    The Political Economy of Privatization

    International organizations promote privatization as precondition for economic development. But is there really too little privatization? This political economy model asks for the incentives of governments to privatize or restructure a state-owned firm. Different government types are compared to identify the political and institutional determinants of privatization. Under privatization, governments commit not to influence the profit-maximizing employment choice by private investors. With respect to the social optimum, both voter-oriented and egoistic governments can have inefficiently high incentives to privatize. When this is the case, outside pressure to privatize is detrimental. An improving institutional environment reduces these inefficiencies

    Discarded: Exploring material stories and movements through participatory, public art interventions

    Drawing on DeCerteau’s (1984) philosophy of tactics, which subvert dominant ways of being through creative appropriations of space and behavior, and New Materialist philosophies that offer vitality and agency to non-human objects (Barad, 2007; Bennett, 2004; 2010), this paper explores a three-part series of participatory, public art interventions related to waste, consumption and material relationships. The three installations were distinct but connected, situated in public spaces and corridors as a means of disrupting daily moments while encouraging moments of pause to be with discarded, material objects in playful and creative ways (de Certeau, 1984; Debord, 1956). With these installations we challenged hierarchical perceptions of object matter by encouraging care and attentiveness to these discarded objects through imaginative story-building. This attentiveness to discard objects further invited compassionate ways of being with this matter that may extend to other forms of life matter, in pursuit of more sustainable and socially just practices of being (and becoming). Through a combination of photographs, participant accounts, and materials created during the installations, this article explores the stories of these events and the ways in which such work may open space for arts-based pedagogical encounters (O’Sullivan, 2006)

    This paper discusses the implications of transnational media production and diasporic networks for the cultural politics of migrant minorities. How are fields of cultural politics transformed if Hirschmann’s famous options ‘exit’ and ‘voice’ are no longer constituting mutually exclusive responses to dissent within a nation-state, but modes of action that can combine and build upon each other in the context of migration and diasporic media activism? Two case studies are discussed in more detail, relating to Alevi amateur television production in Germany and to a Kurdish satellite television station that reaches out to a diaspora across Europe and the Middle East.     In many countries, governments involve interest groups at early stages of political decisionmaking. The idea of this is to enhance the legitimacy of the policy decision and to curb later opposition to the implementation of the policy. We show that the way and timing of interest groups involvement can be crucial for the scope and success of policy reforms. When interest groups influence both the policy choice, or legislation, and the subsequent decision on the implementation of the policy, their early involvement may lead them to oppose the reform more than if they had been excluded from the legislation stage

    The reluctant reaction of western governments to the AIDS crisis in developing countries is only one example for policy areas where we observe a lack of political action despite a public interest in policy change. The reasons for that lie in the two-stage structure of the political decision-making process: Interest groups influence both the policy choice and the subsequent decision on the level of policy implementation. The lobbies' interest in reform and the issue-specific chance for compromise determine the policy choice. The interest groups' failure to agree on political strategies creates reduced incentives to support policy implementation
