Labour Market and Fiscal Policy
This paper investigates the dynamic impacts of rural road improvements on farm productivity and crop choices in Zambia’s Eastern Province. There are several channels through which the feeder road improvements impact on farmers. Our aim is to estimate whether the differential outcomes in the five treatment districts and three control districts generated by the expansion of market agricultural activities among small to medium scale farmers could be explained by rural road improvements that took place after the new Chiluba MMD government in 1995 had completed an IMF rights accumulation programme bringing the principal marketing agent system to an end. Our district-level empirical analysis is an extension to the Brambilla and Porto(2005, 2007) cross-provincial level approach which proposes a dynamic approach accounting for entry and exit into the agricultural cotton sector to avoid biases in the estimates of aggregate productivity, when measuring productivity in agriculture applied to a repeated cross-sections of farm-level data from the Zambian post-harvest survey (PHS). Despite the limitations of the PHS data covering the period from 1996/1997 to 2001/2002 when the Eastern Province Feeder Road Project (EPFRP) was being implemented. The identification strategy relies on differences-in-differences of outcomes (i.e., cotton productivity) approach across two phases (pre-treatment and post-treatment). We use maize productivity to difference out unobserved household and aggregate agricultural year effects. Through our descriptive analysis we do find that changes in land allocation and in yields to Eastern Province’s most important cash crop – cotton did occur at the district level. However, it is difficult to conclude that these changes are linked directly to the improved accessibility obtained from the implementation of the EPFRP based on our differences-in-differences estimator or our Tobit model.Impact evaluation, Cash crop choice; Cotton productivity; Africa; Zambia (Eastern Province).
Regional analysis of Eastern province feeder road project
Remarkably little is known about the long-term impacts of project aid to lagging poor areas (Chen, Mu et al. 2006, 2008). This paper contributes to the debate about the role of rural transport infrastructure development in explaining the long-term rural development. In line with Grimm and Klasen (2008) we agree that there is value-added to consider this debate at the micro level within a country as particularly questions of parameter heterogeneity and unobserved heterogeneity are likely to be smaller than between countries. Moreover, at the micro level it is possible to identify more precise transmission mechanisms from rural transport infrastructure to socio-economic development outcomes. This is done empirically by analyzing a UNDP&UNCDF financed rural development project in Zambia's Eastern Province running from 1997-2002. The secondary datasets consist of respectively a series of repeated cross-sectional living conditions monitoring surveys (LCMSs). The LCMSs were collected in 1998 (baseline) and 2004 (follow-up), that is both prior, during and after the project implementation. Our aim is to assess the ability of the parametric and semi-parametric models as well as using a time- series of cross-sections to provide an adequate description of the logarithm of per adult equivalent consumption of rural household conditional on few covariates, including an infrastructure treatment dummy variable. Although, the mean cotton sales share of household income has more than doubled despite the fact that the mean distance to the input market remained unchanged from 1998 to 2004, the parametric and semi-parametric estimation results are only small and statistically insignificant in terms of gains to mean consumption emerged in the longer-term. The linkage between outcome differences in cotton production and rural roads improvements: A matching approach
This paper tests the linkage between a binary treatment (rural road improvement project) and a continuous outcome (cotton productivity) in Zambia's agro-based Eastern Province as measured by repeated cross-sections of farm-level data from the Zambian post-harvest survey (PHS). We use this PHS dataset, which covers the period from 1996/1997 to 2001/2002 across two phases, the pre-treatment phase (1996/1998) and the treatment phase when the Eastern Province Feeder Road Project (EPFRP) was being implemented (1998/2002). The identification strategy relies on the implementing of matching estimators for all three treatment parameters: Average Treatment Effect (ATE); Treatment on the Treated (TT) and Treatment on the Untreated (TUT), which is crucial in terms of policy relevance (Arcand, 2012). Matching ensures a sub-set of non-project areas that best represents the counterfactual and is done at the same geographic level of aggregation (van de Walle, 2009). Since treatment participation is not by random assignment we use the propensity score as a method to reduce the bias in the estimation of these treatment effects with observational PHS data sets in order to reduce the dimensionality of the matching problem. We find the ATT estimation results are not the same when implementing various matching using the logarithm of (cotton) yield compared to using cotton productivity as variable. In the latter case the following matching methods all have negative difference between treated and controls: 1-to-1 propensity score matching; k-nearest neighbours matching; radius matching; and 'spline-smoothing'. However, the Kernel matching has positive difference between treated and controls for the productivity variable: Finally, some of the local linear regression and the Mahalanobis matching specifications yields positive difference between treated and controls for the logyield variable, but not for the productivity variable and not for all specifications either. Through our robustness checks of the Matching Assumption and Sensitivity of Estimates we find that the matching doesn't reduce the starting unbalancing. The comparison of the simulated ATT and the baseline ATT tells us that the latter is robust. We conclude that the application of various non-parametric matching methods didn't enable us to identify a robust linkage, most likely due to the PHS data source and the evaluation design. Future rigorous rural roads impact evaluation requires panel (with pre-intervention) data for project and appropriate non-project areas, which allows for an evaluation design that combines a double difference (DID) with controls for initial conditions either through propensity score matching, regression controls or an IV (van de Walle, 2009). Regression discontinuity designs would offer an alternative method for impact evaluation (ADB, 2011; see Arcand, 2012)

