and functions of the projected system and designed the systems.Доказано потребность разработки механизма поддержки молодежного предпринимательства в Украине. МЕТОДИЧНІ ПІДХОДИ ДО ОЦІНЮВАННЯ ЯКОСТІ ПОСЛУГ МІСЦЕВОЇ ВЛАДИ ДЛЯ МАЛОГО І СЕРЕДНЬОГО БІЗНЕСУ

Small and medium-sized businesses are the driving force of thenational economy, regional development, and the well-being of community residents. Owing to the development of entrepreneurship, new jobs are created, competitiveness and the innovative potential of the national economy grow.The study is based on the concept of a service model of interactionbetween government and business according to which the main function of local governments is to provide the community residents with affordable and quality public services.The research was conducted with the help of questionnaires given forrespondents who operate their business activities in Rivne. Thequestionnaire contained closed, alternative, and open-ended questions. The survey was carried out anonymously, and the respondents were asked to leave their contact details to confirm the participation in the survey. Paper and electronic questionnaires were used for the survey.The signing of the Association Agreement with the European Union byUkraine is perhaps the determining factor that has determined and willcontinue to determine the dynamics of economic processes in the country in recent years. The deep and comprehensive free trade area between Ukraine and the European Union, which is an integral part of the Association Agreement, affects most of the processes taking place in the economy of our country. This impact will increase with the further implementation of the EU directives, and, therefore, many entrepreneurs are wary of such changes. The priority forms and tools for the support and development of smalland medium business in Rivne can be the organization of training events for entrepreneurs aimed at developing high value-added business, and, first of all, stimulating innovative export-oriented business which in the context of European integration processes should become one of main priorities of business development for the next years; promoting (the various forms of information support, advice and financial incentives) the integration of small and medium-sized businesses into the value chains of the European Union; conducting training and advisory activities aimed at developing skills and preparing documents for project competitions submitted for interest compensation for loans from commercial banks; the development of business infrastructure by supporting the activities of business schools, coworking centers and consulting agencies, which will contribute to the realization of the potential of innovation and creative industries; carrying out activities aimed at assisting entrepreneurs in assessing the export potential of the business and studying the features of technical regulation (certification procedures and product requirements), intensification of marketing efforts to form a positive image of local authorities; introduction of an effective system of improving the quality of administrative services and receiving feedback from the users.В статье исследованы проблемы малого и среднегопредпринимательства в г. МЕТОДИЧНІ ПІДХОДИ ДО ФОРМУВАННЯ ТА УПРАВЛІННЯ ПОРТФЕЛЯМИ ПРОЕКТІВ РЕАЛІЗАЦІЇ СТРАТЕГІЙ РОЗВИТКУ ОБ’ЄДНАНИХ ТЕРИТОРІАЛЬНИХ ГРОМАД

The unified territorial communities are new structural units in the administrative system of Ukraine. In addition to the problems of regulatory and financial regulation, issues of scientific and methodological substantiation of the processes of strategic development of the unified territorial communities on the principles of applying modern methodologies and project management practices are also relevant. The article develops methodical approaches to the formation and management of project portfolios for the implementation of strategies for the sustainable development of unified territorial communities on the principles of applying a value-oriented model of project management. The organizational aspects of the introduction of project management in the united territorial communities have been developed based on the creation of a project management office (committee) for managing strategies. An algorithm for developing a sustainable territorial community development strategy has been proposed. It is advisable to formulate the stakeholder expectations based on the CLEAR method. It is advisable to determine the priority of development strategies using the Forsyth method. It is advisable to use several tools for strategic analysis of a unified territorial community, including SWOT analysis, PESTLE analysis and A-B-C analysis. Ensuring high efficiency of project management as a key to the success of sustainable territorial development strategies of the united territorial communities can be laid down by the following principles: competence and motivation for project management; the availability of a process-adapted methodology; systematic management processes and their improvement. ДОСЛІДЖЕННЯ І АНАЛІЗ РИНКУ ПРАЦІ ФАХІВЦІВ-МЕНЕДЖЕРІВ В РІВНЕНСЬКІЙ ОБЛАСТІ В КОНТЕКСТІ ПІДГОТОВКИ ЗДОБУВАЧІВ ВИЩОЇ ОСВІТИ ЗА СПЕЦІАЛЬНІСТЮ 073 «МЕНЕДЖМЕНТ»

