A virus that knows no borders? Exposure to and restrictions of international travel and the global diffusion of COVID-19
"Closing borders is naive, the virus will come regardless" - this was the policy assumption that was repeatedly stated until mid-March by the WHO, the EU, as well as responsible authorities in Germany and other countries. Meanwhile, other states had started closing their borders to travellers from high-risk countries or to introduce mandatory quarantines. On 17 March, the EU did what it had previously argued against, and closed its borders to travellers from outside the EU and the Schengen Area. Germany, too, changed its line, and closed its borders to France, Switzerland, and Austria and on 18 March also to travellers from Italy. Who was right? Those who initially rejected travel restrictions as useless or those countries that decided to introduce them early on? Results from a global analysis of travel restrictions and cross-national differences in mortality rates as a result of the COVID-19 pandemic suggest that the belief that the spread of the virus could not be significantly slowed down by entry restrictions was fatally mistaken. The paper also shows that exposure of a country to international travel, as indicated by centrality in air travel networks and tourist numbers is strongly associated with higher COVID-19 mortality rates. By contrast, island states, which have lower exposure to international travel because of their lack of land borders, have much lower mortality. The results are robust across a wide variety of model specifications and controls, including domestic COVID-19 containment measures. The findings have important policy implications and suggest that in containing upcoming waves of the COVID-19 pandemic as well as similar pandemics in the future, the risks of exposure to international travel and the advantages of early travel restrictions should be given much greater weight. hatten? Die Ergebnisse einer globalen Analyse von ReisebeschrÀnkungen und der
internationalen Unterschiede in der Sterblichkeitsrate infolge der COVID-19-Pandemie
legen den Schluss nahe, dass die Annahme, die Ausbreitung des Virus könne durch
EinreisebeschrÀnkungen nicht wesentlich verlangsamt werden, ein fataler Irrtum war. Das
Papier zeigt auch, dass die Exposition eines Landes gegenĂŒber dem internationalen
Reiseverkehr, wie sie sich aus der ZentralitÀt in Flugverkehrsnetzwerken und den
Touristenzahlen ergibt, stark mit höheren COVID-19-MortalitÀtsraten verbunden ist. Im
Gegensatz dazu haben Inselstaaten, die aufgrund fehlender Landgrenzen dem
internationalen Reiseverkehr weniger ausgesetzt sind, eine viel geringere Sterblichkeit.
Die Ergebnisse sind fĂŒr eine Vielzahl von Modellspezifikationen und Kontrollen,
einschlieĂlich inlĂ€ndischer COVID-19-EindĂ€mmungsmaĂnahmen, robust. Die Ergebnisse
haben wichtige politische Implikationen und deuten darauf hin, dass bei der EindÀmmung
bevorstehender Wellen der COVID-19-Pandemie sowie Àhnlicher Pandemien in der Zukunft
den Risiken der Exposition gegenĂŒber dem internationalen Reiseverkehr und den

Obstacles or motors of Europeanization? German media and the transnationalization of public debate
This article aims to contribute to the discussion on the Europeanization of
public spheres. It is the starting point for an investigation into the role of
the media in transnational debate in Germany. The study aims to determine
whether the media function as either a motor of or an obstacle to
Europeanization of national public debate, compared to other actors. Drawing
on empirical data from the project âThe transformation of political
mobilisation and communication in European public spheresâ (Europub.com), we
analyze the communications through which political actors, civil society
actors, and the media in Germany make public demands on European issues.