Artemisia Spp. Derivatives for COVID-19 Treatment: Anecdotal Use, Political Hype, Treatment Potential, Challenges, and Road Map to Randomized Clinical Trials
The world is currently facing a novel COVID-19 pandemic caused by SARS-CoV-2 that, as of July 12, 2020, has caused a reported 12,322,395 cases and 556,335 deaths. To date, only two treatments, remdesivir and dexamethasone, have demonstrated clinical efficacy through randomized controlled trials (RCTs) in seriously ill patients. The search for new or repurposed drugs for treatment of COVID-19 continues. We have witnessed anecdotal use of herbal medicines, including Artemisia spp. extracts, in low-income countries, and exaggerated claims of their efficacies that are not evidence based, with subsequent political controversy. These events highlight the urgent need for further research on herbal compounds to evaluate efficacy through RCTs, and, when efficacious compounds are identified, to establish the active ingredients, develop formulations and dosing, and define pharmacokinetics, toxicology, and safety to enable drug development. Derivatives from the herb Artemisia annua have been used as traditional medicine over centuries for the treatment of fevers, malaria, and respiratory tract infections. We review the bioactive compounds, pharmacological and immunological effects, and traditional uses for Artemisia spp. derivatives, and discuss the challenges and controversies surrounding current efforts and the scientific road map to advance them to prevent or treat COVID-19
Psychologie Communautaire Sur La Pratique De L’allaitement Maternel Exclusif Dans La Cite De Tshumbe
L’allaitement maternel est le moyen le plus naturel et le adapté pour nourrir un enfant. Notre étude a eu comme objectif principal d’évaluer le niveau de la psychologie communautaire sur la pratique de l’allaitement maternel exclusif pendant les six premiers mois de la vie tel que recommandé par l’OMS en 2021 dans la communauté de Tshumbe. Pour atteindre cet objectif nous avons mené une étude descriptive transversale. Psychologiquement, les résultats de notre investigation montre que l’utilisation de lait artificiel et les mauvaises pratiques de l’allaitement avaient posé beaucoup de problème de santé chez les enfants, notamment la diarrhée, le retard de croissance, les verminoses et autres maladies de nutrition. Ce résultat prouve que les femmes doivent changés cette mentalité précaire et suivre les normes recommandé par l’OMS en 2021
Molecular Characterization of Clinical Isolates of Aeromonas Species from Malaysia
Background: Aeromonas species are common inhabitants of aquatic environments giving rise to infections in both fish and humans. Identification of aeromonads to the species level is problematic and complex due to their phenotypic and genotypic heterogeneity. Methodology/Principal Findings: Aeromonas hydrophila or Aeromonas sp were genetically re-identified using a combination of previously published methods targeting GCAT, 16S rDNA and rpoD genes. Characterization based on the genus specific GCAT-PCR showed that 94 (96%) of the 98 strains belonged to the genus Aeromonas. Considering the patterns obtained for the 94 isolates with the 16S rDNA-RFLP identification method, 3 clusters were recognised, i.e. A. caviae (61%), A. hydrophila (17%) and an unknown group (22%) with atypical RFLP restriction patterns. However, the phylogenetic tree constructed with the obtained rpoD sequences showed that 47 strains (50%) clustered with the sequence of the type strain of A. aquariorum, 18 (19%) with A. caviae, 16 (17%) with A. hydrophila, 12 (13%) with A. veronii and one strain (1%) with the type strain of A. trota. PCR investigation revealed the presence of 10 virulence genes in the 94 isolates as: lip (91%), exu (87%), ela (86%), alt (79%), ser (77%), fla (74%), aer (72%), act (43%), aexT (24%) and ast (23%). Conclusions/Significance: This study emphasizes the importance of using more than one method for the correct identification of Aeromonas strains. A Molecular Study on the Prevalence and Virulence Potential of Aeromonas spp. Recovered from Patients Suffering from Diarrhea in Israel
Background: Species of the genus Aeromonas are native inhabitants of aquatic environments and have recently been considered emerging human pathogens. Although the gastrointestinal tract is by far the most common anatomic site from which aeromonads are recovered, their role as etiologic agents of bacterial diarrhea is still disputed. Aeromonas-associated diarrhea is a phenomenon occurring worldwide; however, the exact prevalence of Aeromonas infections on a global scale is unknown. Methodology/Principal Findings: The prevalence and virulence potential of Aeromonas in patients suffering from diarrhea in Israel was studied using molecular methods. 1,033 diarrheal stools were sampled between April and September 2010 and Aeromonas species were identified in 17 (,2%) patients by sequencing the rpoD gene. Aeromonas species identity and abundance was: A. caviae (65%), A. veronii (29%) and Aeromonas taiwanensis (6%). This is the first clinical record of A. taiwanensis as a diarrheal causative since its recent discovery from a wound infection in a patient in Taiwan. Most of the patients (77%) from which Aeromonas species were isolated were negative for any other pathogens. The patients ranged from 1 to 92 years in age. Aeromonas isolates were found to possess different virulence-associated genes: ahpB (88%), pla/ lip/lipH3/apl-1 (71%), act/hlyA/aerA (35%), alt (18%), ast (6%), fla (65%), lafA (41%), TTSS ascV (12%), TTSS ascF-ascG (12%), TTSS-dependent ADP-ribosylating toxins aexU (41%) and aexT (6%) in various combinations.
