Politische Internetnutzung von Migranten aus der ehemaligen Sowjetunion

Während politische Angebote im Internet an sich und Entwicklungen in diesem Gebiet häufiger analysiert und beobachtet werden, gibt es wenig detaillierte Informationen über die Nutzer und ihre politischen Online-Aktivitäten. Insbesondere für bislang politisch eher benachteiligte Bevölkerungsgruppen soll das Internet die Teilhabe erleichtern und forcieren, doch über die politischen Interessen und Aktivitäten von diesen Nutzergruppen wie beispielsweise Nutzern mit Migrationshintergrund ist bislang wenig bekannt. Zunächst wird in diesem Paper auf die Entwicklung der Internetnutzung in Deutschland und der Bedeutung politischer Inhalte und Formen politischer Aktivität im Netz eingegangen. Danach werden die Ergebnisse der Online-Befragung von Migranten aus der ehemaligen Sowjetunion dargestellt und diskutiert. Dabei werden fünf Nutzertypen vorgestellt, welche das politische Nutzungsverhalten von Migranten im Internet charakterisieren.While political websites and political dimensions of the internet are frequently observed (see Siedschlag 2005), there is little detailed information on the users and their online political activities. However the possibilities of the users to inform themselves discuss and connect with other people are precisely those aspects that are stressed as the political potential of the Internet (Welz 2002). Especially for politically disadvantaged parts of society the internet is said to facilitate and further participation. But little is still known about the political interests and activities of user groups, such as immigrants. This paper presents recent data on the online political activity of migrants from the former Soviet Union that was collected as part of the research project "Political Potential of the Internet. The Virtual Diaspora of Immigrants from Russia and Turkey in Germany“. First the development of internet usage in Germany and political content on the internet will be outlined. After that the results of the online survey of migrants from the former Soviet Union will be analyzed and discussed. This results in the characterization of five types of immigrant users and their political activities on the internet

Zugang zur politischen Öffentlichkeit finden Deutschtürken (nur) im Internet:Ergebnisse einer Onlinebefragung

Das Internet ist sowohl eine Informationstechnologie als auch ein Kommunikationsmedium, welches das soziale Umfeld seiner Nutzer erweitert und eine eigene, wenn auch virtuelle, Sphäre schafft. In diesem Paper werden die Auswirkungen dieser Internetcharakteristika auf Handlungsmöglichkeiten von Nutzern mit Migrationshintergrund untersucht. Dazu wird am Beispiel des Themas „Politik“ analysiert, wie die Nutzung des Internet die politische Information, den sozialen Austausch sowie die politische Partizipation beeinflusst. Zur Diskussion dieser Aspekte wird auf Daten zurückgegriffen, die im Rahmen des Forschungsprojektes „Politisches Potential des Internet“ durch eine Online-Befragung von Internetnutzern mit türkischem Migrationshintergrund im Februar und März 2008 auf zehn politischen Internetseiten erhoben wurden.The Internet is both an information technology as well as a communication medium which expands the social environment of its users and creates a separate, albeit virtual sphere. In this paper the impact of these Internet characteristics on the possibilities of users with an immigrant background will be investigated. This is exemplified using the topic "politics" and analyzing how their use of the Internet affects political information behaviour, social exchange, and political participation. For a discussion of these issues data will be used that was collected within the research project "Political Potential of the Internet” through an online survey of Internet users with a Turkish immigrant background in February and March 2008

Politisches Potential des Internet:die virtuelle Diaspora der Migranten aus Russland und der Türkei in Deutschland (Projektskizze)

Das Forschungsprojekt „Politisches Potential des Internet: Die virtuelle Diaspora der Migranten aus Russland und der Türkei in Deutschland“ untersucht die politischen Aktivitäten, die Migranten in Deutschland im Internet entfalten. Dabei gilt das Forschungsinteresse der Vernetzung und der Online-Beteiligung an politischen Prozessen sowohl im Herkunftsland der Migranten als auch im Aufnahmeland. Exemplarisch soll dies anhand der Migranten aus Russland und der Türkei in Deutschland untersucht werden. Zentrale Frage ist dabei, inwiefern das Internet die bereits bekannten politischen Aktivitäten von Migranten aus der Diaspora heraus verändert. Erleichtert das Internet lediglich den Kommunikations- und Informationsfluss zwischen den Mitgliedern der Diaspora oder bekommen die Aktivitäten eine ganz neue Qualität, weil neue Einflusswege erfolgreich genutzt werden? Welche Einwirkungen auf das politische Geschehen im Herkunftsland und im Aufenthaltsland sind feststellbar?The research project “Political potential of the internet - the virtual diaspora of migrants from Russia and Turkey in Germany” examines the political activities, which migrants display in Germany on the Internet. The focus hereby lies on the interconnectedness and the on-line participation in the political processes both in the host country and in the country of origin. This is investigated by a case study of immigrants from Russia and Turkey in Germany. Thereby the central question is, in what respect the Internet changes the already well-known political activities of immigrants in a diaspora. Does the internet only facilitate the information and communication flow between the members of the diaspora or do activities posess a completely new quality, as new ways of influence are used successfully? Which effects on the country of origin and in the residence country can be detected, how are they carried out and what consequences do they have
