Effects of Fiscal Consolidation in the Czech Republic

This article uses the IMF’s Global Integrated Monetary and Fiscal Model (GIMF) to assess the impact of fiscal consolidation on the Czech economy. Its contribution is threefold. First, it provides estimates of dynamic fiscal multipliers for a variety of fiscal instruments (tax and expenditure), consolidation durations, assumptions about credibility, and monetary policy responses. Second, the article evaluates the impact on the economy of tightening measures envisaged in the 2011 budget. Third, the article considers alternative packages for consolidation beyond 2011 to achieve the government’s balanced budget target by 2016 and identifies which forms of adjustment are more growth-friendly.fiscal multipliers; fiscal consolidation; fiscal policy; general equilibrium models"

Николай Семенович Карташов и региональное библиотековедение

The paper presents the review of the problematics and characteristics of the participants of the Interuniversity scientific and practical conference held at the Moscow State Institute of Culture and devoted to the 90th birth anniversary of N.S. Kartashov.Nikolay S. Kartashov (1928—2011) is an outstanding figure in the library science and practice, a well-known scientist and librarian, major organizer of librarianship in the USSR, Doctor of Pedagogical Sciences, Professor, Honoured Worker of Culture of the USSR. For the first time he substantiated the principle of systematic approach to the study and organization of librarianship and developed the concepts of regional and comparative library science. In different years, he was in charge of the Department of library science at the East Siberian State Institute of Culture, he stood at the origins and headed the State Public Scientific and Technical Library of the Siberian Branch of the Academy of Sciences of the USSR, was the Director of the V.I. Lenin State Library of the USSR. He was engaged in pedagogical activity at the Department of Library Science of the Moscow State Institute of Culture. The significance of the personality of N.S.Kartashov and the value of his scientific ideas in the context of the modern library science were objectified at the Conference. The emphasis was made on characterization of N.S. Kartashov as a scientist, manager and educator, on consideration of the topical issues of development of two main directions of his scientific heritage — regional and comparative library science.  The problem-discussion reports, keynote presentations and practice-oriented papers presented at the Conference considered the theoretical, theory-methodological and methodological aspects of the declared subject. Of particular interest was the comprehension in the modern context of the proposed and substantiated by N.S. Kartashov the term “Regional Library Science”, as well as the described application capabilities of the actual use of this relevant concept in sectoral education and library practical activities. Along with the representative full-time participation at the conference, there was positioned an extensive block of poster presentations, which revealed the contribution of N.S. Kartashov in librarianship and library science, including methodological approaches and theoretical instruments of regional library science, the concept of library management on the basis of functional modelling, modernization of the system of territorial library services, etc.Представлены обзор проблематики и характеристика участников Межвузовской научно-практической конференции, прошедшей в Московском государственном институте культуры и посвященной 90-летию со дня рождения Н.С. Карташова. Николай Семенович Карташов (1928—2011) — выдающийся деятель библиотечной науки и практики, известный ученый-библиотековед, крупный организатор библиотечного дела СССР, доктор педагогических наук, профессор, заслуженный работник культуры РСФСР. Впервые обосновал принцип системного подхода к изучению и организации библиотечного дела, разработал концепции регионального и сравнительного библиотековедения. В разные годы заведовал кафедрой библиотековедения Восточно-Сибирского государственного института культуры, стоял у истоков и руководил Государственной публичной научно-технической библиотекой Сибирского отделения Академии наук СССР, являлся директором Государственной библиотеки СССР им. В.И. Ленина, занимался педагогической деятельностью на кафедре библиотековедения Московского государственного института культуры. На конференции объективировалось значение личности и научных идей Н.С. Карташова в контексте современного библиотековедения. Акцент был сделан на характеристике Н.С. Карташова как ученого, управленца и педагога, рассмотрении актуальных вопросов развития двух из основных направлений его научного наследия — регионального и сравнительного библиотековедения. В представленных участниками конференции проблемно-дискуссионных, постановочных и практико-ориентированных докладах раскрывались теоретико-методологические и методические аспекты заявленной тематики. Особый интерес вызвало осмысление в современном контексте предложенного и обоснованного Н.С. Карташовым термина «региональное библиотековедение», а также прикладные возможности использования этой актуальной концепции в отраслевом образовании и библиотечной практической деятельности в настоящее время. Наряду с представительным очным участием, на конференции был позиционирован обширный блок стендовых докладов, в которых раскрыт вклад Н.С. Карташова в библиотечное дело и библиотековедение, в том числе методологические подходы и теоретические инструменты регионального библиотековедения, концепции библиотечного управления на основе функционального моделирования,модернизации системы территориального библиотечного обслуживания и др

