    A cost-benefit analysis of pathways to work for new and repeat incapacity benefits claimants

    This latest research forms part of a comprehensive independent evaluation of Pathways to Work. The report is based on a cost-benefit analysis conducted by a consortium of researchers from the Institute for Fiscal Studies, the University of Maryland, Baltimore County and the Policy Studies Institute. It examines whether the financial benefits from Pathways are larger or smaller than its costs and the generalisability of some of the quantitative findings. The estimates of costs and benefits relate to new and repeat incapacity benefits claimants in the seven original Jobcentre Plus districts. The overall findings provide a favourable impression of the financial benefits of the Pathways to Work for new and repeat incapacity benefits claimants, for the Exchequer and hence, for society as a whole

    Glacial and marine chronology of Mars

    A hydrological model involving episodic oceans and ice sheets on Mars has been presented by Baker, et al. One of the main uncertainties concerning this model is the age and correlation of these events. Even more uncertain are their absolute ages. However, based on stratigraphic and cratering evidence, the most recent occurrence of these events was relatively late in Martian history. The cratering record on Mars can be divided into three general periods: (1) the period of late heavy bombardment; (2) a transition period at the end of late heavy bombardment; and (3) the post heavy bombardment era. The crater size/frequency distribution represented by the period of late heavy bombardment is characterized by a complex curve with a differential-2 slope (cumulative-1) at diameters less than about 50 km diameter, while the post heavy bombardment size distribution has a differential-3 slope (cumulative-2) over the same diameter range. An R plot is presented of the size/freqency distribution of ejecta blanket craters on the Argyre esker plains and similar craters in Hellas. The relative chronology is summarized of oceans, ice sheets, and other major events in Martian history

    Improving DWP assessment of the relative costs and benefits of employment programmes

    This report has been produced with the primary aim of informing cost benefit estimates within the Cost-Benefit Framework (CBF). The Department for Work and Pensions CBF is a guidance document for the production of cost-benefit information. The research consisted of two components: a literature review and new empirical estimates from DWP administrative data. The following areas were covered in the literature review: general equilibrium effects; subgroup impacts and distribution of impacts; impacts on duration of benefits and employment, and wages; multiple participation in programmes or other interventions. This report reviews what is known about these topics and discusses when they are likely to be important, with recommended actions in the context of the CBF net impact analyses and cost-benefit analyses. For general equilibrium effects, estimates from the literature are presented and recommendations are made for to account for these effects in cost-benefit analyses. These estimates can be used to guide sensitivity tests. For duration of benefits and employment, the analysis of the DWP administrative data provides empirical estimates of gross duration of benefits and employment, and annual nominal taxable HMRC earnings. These estimates have been produced for a range of New Deal programmes

    The phase change technology behind rewritable optical disks and the latest generation of electronic memories has provided clear commercial and technological advances for the field of data storage, by virtue of the many well known attributes, in particular scaling, cycling endurance and speed, that chalcogenide materials offer. While the switching power and current consumption of established germanium antimony telluride based memory cells are a major factor in chip design in real world applications, often the thermal stability of the device can be a major obstacle in the path to the full commercialisation. In this work we describe our research in material discovery and characterization for the purpose of identifying more thermally stable chalcogenides for applications in PCRAM

    An Economic analysis of the potential for precision farming in UK cereal production

    The results from alternative spatial nitrogen application studies are analysed in economic terms and compared to the costs of precision farming hardware, software and other services for cereal crops in the UK. At current prices, the benefits of variable rate application of nitrogen exceed the returns from a uniform application by an average of ÂŁ22 ha−1 The cost of the precision farming systems range from ÂŁ5 to ÂŁ18 ha−1 depending upon the system chosen for an area of 250 ha. The benefits outweigh the associated costs for cereal farms in excess of 80 ha for the lowest price system to 200–300 ha for the more sophisticated systems. The scale of benefits obtained depends upon the magnitude of the response to the treatment and the proportion of the field that will respond. To be cost effective, a farmed area of 250 ha of cereals, where 30% of the area will respond to variable treatment, requires an increase in crop yield in the responsive areas of between 0·25 and 1.00 t ha−1 (at ÂŁ65 t−1) for the basic and most expensive precision farming systems, respectively
