    John H.A. Whitman, appointed by Dean Thomas Konop in 1925, served as the first law librarian at Notre Dame Law School. In 1946 he left the university to teach and establish the library at the newly formed King\u27s College in Wilkes-Barre, Pennsylvania. He retired from teaching in 1958 but continued as the Director of the Evening Session until his death in 1962

    Reviewing and Redefining Relationships: Intergovernmental Relations and Modern Treaty Implementation in Yukon, 1986-2016

    Modern treaties are among the most important legal and constitutional documents in Indigenous affairs in Canada. The treaties created transformative societal change across the North and significantly altered the concepts and understanding of governance. However, the approach taken to implement these foundational accords over the past forty-five years has resulted in strained relations between the Indigenous signatories and their government partners. This study examined the experience of negotiating and implementing modern treaties in Yukon between 1986 and 2016. Drawing on the experiences of three Yukon First Nations and insights provided by 43 former and current negotiators, leaders, implementation staff and other key stakeholders from the federal, territorial and Yukon First Nations governments, this study identified four major findings that should inform future land claims implementation and intergovernmental treaty relations in Yukon and across Canada. First, it was clear that participants cannot underestimate the importance of the implementation process. The negotiation of an agreement is only one step in the overall process; implementation launches a different style and intensity of work. All parties, secondly, need to have a clear understanding of the goals and original intent of the agreements, as well as the historical, political, socio-economic, and cultural contexts that underpin modern treaties as well as those elements that are unique to Yukon. The third finding emphasizes the importance of recognizing that Indigenous peoples are the co-creators of these agreements. These are government-to-government agreements and this should be foundational to their implementation and the approach taken to addressing these modern treaty intergovernmental relations. Finally, instrumental to the successful negotiation of the agreements were the relationships between the parties and the acknowledgement of a common commitment to honour the spirit and intent of the agreements. Critical to the successful implementation of modern treaties is an understanding that all Parties to the agreement are striving to achieve the same goals. It is understood that different governments will have different objectives, interests and values. However, this does not mean that they cannot work toward common goals and outcomes. As former Yukon Government Chief Negotiator, Barry Stuart asserted, “If we are going to negotiate in good faith it means we have to implement in good faith” (IT27, Stuart 2020)

    Changing Brains, Changing Lives: Researching the Lived Experience of Individuals Practicing Self-Directed Neuroplasticity

    Neuroplasticity refers to the brain’s ability to change and adapt both structure and function in response to sensory experiences. Self-directed neuroplasticity (SDN) specifically addresses the capacity to proactively modify cerebral function through volitional control and the intentional practice of focusing attention in desired ways. In other words, the mind can consciously change the brain. Self-directed neuroplasticity (SDN) approaches are successfully used to treat a range of challenges such as obsessive-compulsive disorder (OCD), depression, and emotional response regulation. However, no research describes the lived experiences of individuals practicing SDN across multiple modalities. Using semi-structured, in-depth interviews, this phenomenological inquiry describes the lived experiences of 13 participants practicing SDN. In addition to identifying SDN uses and multifaceted aspects to SDN practices outside of current academic literature, this study utilized thematic analysis to uncover four themes: Seeking, Empowerment, Growth in Relationships, and Transformation. Results offer insights into expanding SDN uses, broadening practice context, and life-changing transformation. Implications include the need to increase awareness, education, and integration of SDN within holistic health and other communities, as well as expand research regarding SDN uses, application among various populations, and longitudinal efficacy

    Management of ADHD in preschool-aged children

    Behavior therapy interventions, such as parent training, are first-line treatment for ADHD in preschool-aged children (three to five years of age). Medication is an option for children with moderate to severe ADHD if behavior therapy has not been effective and if the benefits outweigh the harms.     A cool, magnetic white dwarf accreting planetary debris

    We present an analysis of spectroscopic data of the cool, highly magnetic and polluted white dwarf 2MASS J0916-4215. The atmosphere of the white dwarf is dominated by hydrogen, but numerous spectral lines of magnesium, calcium, titanium, chromium, iron, strontium, along with Li I, Na I, Al I, and K I lines, are found in the incomplete Paschen-Back regime, most visibly, in the case of Ca II lines. Extensive new calculations of the Paschen-Back effect in several spectral lines are presented and results of the calculations are tabulated for the Ca II H&K doublet. The abundance pattern shows a large lithium and strontium excess, which may be viewed as a signature of planetary debris akin to Earth's continental crust accreted onto the star, although the scarcity of silicon indicates possible dilution in bulk Earth material. Accurate abundance measurements proved sensitive to the value of the broadening parameter due to collisions with neutral hydrogen (Gamma_HI), particularly in saturated lines such as the resonance lines of Ca I and Ca II. We found that Gamma_HI if formulated with values from the literature could be overestimated by a factor of 10 in most resonance lines.Comment: Accepted for publication in MNRA