Традиции и новации отраслевой магистерской подготовки (из практики Московского государственного института культуры)

The article presents a phased transition of higher professional education in Russia in the field of library and information activities to the multi-level system at the example of Master Degree Program. It is given informative and competence analysis of the developed new educational standards. There are considered the modules of mandatory (basic) subjects, disciplines of variable part and elective courses, included in the current competence-oriented curriculum of the principal educational program in the field of library and information activities, implemented in the Moscow State Institute of Culture. It is underlined the relevance of profiling and individual trajectory of Master training in the field of “Library and Information Activities”. There are described in detail the innovations of the modernized Federal State Educational Standard of Higher Education of the Third Generation (FGOS VO 3+) in the field of Discipline No. 51.04.06 “Library and Information Activities”. There are presented the immediate prospects of the transition to the updated versions of the educational standards (FGOS VO 3++), taking into account the requirements of the professional standard of Specialist in the field of library and information activities and continuity of competences at various levels of higher education.В статье представлен поэтапный переход высшего профессионального образования России в сфере библиотечно-информационной деятельности на многоуровневую систему на примере магистратуры. Дан содержательный и компетентностный анализ разрабатываемых новых образовательных стандартов. Рассмотрены блоки обязательных (базовых) дисциплин, дисциплин вариативной части и элективных курсов, включенных в действующий компетентностно-ориентированный учебный план основной образовательной программы в области библиотечно-информационной деятельности, реализуемой в Московском государственном институте культуры. Подчеркнута актуальность профилизации и индивидуальной траектории магистерской подготовки по направлению «Библиотечно-информационная деятельность». Подробно изложены новации модернизированного Федерального государственного образовательного стандарта высшего образования третьего поколения (ФГОС ВО 3+) по направлению подготовки 51.04.06 «Библиотечно-информационная деятельность». Освещены ближайшие перспективы перехода на актуализированные варианты образовательных стандартов (ФГОС ВО 3++), учитывающих требования профессионального стандарта специалиста в области библиотечно-информационной деятельности и преемственность компетенций на различных уровнях высшего образования

Библиотека на рынке услуг: новые тренды и современные подходы

There is substantiated the need for updating the work of the modern domestic public libraries, transformation of their traditional functions and the priority user orientation. It is proved that the information-resource component of the library activities becomes equivalent to its socializing cultural-leisure and interpersonal communication functions. The complex character of modernization of the activity of public libraries with a view to increasing their relevance is considered. The analysis of the library’s competitive environment is presented (free virtual access to information, the book trade market relevant by content and presentation, a variety of event-related leisure, comfortable public places, etc.) and its possible advantages in specific, functional and price competition. There is emphasized the urgency of reorganization of the library space-formation of the comfortable barrier-free attractive user environment. The advocacy activity of the library is considered as the direction, aimed at formation of the loyal attitude of modern society to the library and perception of it. There are identified the key parameters for the successful activity of public library as a territory for the new opportunities — an information-knowledge and a socio-cultural center, an actual place for the positive personal development practices and knowledgeable leisure, an accessible public platform for the personal self-realization.В статье обосновывается необходимость актуализации работы современных публичных библиотек, трансформации их традиционных функций, приоритетной пользовательской ориентации. Аргументируется, что информационно-ресурсная составляющая деятельности библиотеки становится равнозначной ее социализирующим культурно-досуговым и межличностным коммуникационным функциям. Рассмотрен комплексный характер модернизации деятельности общедоступных библиотек в целях повышения их востребованности. Представлен анализ конкурентной среды библиотеки (свободный виртуальный доступ к информации, актуальный по наполнению и форме представления книготорговый рынок, разнообразный событийный досуг, комфортные площадки общественного пребывания и пр.) и ее возможные преимущества в видовой, функциональной и ценовой конкуренции. Подчеркивается актуальность реорганизации библиотечного пространства — формирования комфортной безбарьерной привлекательной пользовательской среды. Рассматривается адвокационная деятельность библиотеки как направление профильного маркетинга, нацеленное на формирование лояльного отношения современного общества к библиотеке и восприятие ее сервисов. Обозначены ключевые параметры успешной деятельности публичной библиотеки как территории новых возможностей — информационно-знаниевого и социокультурного центра, актуального места позитивных личностно-развивающих практик и осмысленного досуга, доступной общественной площадки для самореализации человека.

