The active entry of Ukrainian higher education institutions into theEuropean educational space, demographic decline, which strengthenscompetition on the market of educational services, the reform of the system of higher education, the system of licensing of educational activities, the introduction of autonomy of higher education institutions, including academic and financial, makes it necessary for educational institutions to elaborate new development strategies and requires the use of new tools and marketing technologies. Marketing of educational services is intended to form strategies and tactics of behavior on the market of educational services. Taking into consideration that educational institutions enter the market with a specific product, such as an educational service, the formation of which should be based on the needs of internal and external stakeholders, it is necessary to pay attention to the completeness of information and analytical support prior to making managerial decisions. This article analyzes the sufficiency of information and analytical support of decision making of universities on entering new sectors of the market of educational services, making decisions on introducing new educational programs and improving the existing ones. Ways to improve the organizational structure of higher education institutions are proposed in order to elaborate new development strategies to stimulate economic performance and increase theefficiency of licensing activities. The social and economic impact of theproposed activities is described in order to make informed managementdecisions.Активное вхождение высших учебных заведений Украины вЕвропейское пространство высшего образования, демографическийспад, который увеличивает конкуренцию на рынке образовательныхуслуг, реформирование системы высшего образования, системылицензирования образовательной деятельности, введение автономиивысших учебных заведений, в т.ч. академической и финансовой, ставитперед учебными заведениями необходимость разрабатывать новыестратегии развития, требует применения новых инструментариев итехнологий маркетинга. Целью маркетинга образовательных услугявляется формирование высшими учебными заведениями стратегии итактики поведения на рынке образовательных услуг. Учитывая то, чтоучебные заведения выходят на рынок со специфическим товаром, такимкак образовательная услуга, формирование которого должнобазироваться на потребностях внутренних и внешних стейкхолдеров, необходимо обратить внимание на полноту информационно-аналитической деятельности, предшествующих принятию управленческих решений. В данной статье проведен анализ достаточности информационного и аналитического обеспечения принятия решений высшими учебными заведениями о вхождении в новые секторы рынка образовательных услуг, принятия решений о введении новых образовательных программ и усовершенствование существующих. Предложены направления совершенствования организационной структуры учреждений высшего образования с целью разработки новых стратегий развития для стимулирования экономических результатов хозяйственной деятельности и повышения эффективности лицензионной деятельности. Описано социально-экономическое влияние предложенных мероприятий с целью принятия обоснованных управленческих решений.Активне входження закладів вищої освіти України в Європейський освітній простір, демографічний спад, що посилює конкуренцію на ринку освітніх послуг, реформування системи вищої освіти, системи ліцензування освітньої діяльності, запровадження автономії закладів вищої освіти, в т.ч. академічної і фінансової, ставить перед закладами освіти необхідність розробляти нові стратегії розвитку, що вимагає застосування нових інструментаріїв і технологій маркетингу. Маркетинг освітніх послуг має на меті формування закладами вищої освіти стратегії і тактики поведінки на ринку освітніх послуг. Зважаючи, на те, що заклади освіти виходять на ринок зі специфічним товаром, таким як освітня послуга, формування якого має базуватися на потребах внутрішніх і зовнішніх стейкхолдерів, необхідно звернути увагу на повноту інформаційно-аналітичного забезпечення, що передує прийняттю управлінських рішень. У даній статті проведено аналіз достатності інформаційного та аналітичного забезпечення прийняття рішень закладами вищої освіти щодо входження в нові сектори ринку освітніх послуг, прийняття рішень про запровадження нових освітніх програм та удосконалення існуючих. Запропоновано шляхи удосконалення організаційної структури закладів вищої освіти з метою розробки нових стратегій розвитку для стимулювання економічних результатів господарської діяльності та підвищення ефективності ліцензійної діяльності. Описаний соціально-економічний вплив запропонованих заходів з метою прийняття обґрунтованих управлінських рішень