The Ukrainian higher education system is in a state of permanent transformation, when from year to year the tendencies to formalize the requirements for the quality of the educational process and the qualification requirements of teaching staff engaged in training higher education at the appropriate levels. Between the level of training of university graduates and the qualification requirements for applicants for vacant positions, which are put forward by employers, there is a rather large discrepancy for many specialties for which future specialists are trained. This is indirectly followed by the results of periodic internal surveys of students, which one of the main problems of the educational process is the low level of practical training within the university.A key and topical issue for the group of developers of the educational and professional program and the most important external stakeholders (including students and their future employers), regardless of the university's field, specialty and level of higher education – to identify inconsistencies between employers' requests for certain employees. knowledge, competencies, experience gained and the relevant educational and professional set of characteristics. Periodic monitoring of trends in the requirements for applicants to fill vacancies in the labor market will allowtimely detection of new requests from employers and make changes if necessary.The study of requirements for filling vacancies and salary levels of specialists-managers in the city of Rivne and the region was conducted during two periods: 1) March 2019; 2) January 2022. Initially, the method of content analysis collected information on job search sites ‘robota.ua’ and ‘work.ua’. At the next stage, the method of aggregation was used for statistical processing of the collected information on the actual number of vacancies, requirements for them and the levels of salaries offered by local employers. At the final stage, the method of regression analysis of the dependence of the proposed salary on the components of educational and qualification competencies of applicants for vacancies.Summarizing the results of regression analysis of wages in Rivne region, based on a sample of 50 companies in 2019 and 100 companies in 2022, it can be argued that to increase the material prosperity of future graduates-managers must first form and develop their behavioral competencies (soft skills), as well as expand and improve their skills, which over time can be turned into skills and gain practical experience. In the future, such an analysis should be done periodically to have up-to-date information on the vacancy market for graduates trained by the relevant graduating department. In addition, tracking the trends in the requirements for applicants will allow timely changes to the main document, which is  the training of higher education.В статье проанализирована структура требований к замещению вакантных должностей и уровни заработных плат специалистовменеджеров в городе Ровно  и области на протяжении марта 2019 года и января 2022 года. Методом контент-анализа собрана информация на сайтах поиска работы «robota.ua» и «work.ua» с последующей агрегацией и визуализацией данных в виде управленческого дашборда.Методом регрессионного анализа проанализирована зависимость уровня предлагаемой заработной платы работодателем от составляющих образовательно-квалификационных компетенций претендентов на замещение вакантных должностей.У статті проаналізовано структуру вимог до заміщення вакантних посад і рівні заробітних плат фахівців-менеджерів в місті Рівному і області впродовж березня  2019 року і січня 2022 року. ФІНАНСОВЕ ЗАБЕЗПЕЧЕННЯ МАЛОГО ТА СЕРЕДНЬОГО БІЗНЕСУ У МІСТІ РІВНЕ

In the program for 2022–2024 provides for the following areas of support for small and medium-sized businesses: • informing business entities and improving communication;• popularization of the culture of entrepreneurship and promotion of local business;• support of local crafters/producers;• support of exporters;• improvement of the business climate;• activation of self-employment of the population;• financial support of the unemployed / unemployed population;• regulatory regulation of entrepreneurial activity;• information and resource support.Effective application of business support mechanisms requires a deep understanding of the problems local entrepreneurs face in their activities and the threats they may face in the future. Some of these problems and challenges may be in the area of direct or indirect influence of local self-government bodies. Therefore, when forming a business support policy, it is necessary to focus on those tools and levers that will have the greatest impact on the removal of obstacles and barriers in the development of entrepreneurship.Interest compensation for loans from commercial banks is provided on a competitive basis to small and medium-sized business entities that are registered in the Unified State Register, are registered and are on taxrecords in the State Department of Internal Affairs in the Rivne region, carry out economic activities on the territory of the Rivne urban territorial community and pay taxes to the city budget. Participation in the competition requires entrepreneurs to prepare a package of documents confirming the compliance of the project with the conditions of the competition. In recent years, there has been low activity of entrepreneurs in the competition.Based on the results of the survey of entrepreneurs conducting their business activities in the city of Rivne, the reasons for the low activity of entrepreneurs in the competition were revealed. First of all, attention is drawn to the low level of awareness of entrepreneurs about holding competitions for receiving compensation, because 42% of surveyed business subjects have never heard of this competition.