Effects of Fiscal Consolidation in the Czech Republic
This article uses the IMFβs Global Integrated Monetary and Fiscal Model (GIMF) to assess the impact of fiscal consolidation on the Czech economy. Its contribution is threefold. First, it provides estimates of dynamic fiscal multipliers for a variety of fiscal instruments (tax and expenditure), consolidation durations, assumptions about credibility, and monetary policy responses. Second, the article evaluates the impact on the economy of tightening measures envisaged in the 2011 budget. Third, the article considers alternative packages for consolidation beyond 2011 to achieve the governmentβs balanced budget target by 2016 and identifies which forms of adjustment are more growth-friendly.fiscal multipliers; fiscal consolidation; fiscal policy; general equilibrium models"

The paper presents the review of the problematics and characteristics of the participants of the Interuniversity scientific and practical conference held at the Moscow State Institute of Culture and devoted to the 90th birth anniversary of N.S. Kartashov.Nikolay S. Kartashov (1928β2011) is an outstanding figure in the library science and practice, a well-known scientist and librarian, major organizer of librarianship in the USSR, Doctor of Pedagogical Sciences, Professor, Honoured Worker of Culture of the USSR. For the first time he substantiated the principle of systematic approach to the study and organization of librarianship and developed the concepts of regional and comparative library science. In different years, he was in charge of the Department of library science at the East Siberian State Institute of Culture, he stood at the origins and headed the State Public Scientific and Technical Library of the Siberian Branch of the Academy of Sciences of the USSR, was the Director of the V.I. Lenin State Library of the USSR. He was engaged in pedagogical activity at the Department of Library Science of the Moscow State Institute of Culture. The significance of the personality of N.S.Kartashov and the value of his scientific ideas in the context of the modern library science were objectified at the Conference. The emphasis was made on characterization of N.S. Kartashov as a scientist, manager and educator, on consideration of the topical issues of development of two main directions of his scientific heritage β regional and comparative library science.Β The problem-discussion reports, keynote presentations and practice-oriented papers presented at the Conference considered the theoretical, theory-methodological and methodological aspects of the declared subject. Of particular interest was the comprehension in the modern context of the proposed and substantiated by N.S. Kartashov the term βRegional Library Scienceβ, as well as the described application capabilities of the actual use of this relevant concept in sectoral education and library practical activities. Along with the representative full-time participation at the conference, there was positioned an extensive block of poster presentations, which revealed the contribution of N.S. The article presents a phased transition of higher professional education in Russia in the field of library and information activities to the multi-level system at the example of Master Degree Program. It is given informative and competence analysis of the developed new educational standards. There are considered the modules of mandatory (basic) subjects, disciplines of variable part and elective courses, included in the current competence-oriented curriculum of the principal educational program in the field of library and information activities, implemented in the Moscow State Institute of Culture. It is underlined the relevance of profiling and individual trajectory of Master training in the field of βLibrary and Information Activitiesβ. There are described in detail the innovations of the modernized Federal State Educational Standard of Higher Education of the Third Generation (FGOS VO 3+) in the field of Discipline No. 51.04.06 βLibrary and Information Activitiesβ. There is substantiated the need for updating the work of the modern domestic public libraries, transformation of their traditional functions and the priority user orientation. It is proved that the information-resource component of the library activities becomes equivalent to its socializing cultural-leisure and interpersonal communication functions. The complex character of modernization of the activity of public libraries with a view to increasing their relevance is considered. The analysis of the libraryβs competitive environment is presented (free virtual access to information, the book trade market relevant by content and presentation, a variety of event-related leisure, comfortable public places, etc.) and its possible advantages in specific, functional and price competition. There is emphasized the urgency of reorganization of the library space-formation of the comfortable barrier-free attractive user environment. The advocacy activity of the library is considered as the direction, aimed at formation of the loyal attitude of modern society to the library and perception of it. The authors examine the approaches towards training students for the bachelorβs degree in Library Information Activities. The Federal State Education Standard-FGOS VO-3+ is discussed. Its key novelties are emphasized: academic and applied baccalaureate statuses, expanded universal cultural competences, independence of the higher education institution in making decisions on basic curriculum in the General Professional Education bachelor programs. The experience of the leading institutes of culture in structuring and detailing bachelor program is discussed. The key objectives of bachelor professional activities are seen as the basic goals of competence modeling. The authors formulate the objectives in various activities: technological; informational & analytical; pedagogical; organizational, management & project; academic and research; and methodological. Based on these objectives, they propose to formulate (related to appropriated professional standards and the Professional Standard of Library Information Specialists as soon as it is adopted - mandatory (for the whole field) and to recommend (for various profiles) enlarged integrated professional competences, and to identify indicators (knowledge, skills) to evaluate their maturity. Tailings Utilization and Zinc Extraction Based on Mechanochemical Activation
The significant containment of the global mining industry is caused by the problem of the transition to sustainable metal extraction and the integrated use of technogenic raw materials from the tailings of ore processing. The modeling of metal leaching processes using mechanical activation of polymetallic raw material components is particularly important in expanding the application of mining tailings as inert fillers of filling mixtures. This study is aimed at detecting the rotor speed factor on the chemical and mechanochemical effect of zinc yield growth from polymetallic tailings of the mining industry. In this regard, the purpose of this study was to improve the modeling of metal leaching processes using mechanical activation by improving the compositions of the filling mixtures. The methodology of the work included several comprehensive studies: the mechanical activation of tailings during zinc leaching from pulp in the DESI-11 disintegrator; the activation of enrichment tailings and the formation of a filling mass with different parameters of the component composition; the curing of cubic samples and their testing on the IP-1250 press. The Vi Improved text editor was used to prepare the algorithms for deterministic methods of three-dimensional interpolation in the Python language. The experimental results were graphically displayed using Gnuplot. The study of the agitation leaching of the waste obtained from the Sadonskiy mining district results in the fact that the NaCl mass concentration decreased from 13 to 1% and the H2SO4 concentration stabilization within 0.5 to 0.6% led to a 3-time increase in the zinc yield from the pulp, according to the polynomial law (from 28 to 91%). The obtained results expand the idea of the mechanism of the strength gain by the filling mass under mechanical activation on the components of the filling mixture, as well as changes in the efficiency of zinc leaching at different ratios of two types of lixiviants (sulphuric acid and sodium chloride) in the leaching solution