Бакалавр библиотечно-информационной деятельности как будущий «базовый специалист» библиотеки: современные компетенции

The authors examine the approaches towards training students for the bachelor’s degree in Library Information Activities. The Federal State Education Standard-FGOS VO-3+ is discussed. Its key novelties are emphasized: academic and applied baccalaureate statuses, expanded universal cultural competences, independence of the higher education institution in making decisions on basic curriculum in the General Professional Education bachelor programs. The experience of the leading institutes of culture in structuring and detailing bachelor program is discussed. The key objectives of bachelor professional activities are seen as the basic goals of competence modeling. The authors formulate the objectives in various activities: technological; informational & analytical; pedagogical; organizational, management & project; academic and research; and methodological. Based on these objectives, they propose to formulate (related to appropriated professional standards and the Professional Standard of Library Information Specialists as soon as it is adopted - mandatory (for the whole field) and to recommend (for various profiles) enlarged integrated professional competences, and to identify indicators (knowledge, skills) to evaluate their maturity. This looks like a competence model prototype to be comprised by the Model General Education Program being projected under the standard FGOS VO-3++.Рассмотрены подходы к подготовке студентов бакалавриата по направлению «Библиотечно-информационная деятельность». Представлен модернизированный Федеральный государственный образовательный стандарт - ФГОС ВО-3+. Отмечены его ключевые новации: статусы «академического» и «прикладного» бакалавриата, укрупнённые общекультурные компетенции, выделенные из профессиональных общепрофессиональные компетенции, предоставление вузам самостоятельности при определении базовых учебных дисциплин в Основных профессиональных образовательных программах бакалавриата. Проанализирован опыт ведущих институтов культуры по структурированию и наполнению содержания обучения отраслевых бакалавров. Выделены основные задачи профессиональной деятельности выпускников бакалавриата, рассматриваемые в качестве базовых для их компетентностного моделирования. Сформулирован перечень основных задач, дифференцированных по видам деятельности: технологические, информационно-аналитические, педагогические, организационно-управленческие и проектные, научно-исследовательские и методические. Исходя из этих задач предложено сформулировать (соотнеся с сопрягаемыми профстандартами, а после утверждения - с Профессиональным стандартом специалиста библиотечно-информационной деятельности) укрупнённые комплексные профессиональные компетенции - обязательные (для всего направления) и рекомендуемые (для профилей), а также определить индикаторы (знания, умения, навыки) оценки их сформированности. Как некий прообраз компетентностной модели это войдёт в проектируемую под новый ФГОС ВО-3++ Примерную основную образовательную программу

Tailings Utilization and Zinc Extraction Based on Mechanochemical Activation

The significant containment of the global mining industry is caused by the problem of the transition to sustainable metal extraction and the integrated use of technogenic raw materials from the tailings of ore processing. The modeling of metal leaching processes using mechanical activation of polymetallic raw material components is particularly important in expanding the application of mining tailings as inert fillers of filling mixtures. This study is aimed at detecting the rotor speed factor on the chemical and mechanochemical effect of zinc yield growth from polymetallic tailings of the mining industry. In this regard, the purpose of this study was to improve the modeling of metal leaching processes using mechanical activation by improving the compositions of the filling mixtures. The methodology of the work included several comprehensive studies: the mechanical activation of tailings during zinc leaching from pulp in the DESI-11 disintegrator; the activation of enrichment tailings and the formation of a filling mass with different parameters of the component composition; the curing of cubic samples and their testing on the IP-1250 press. The Vi Improved text editor was used to prepare the algorithms for deterministic methods of three-dimensional interpolation in the Python language. The experimental results were graphically displayed using Gnuplot. The study of the agitation leaching of the waste obtained from the Sadonskiy mining district results in the fact that the NaCl mass concentration decreased from 13 to 1% and the H2SO4 concentration stabilization within 0.5 to 0.6% led to a 3-time increase in the zinc yield from the pulp, according to the polynomial law (from 28 to 91%). The obtained results expand the idea of the mechanism of the strength gain by the filling mass under mechanical activation on the components of the filling mixture, as well as changes in the efficiency of zinc leaching at different ratios of two types of lixiviants (sulphuric acid and sodium chloride) in the leaching solution