Sources on which this investigation was built were the news and editorial
section of two national quality newspapers (center-left, center-right), one
tabloid and one regional newspaper in the period between 2000 and 2002. The
findings show that the demands made by the media are generally more European
in scope than those made by other political actors. Regarding the evaluation
of EU integration and the frames that are advocated, the German press and the
political elite are rather convergent
The rise of right-wing populist Pim Fortuyn in the Netherlands: a discursive opportunity approach
"The question addressed in this paper is how to explain the dramatic rise of Pim Fortuyn's right-wing populist party during the campaign for the parliamentary elections in the Netherlands in 2002. Fortuyn succeeded in attracting by far the most media attention of all political actors and his new party won 17 percent of the votes. We analyze how this new populist party managed to mobilize such an amount of attention and support so suddenly and so rapidly. We use the notion of 'discursive opportunities' and argue that the public reactions to Pim Fortuyn and his party played a decisive role for his ability to further diffuse his claims in the public sphere and to achieve support among the Dutch electorate. The predictions of the effects of discursive opportunities are empirically investigated with longitudinal data from newspapers and opinion polls. To study these dynamics of the competition over voters' support and over space in the public debate during the election campaign, we use an ARIMA time-series model as well as a negative binomial event count model with lagged variables to account for the time-series structure of the data. We find that discursive opportunities have significantly affected the degree to which Fortuyn was successful in the competition for both voter support, and media attention. Public visibility, resonance and legitimacy in the media significantly affected the opinion polls and higher degrees of legitimacy and negative claims on the issue of immigration and integration in the media by others increased the opportunities for Fortuyn to further diffuse his viewpoints and to become the main political opinion-maker during the turbulent election campaign of 2002." Pim Fortuyn gelang es, verglichen mit den anderen politischen Akteuren die weitaus gröĂte Aufmerksamkeit der Medien auf sich zu lenken, und seine Partei gewann auf Anhieb 17 Prozent der Stimmen. Why Do States Extend Rights to Immigrants? Institutional Settings and Historical Legacies Across 44 Countries Worldwide
In this article, we first test theories on immigrant rights across 29 countries from Europe, Africa, the Middle East, East Asia, Oceania, and the Americas, using our Indicators of Citizenship Rights for Immigrants (ICRI) data set. We focus on trajectories of nationhood and current institutional features to explain cross-national difference. We find that former colonial powers, former colonies that developed as settler countries, as well as democracies have been more likely to extend rights to immigrants. Strikingly, once we account for involvement in colonialism, we find no difference between supposedly âcivic-nationalistâ early nation-states and supposedly âethnic-nationalistâ latecomer nations, refuting a widely held belief in the literature on citizenship. We find no effect of a countryâs degree of political globalization. We replicate these findings on a sample of 35 mainly European countries, using the migrant Integration Policy Index (MIPEX)
Host-country cultural capital and labour market trajectories of migrants in Germany: the impact of host-country orientation and migrant-specific human and social capital on labour market transitions
"The paper investigates effects of host-country orientation and cultural difference of migrants on their socio-economic integration in Germany, using SOEP data for the years 1988-2006. We analyze unemployment and employment durations of male and female migrants, as well as transitions from domestic work to employment for female migrants from Turkey, former Yugoslavia, Greece, Spain and Italy. Given the large gap in unemployment and employment rates between groups of migrants, we look at several economic, human capital and cultural factors in order to test whether migrant-specific characteristics can help to explain ethnic group differences in labour market outcomes, The migrant-specific cultural variables we investigate include host-country language proficiency, interethnic contacts, host-country media consumption, and religiosity. The results indicate that although labour market transitions of migrants strongly depend on the labour market context, host-country orientation and religiosity also have some impact on the labour market integration of individual migrants, especially on transitions into employment of male migrants and married migrant housewives. However; while for most of our cultural variables we find significant effects on the individual level, these factors do not help to clarify the differences among the different migrant groups, which persist at a similar level even after controlling for labour market, general human capital, as well as cultural variables." The Diffussion of Ethnic Violence in Germany: The Role of Social Similarity