ПРАВОВЕ ЗАБЕЗПЕЧЕННЯ ЛІЦЕНЗІЙНОЇ ДІЯЛЬНОСТІ ЗАКЛАДІВ ВИЩОЇ ОСВІТИ УКРАЇНИ

The article analyzes and reveals the peculiarities of the legal provision of licensing of educational activities of institutions of higher education as one of the main instruments of state regulation of educational activities and ensuring the quality of educational services. Systematized and analyzed regulatory legal acts regulating the organizational structure of licensing educational activities ofinstitutions of higher education, monitoring of the licensing bodies for compliance with licensing conditions for conducting educational activities and state supervision over the activities of licensing bodies. As a result of the analysis, inconsistencies in the wording of individual legal acts were identified to each other, the shortcomings of certain provisions of regulatory acts and the proposed vision of the author regarding the introduction of amendments to legislative acts on the  reform of the organizational structure of the licensing of educational activities.В статье осуществлен анализ и раскрыты особенности правового обеспечения лицензирования образовательной деятельностиучреждений высшего образования как одного из основных инструментов государственного регулирования образовательной деятельности и обеспечения качества образовательных услуг. Систематизированы и проанализированы нормативно-правовые акты, регулирующие организационную структуру лицензирования образовательной деятельности высших учебных заведений, осуществления контроля со стороны органов лицензирования за соблюдением лицензионных условий осуществления образовательной деятельности и государственного надзора за деятельностью органов лицензирования.В результате анализа определены несоответствия в формулировках отдельных нормативно-правовых актов друг другу, освещены недостатки отдельных положений нормативно-правовых актов и предложено видение автора о внесении изменений в законодательные акты в части реформирования организационной структуры лицензирования образовательной деятельности.У статті здійснено аналіз та розкрито особливості правового забезпечення ліцензування освітньої діяльності закладів вищої освіти як одного з основних інструментів державного регулювання освітньої діяльності та забезпечення якості освітніх послуг. Систематизовано та проаналізовано нормативно-правові акти, що регулюють організаційну структуру ліцензування освітньої діяльності закладів вищої освіти, здійснення контролю з боку органів ліцензування за дотриманням ліцензійних умов провадження освітньої діяльності та державного нагляду за діяльністю органів ліцензування. В результаті аналізу визначено невідповідності у формулюваннях окремих нормативно-правових актів один одному, висвітлені недоліки окремих положень нормативно-правових актів та запропоноване бачення автора щодо внесення змін до законодавчих актів в частині реформування організаційної структури ліцензування освітньої діяльності

Microstructure evolution of commercial-purity titanium during cryorolling

Electron backscatter diffraction and transmission electron microscopy have been used to analyze the microstructural evolution of titanium during rolling at a cryogenic temperature (T = –196°C). Calculation of neutron radiation attenuation factor with Monte Carlo method

В докладе рассматривается моделирование возможных траекторий движения нейтронов с использованием метода Монте-Карло при прохождении сквозь однородную пластину. Представлен разработанный расчетный код на языке программирования С++, с помощью которого можно определить количество поглощенных, отраженных и прошедших через пластину нейтронов. Исходные данные включают характеристики материала, толщину пластины и количество рассчитываемых траекторий. Результаты работы будут использованы для верификации данных, получаемых с помощью высокопрецизионных расчетных кодов.In the report it is considered the simulation of possible neutron trajectories while passing through a homogenous plate with the help of Monte Carlo method. A developed calculated code using C++ programming language is presented. The code can be used to determine the amount of absorbed, reflected and passed through the plate neutrons. The initial data include the material characteristics, plate thickness and amount of calculated trajectories. The results of this work will be used for the verification of data received with calculation codes of high precision

Microstructure evolution during warm working of Ti-5Al-5Mo-5V-1Cr-1Fe at 600 and 800°C

Microstructure evolution during compression to the true height strain 0.29, 0.69, or 1.2 at 600 and 800. °C of the Β-rich titanium alloy Ti-5Al-5Mo-5V-1Cr-1Fe (VT22) with an initial lamellar microstructure was established using scanning and transmission electron microscopy. It was found that microstructure evolution at both temperatures was controlled primarily by substructure evolution within the Β phase. At 800. °C, extensive recovery within the Β phase resulted in the formation of a stable structure comprising subgrains ~1.5. μm in diameter. During deformation at this temperature, lamellae of the α phase fragmented via a boundary-grooving mechanism. Due to the sluggish diffusion kinetics, however, spheroidization at 800. °C was incomplete. At the lower processing temperature, recovery processes within the Β phase were much slower, leading to greater refinement of the Β matrix. The decomposition of the metastable Β phase during warm working, gave rise to very fine α-lath precipitates, which resulted in the formation of an ultrafine microstructure with a grain size of 0.5. μm. © 2012 Elsevier B.V