У статті досліджено проблеми малого та середнього підприємництва у м. The need to develop mechanisms for reforming the organizational and economic interaction between the subjects of the field of irrigation andagriculture is proved. It was revealed that the process of irrigation and drainage maintenance is based on the interaction of two donor systems. It is substantiated that the efficiency of the processes of reforming the organizational and economic mechanisms in the sphere of the field of irrigation and agriculture is determined by the speed of substitution of institutional constraints by economic benefits for exchange.Доказана потребность разработки механизмов реформирования организационно-экономического взаимодействия субъектов гидромелиоративного земледелия. КОМУНІКАЦІЯ ЗІ СТЕЙКХОЛДЕРАМИ У ПРОЄКТІ РОЗРОБЛЕННЯ СТРАТЕГІЧНИХ ДОКУМЕНТІВ ТЕРИТОРІАЛЬНОЇ ГРОМАДИ

With the completion of administrative reform, local communities have needed quality strategy. The process of developing strategic documents of territorial communities is rather slow. The analysis of the sites of territorial communities of Rivne region showed that 18 out of 64 territorial communities have development strategies, which is 28%. Programs of socioeconomic development of territorial  communities, although they are documents, the availability of which is a prerequisite for financing expenditures from the local budget, could be found only on the websites of 11 territorial communities. In territorial communities where development strategies have been developed, these documents rarely play their main role - they become real guidelines for strategic development of communities, which assess the effectiveness of local governments. The peculiarity of projects for the development of strategic documents of local communities is that they require significant involvement of stakeholders in the initiation, development, monitoring and evaluation of results. This requires the establishment of a quality system of interaction with stakeholders, using a wide arsenal of methods and tools for dissemination and collection of information. However, as the analysis of the sites of territorial communities of Rivne region showed, only in Krupetsk territorial community there is a communication strategy. In other territorial communities such documents are absent.The success of such projects largely depends on the following tasks: 1. Actualization of the problem solved by the project in different targetgroups.2. Involvement of stakeholders in the project implementation process. 3. Involvement of stakeholders in project monitoring, verification and evaluation.An important step towards solving these tasks is to build a clear system of indicators for achieving the results of the strategy or program. The methodological basis of such a system of indicators should be the Theory of Change, which provides for the decomposition of key results of a strategy or program of socio-economic development according to the logic of the «chain of change»: Impact-Outcome-Output-Input. The beneficiaries of the results, and therefore the objects of interaction, will be different target groups and beneficiaries. Each level of indicators in the chain of change requires the use of an appropriate set of methods and tools for communicating with stakeholders. For example, it is advisable to communicate with Impact-results and Outcomes-results with all residents of the community, using the community website, reports on the implementation of strategic documents. It is advisable to present information in a simple and understandable form for residents, using a variety of visualization tools. Users of information about Inputs-results and Outputs-results will be target groups that are directly involved in the processes of obtaining these results. Even if it is distributed to the community, it will be of little use. Conversely, this will lead to a loss of interest in the strategic documents of the local community.Stakeholders play a key role in monitoring and evaluating the implementation of local community development strategies and programs, as they are directly involved in monitoring and evaluation processes. Monitoring and evaluation can be organized and conducted by local governments or non-profit organizations. The selection of methods and tools for disseminating monitoring information should be such as to ensure maximum dissemination of information to different groups of the population.В статье исследованы методы системной организации коммуникаций со стейкхолдерами в процессе разработки стратегий развития и программ социально-экономического развития территориальных общин. Доказано, что качество процесса стратегирования во многом зависит от выбора каналов коммуникаций и методов представления информации. Исследована роль визуализации данных при налаживании устойчивого взаимодействия с разными группами стейкхолдеров проекта разработки стратегических документов территориальной общины.У статті досліджено методи системної організації комунікацій зі стейкхолдерами у процесі розроблення стратегій розвитку та програм соціально-економічного розвитку територіальних громад. Доведено, що якість процесу стратегування значною мірою залежить від вибору каналів комунікацій та методів подання інформації. РОЗВИТОК МОЛОДІЖНОЇ ПОЛІТИКИ В СІЛЬСЬКИХ ГРОМАДАХ