In this paper we develop and test an encompassing theoretical framework for the explanation of the geographical and temporal spread of extreme right violence. This framework combines internal precipitating factors related to ethnic competition, social disintegration, and political opportunity structures, which make certain localities more prone to exhibit ethnic violence, with diffusion variables that determine the degree to which ethnic violence diffuses across time and across localities. We employ an event history analysis of instances of racist violence in 444 German counties for the time period 1990-1995. In line with previous research we demonstrate that political opportunities, ethnic competition and social disorganization, media coverage, and the severity of previous violence are significant explanatory factors for the evolution of xenophobic violence. In contrast to previous research we find that geographical distance does not affect the diffusion of ethnic violence when controlling for social similarity which exerts a significant influence on diffusion. XenophobiaIn diesem Papier wird ein umfassender theoretischer Rahmen fĂŒr die ErklĂ€rung der geographischen und zeitlichen Ausbreitung rechtsextremistischer Gewalt entwickelt und getestet. Dieser theoretische Rahmen verbindet interne Auslöser, die mit ethnischer Konkurrenz, sozialer Desintegration und politischen Gelegenheitsstrukturen zusammenhĂ€ngen und aufgrund derer bestimmte Ortschaften eher anfĂ€llig fĂŒr ethnisch motivierte Gewalt werden, mit Diffusionsvariablen, die bestimmen, in welchem Grade sich ethnische Gewalt ĂŒber die Zeit und ĂŒber Ortschaften hinweg ausbreitet. Mittels Ereignisdatenanalyse werden FĂ€lle rassistischer Gewalt untersucht, die sich in dem Zeitraum 1990-1995 in 444 deutschen Kreisen ereigneten. In Ăbereinstimmung mit frĂŒheren Befunden wird gezeigt, dass politische Gelegenheiten, ethnische Konkurrenz und soziale Desorganisation, Medienberichterstattung und der Schweregrad vorhergegangener Gewalttaten signifikante erklĂ€rende Faktoren fĂŒr die Entwicklung fremdenfeindlicher Gewalt sind. Towards a European public sphere? Vertical and horizontal dimensions of Europeanised political communication
"In this paper, we develop a systematic approach to Europeanisation of the public sphere, distinguishing three forms of Europeanisation of public political communication: supranationally, vertically and horizontally. These forms materialise through communicative linkages between political actors of different geographical spheres (e.g., from the own country, other countries or the EU level) in national mass media. Based on a political claims analysis in seven policy fields for the year 2000, we determine the degree in which these forms of Europeanisation are actually present in the German press. Our findings challenge, at least partially, the wide-spread idea of a public sphere deficit in the European Union: Europeanisation of public political communication appears to vary considerably between policy fields, and in fields with a clear-cut transfer of competencies to the supranational level, public discourse in the mass media seems to follow suit." Ethnic retention and host culture adoption among Turkish immigrants in Germany, France and the Netherlands: a controlled comparison
"Das Paper untersucht anhand von Umfragedaten, inwieweit tĂŒrkische Migranten in Deutschland, Frankreich und den Niederlanden die Kultur ihres Herkunftslandes bewahren und wie stark sie die Kultur ihres Wohnlandes annehmen, welche Determinanten diese Prozesse bestimmen und wie sie miteinander zusammenhĂ€ngen. Um eine gröĂtmögliche Vergleichbarkeit der LĂ€nder zu erreichen, konzentriert sich die Analyse auf Migranten aus zwei tĂŒrkischen Provinzen, die selbst oder deren Eltern vor 1975 zugewandert sind. Als Indikatoren fĂŒr die Bewahrung der Herkunftslandkultur werden tĂŒrkische und muslimische Identifikation, tĂŒrkische Sprachkenntnisse und das Befolgen islamischer religiöser Vorschriften herangezogen. Anhand von Wohnlandidentifikation, der Beherrschung und des Gebrauchs der Sprache des Wohnlandes sowie der interethnischen Kontakte wird gemessen, inwieweit die Kultur des Wohnlandes angenommen wird. Die von uns aufgestellten Hypothesen zu Unterschieden zwischen den LĂ€ndern gehen von der Annahme aus, dass der materielle Nutzen und die emotionalen Kosten, die mit einer Bewahrung der Kultur des Herkunftslandes oder einer Orientierung auf die des Wohnlandes einhergehen, je nach integrationspolitischem Ansatz verschieden ausfallen. Unsere Befunde zeigen, dass die Bewahrung der Kultur des Herkunftslandes am deutlichsten in den Niederlanden ausgeprĂ€gt ist, wo lange Jahre eine Politik des Multikulturalismus verfolgt wurde. Die Ăbernahme der Kultur des Wohnlandes hingegen ist am deutlichsten in Frankreich, einem stĂ€rkeren Verfechter der Assimilation zumindest im öffentlichen Bereich, zu beobachten. Aus den Ergebnissen geht des Weiteren hervor, dass es zwischen der Bewahrung der Herkunftslandkultur und der Annahme der Wohnlandkultur einen negativen Zusammenhang gibt, der auch unter Kontrolle relevanter Drittvariablen bestehen bleibt." (Autorenreferat)"The paper explores the determinants of, and the relationship between ethnic culture retention and host society culture adoption among Turkish immigrants in Germany, France, and the Netherlands, using original survey data. To maximize cross-national comparability, we focus on immigrants from two Turkish regions who themselves or whose parents migrated before 1975. As indicators of ethnic retention we investigate Turkish and Muslim identification, Turkish language proficiency and observance of Islamic religious practices. Host culture adoption is measured by host country identification, host country language proficiency and use, and interethnic social contacts. We formulate hypotheses regarding cross-national differences based on how integration policy approaches affect the material benefits and emotional costs of retention and adoption. We find that ethnic retention is strongest in the Netherlands, where multicultural policies were long prevalent, while host culture adoption is strongest in the French context, which has more strongly emphasised assimilation, at least where participation in the public realm is concerned. We further show that on the individual level, there is a negative relationship between ethnic retention and host culture adoption, which persists after controlling for relevant background variables."