ОСОБЛИВОСТІ ФОРМУВАННЯ ПРОГРАМНИХ РЕЗУЛЬТАТІВ НАВЧАННЯ ЗДОБУВАЧІВ ВИЩОЇ ОСВІТИ ПЕРШОГО (БАКАЛАВРСЬКОГО) РІВНЯ ВИЩОЇ ОСВІТИ ЗА СПЕЦІАЛЬНІСТЮ «ГІДРОТЕХНІЧНЕ БУДІВНИЦТВО, ВОДНА ІНЖЕНЕРІЯ ТА ВОДНІ ТЕХНОЛОГІЇ»

Relevance of research. The reform of higher education in Ukraine is to create a system to ensure and constantly improve its quality, which meets the recommendations and standards of the European Higher Education Area (EHEA), takes into account international best practices and provides for the development of a new generation standards based on a competent approach. Objective of research. It is necessary to create a substantiated system of competencies and training program results, combining a scientific and methodological approach that takes into account the needs of stakeholders: higher education applicants, employers, society and the state. Methods and techniques of research. Approbation of the training of applicants for the first (bachelor) level of higher education according to the formed list of training program results on a specialty is conducted in National University of Water and Environmental Engineering, according to the corresponding educational and professional program, which has been certified for the first time in 2020. Results of research and conclusions. On the example of the formation of training program results of the applicants for the first (bachelor) level of higher education on the specialty 194 "Hydraulic Engineering, Water Engineering and Water Technology", we tried to show how to take into account the suitability of graduates for the employment by the professional titles of jobs corresponding to the level of "Specialists" in National Classification of Jobs (DK 003: 2010). The correspondence of professional titles of jobs and professions according to DK 003: 2010 to the International Standard Classification of Jobs (ISCO-08) is given. The article evaluates the suitability of a university graduate to perform professional tasks and responsibilities defined in the qualification characteristics and job descriptions of specialists in the field of water management, in comparison with the program results of higher education received by the graduate. In continuation of the discussion on the search for perspective approaches to the formation of a modern technical specialist, we consider that one of the important mechanisms is the production practice and personalized implementation of course design and bachelor's project. All that will form the necessary program results of the graduate's education, develop the personality of the young specialist and allow him to socialize successfully, conduct professional and / or further educational activities. Prospects. The comparison given in the article shows the importance of the formation of training program results in the standards of higher education, taking into account the requirements of the specific profession for which the higher education applicant is preparing. These requirements are defined in the qualifications and job descriptions. A high school graduate, having got the first job, must demonstrate training program results that will allow him to perform tasks and responsibilities in accordance with job descriptions.Реформування вищої освіти в Україні полягає у створенні  системи забезпечення та постійного поліпшення її якості, що відповідає рекомендаціям і стандартам Європейського простору вищої освіти (ЄПВО), враховує кращі світові практики та передбачає на основі компетентністного підходу розроблення стандартів нового покоління. Тому необхідно створити обґрунтовану систему компетентностей та програмних результатів навчання, поєднуючи науково-методологічний підхід із врахуванням потреб стейкхолдерів: здобувачів вищої освіти, роботодавців, суспільства і держави. На прикладі формування програмних результатів навчання здобувачів першого (бакалаврського) рівня вищої освіти за спеціальністю 194 «Гідротехнічне будівництво, водна інженерія та водні технології» ми намагались показати, як враховується придатність випускників до працевлаштування за професійними назвами робіт, що відповідають рівню «Фахівці» за «Національним класифікатором професій» (ДК 003:2010). Наводиться відповідність професійних назв робіт і професій за ДК 003:2010 до Міжнародної стандартної класифікації професій (ISCO-08). В статті приводиться оцінювання придатності випускника ЗВО до виконання професійних завдань і обов’язків, що визначені у кваліфікаційних характеристиках та посадових інструкціях фахівців водогосподарської сфери діяльності порівняно з отриманими здобувачем вищої освіти програмними результатами навчання. Як продовження дискусії про пошук перспективних підходів до формування сучасного технічного фахівця ми вважаємо, що одним із важливих механізмів є виробнича практика та персоніфіковане виконання курсового проектування та кваліфікаційної бакалаврської. Все це сформує необхідні програмні результати навчання випускника, розвине особистість молодого фахівця та дозволить йому успішно соціалізуватися, провадити професійну та/або подальшу навчальну діяльність