Today, more than 11.2 million young people live in Ukraine, which is 27% of the country’s population. However, in search of work and a better life, a large number of young and qualified professionals often leave communities. That is why it is important that local communities, at the stage of unification, identify a system of incentives that would help stop the migration of young people from small settlements. Decentralization of power is already significantly changing our country, the transfer of new powers and financial resources to the field has increased the capacity of communities and they are becoming stronger and more successful. However, such development is not characterized by the stability of processes. As a result, some of the united territorial communities barely make ends meet, while others receive large incomes. And many communities have never decided to volunteer.According to the results of the analysis of the availability of suchdocuments on the websites of RTC of Rivne region, most territorialcommunities do not have approved development strategies, socio-economic development programs and youth development programs. Of the total number of OTGs in Rivne region, only 20% have development strategies and only 18% of strategies have strategic and operational goals related to youth policy.The implementation of an effective youth policy in the context ofdecentralization is possible only if the efforts of the executive authorities,local governments and youth representation are combined. According to the results of the analysis, there are only 4 youth centers (Bugaivska RTC, Krychylska RTC, Malynska RTC, Shpanivska RTC) and 12 registered public organizations in the rural communities of Rivne region. These data indicate a low level of development of youth infrastructure, which negatively affects the creation of a favorable environment in communities for informal development of young people, including leisure, communication, communication platforms, and youth exchange programs. To better understand the development of youth policy, we conducted a survey of young people aged 18 to 21 living in rural communities. The sample is formed by a random method of selection, so that the selection of respondents from the general population was carried out at random. This made it possible to adhere to the principle of equal opportunity to be included in the sample for all units of the general population. The sample size is 92 people.The development of an effective youth policy in the context of decentralization is possible only if the efforts of the executive, localgovernments and youth are combined and coordinated. However, according to the interviewed young people, the local authorities do not always take their opinion into account when making decisions related to the development of RTC. Of the total number of respondents, only 8% say that young people participate in the socio-economic development of the community.В статье исследовано развитие молодежной политики в сельских общинах Ровенской области. Проанализировано наличие стратегических документов на официальных сайтах сельских ОТО Ровенской области.Выявлено, что только 18% ОТО имеют программы развития молодежи. На основе опроса установлено, что во многих общинах отсутствуютмероприятия для развития молодежи и не учитывается мнениемолодежи в социально-экономическом развитии общины.У статті досліджено розвиток молодіжної політики у сільських громадах Рівненської області. Youth policy should promote self-realization of young people, social integration of young people, development of creative potential, introduction of initiatives in various spheres of activity, involvement in processes of reforming society and economy, formation of their responsibility for present and future changes.According to the Standard Provisions, a youth center is an institution established to address issues of social formation and development of youth. The purpose of the center’s activity is:- promotion of socialization and self-realization of youth;- intellectual, moral, spiritual development of youth, realization of their creative potential;- nationally patriotic upbringing of youth;- promotion of a healthy lifestyle for young people;- youth employment and free time employment, youth entrepreneurship;- ensuring civic education of youth and development of volunteerism;- increasing the level of youth mobility.The priority direction of the development of youth policy in rural communities is the involvement of young people in the development of youth development programs. After all, the involvement of young people in the registration of public organizations, the creation of youth centers, advisory bodies under local councils will allow young people to feel like full-fledged participants in democratic processes and become more responsible for their own decisions. We believe that the use of the best European practices of youth policy and the experience of Ukrainian youth organizations will create a synergistic effect that will accelerate the creation of appropriate institutional and economic conditions for the self-realization of youth in rural territorial communities. It is proposed to create and develop youth centers in rural territorial communities using the experience of the European Steering Committee for Youth in issuing quality marks for youth centers, adapting it to a certain model of voluntary certification of such centers, which may be associated with their further resource support.У статті досліджено проблеми розвитку молодіжної політики в сільських громадах. Проаналізовано зарубіжний досвід діяльності молодіжних центрів. Розвинуто організаційні аспекти створення молодіжних центрів на основі зарубіжного досвіду. ПРОБЛЕМИ СТИМУЛЮВАННЯ РОЗВИТКУ МАЛОГО І СЕРЕДНЬОГО ПІДПРИЄМНИЦТВА НА РЕГІОНАЛЬНОМУ РІВНІ

