    At the end of the 1920's the opinion was current that livestock in the Netherlands were being fed too freely, so that there was a significant waste of fodder, animal production too dear.The study showed that according to the number of livestock and their production, and the amount of feedstuff exported and imported, there was only a slight waste or none at all. Kooy looked for reasons for the currency of the opinion and for the contrary result of the calculation. He examined 4 questions: whether production of feedstuffs within the Netherlands should be higher than statistics reported; whether livestock production in the Netherlands should be lower than the statistics said; whether feeding standards for the livestock should be too high; and whether the nutritive value of the feeding should be judged too low.The study demonstrated that losses in storage and in the course of supply were too little appreciated and that feeding was uneven from one season of the year to another