One of the problems of the slow development of small and mediumsized businesses in transitive economies is the lack of coherence between the business development programs implemented by local authorities and the real needs of business entities. This result was confirmed on the basis of a survey of small and medium-sized businesses (150 respondents) on the example of one of the local communities of Ukraine. It is proved that the low efficiency of entrepreneurship development programs is due to the methodological flaw that persists in the formation of strategies of community development at different levels. Building the analysis of existing problems and the choice of community development priorities on the methodological principles of environmental analysis, including SWOT analysis, further adjusting strategies using dynamic strategic analysis and balancing of the territorial community project portfolio are not carried out, as a result of which programmatic indicators of goals achievement areusually not achieved. This is based on the example of an analysis of five topical development strategies that have been developed using a common methodology, each of which supports entrepreneurship as one of the priority operational goals. In order to increase the efficiency of local business development with the support of the authorities, it is proposed to combine the methodology of strategic community development management and the methodological principles of project management.Another problem is that most business support programs are not synchronized with the expected results of regional and territorial development strategies. The main principle «the principle of integrity, which is ensured by the development of mutually agreed forecast and program documents of economic and social development of Ukraine, certain sectors of the economy and certain administrative-territorial units for short and medium term and longer period», which is enshrined in the Law of Ukraine On state forecasting and development of programs of economic and social development of Ukraine.To implement this principle, regional authorities and local governments are endowed with appropriate powers in the field of small and medium business development, including: 1) determination of regional and local priorities and types of state support taking into account national priorities; 2) development of projects of regional and local programs of small and medium business development, ensuring their implementation taking into account national priorities, national and regional socio-economic, environmental, cultural and other features, monitoring the implementation of such programs. However, today there are no such tools, and therefore at the stage of program development are laid uncoordinated and unattainable planned results and indicators. These problems of application of programtargeted management  in the mechanisms of stimulating small business are exacerbated by the lack of connection with development strategies. After all, programs of different levels are just a tool to achieve strategic and operational goals of strategies. In the absence of such a connection, the value of both strategic planning, the results of which become declarative, and the program-targeted  management system, which consumes resources aimed primarily at obtaining products of projects and programs, the set of which does not create proper results, without which it is impossible to change the state of the system, for which strategies and programs are developed.Одной из проблем медленного развития малого и среднего бизнеса в  транзитивных экономиках является недостаточная согласованность программ развития предпринимательства, реализуемых местными органами власти, и настоящих потребностей субъектов предпринимательства. Такой результат подтвержден на основе опроса представителей малого и среднего бизнеса на примере одной из локальных общин Украины. Доказано, что низкая эффективность программ развития предпринимательства обусловлена методологической недостаточностью, что сохраняется в  формировании стратегий развития общин разного уровня.Однією з проблем повільного розвитку малого і середнього бізнесу в транзитивних економіках є недостатня узгодженість програм розвитку підприємництва, що реалізуються місцевими органами влади, та справжніх потреб суб’єктів підприємництва. Такий результат підтверджено на основі опитування представників малого і середнього бізнесу на прикладі однієї з локальних громад України. Доведено, що низька ефективність програм розвитку підприємництва зумовлена методологічною вадою, що зберігається у формуванні стратегій розвитку громад різного рівня
