    The Impact of Government Policy on Technology Transfer: An Aircraft Industry Case Study

    This case study explores the interaction between domestic and foreign governmental policy on technology transfer with the goal of exploring the long-term impacts of technology transfer. Specifically, the impact of successive licensing of fighter aircraft manufacturing and design to Japan in the development of Japan’s aircraft industry is reviewed. Results indicate Japan has built a domestic aircraft industry through sequential learning with foreign technology transfers from the United States, and design and production on domestic fighter aircraft. This process was facilitated by governmental policies in both Japan and the United States

    Library Home Page Design: A Comparison of Page Layout for Front-Ends to ARL Library Web Sites

    The author examined the home pages of all 120 libraries in the Association of Research Libraries (ARL) in order to compare design similarities and differences. This was accomplished by first filling out a questionnaire on each home page and then tabulating the findings using simple averages and medians. Areas examined were: backgrounds, document headers, document footers, document body, page length, number of steps to library home page from parent institution Web site, and domain name servers. A typical home page is discussed using the averages of these results

    Investigating intra-host and intra-herd sequence diversity of foot-and-mouth disease virus

    Due to the poor-fidelity of the enzymes involved in RNA genome replication, foot-and-mouth disease (FMD) virus samples comprise of unique polymorphic populations. In this study, deep sequencing was utilised to characterise the diversity of FMD virus (FMDV) populations in 6 infected cattle present on a single farm during the series of outbreaks in the UK in 2007. A novel RT–PCR method was developed to amplify a 7.6 kb nucleotide fragment encompassing the polyprotein coding region of the FMDV genome. Illumina sequencing of each sample identified the fine polymorphic structures at each nucleotide position, from consensus level changes to variants present at a 0.24% frequency. These data were used to investigate population dynamics of FMDV at both herd and host levels, evaluate the impact of host on the viral swarm structure and to identify transmission links with viruses recovered from other farms in the same series of outbreaks. In 7 samples, from 6 different animals, a total of 5 consensus level variants were identified, in addition to 104 sub-consensus variants of which 22 were shared between 2 or more animals. Further analysis revealed differences in swarm structures from samples derived from the same animal suggesting the presence of distinct viral populations evolving independently at different lesion sites within the same infected animal

    Military service and crime: new evidence

    BACKGROUND: Evidence indicates that a substantial proportion of military personnel are involved in high-risk and antisocial behaviors that place them at jeopardy for criminal justice system involvement. However, prior research on military service and crime has disproportionately focused on veterans from the Vietnam War era (1955–1975), and has tended to focus on either current or former military members. METHODS: This study employed data from a population-based study (i.e., National Study on Drug Use and Health [NSDUH] between 2002 and 2014). It systematically examines the prevalence of self-reported antisocial behaviors, criminal justice system involvement, and substance abuse among the US civilian population and military service members, including reservists (n = 2206) and those who reported having been separated or retired from military service (n = 20,551). These factors are further examined across the developmental spectrum of adulthood (ages 18–34, 35–49, and 50–64). RESULTS: Results showed that military members were more prone to lifetime arrests and overall substance misuse. However, additional findings emerged suggesting that, while the military population overall seems to be positively associated with higher criminal activity than that found in the civilian population, these findings were based on a specific subgroup of the veteran population. This subgroup is comprised of individuals who likely did not fit in with the military culture and were discharged from the military early in their careers. CONCLUSION: Additional research on identifying this subgroup of military members is encouraged to better concentrate on prevention and treatment measures

    A Macro-Level Order Metric for Self-Organizing Adaptive Systems

    Analyzing how agent interactions affect macro-level self-organized behaviors can yield a deeper understanding of how complex adaptive systems work. The dynamic nature of complex systems makes it difficult to determine if, or when, a system has reached a state of equilibrium or is about to undergo a major transition reflecting the appearance of self-organized states. Using the notion of local neighborhood entropy, this paper presents a metric for evaluating the macro-level order of a system. The metric is tested in two dissimilar complex adaptive systems with self-organizing properties: An autonomous swarm searching for multiple dynamic targets and Conway\u27s Game of Life. In both domains, the proposed metric is able to graphically capture periods of increasing and decreasing self-organization (i.e. changes in macro-level order), equilibrium and points of criticality; displaying its general applicability in identifying these behaviors in complex adaptive systems.     A Viable Model and Self-Report Measure of Spiritual Intelligence

    A four-factor model of spiritual intelligence is first proposed. Supportive evidence is reviewed for the capacities of critical existential thinking, personal meaning production, transcendental awareness, and conscious state expansion. Based on this model, a 24-item self-report measure was developed and modified across two consecutive studies (N = 619 and N = 304, respectively). The final version of the scale, the Spiritual Intelligence Self-Report Inventory (SISRI-24), displayed excellent internal reliability and good fit to the proposed model. Correlational analyses with additional measures of meaning, metapersonal self-construal, mysticism, religiosity, and social desirability offer support for construct and criterion-related validity. According to both intelligence criteria and current psychometric standards, findings validate the proposed model and measure of spiritual intelligence. Future directions are discussed

    Epaminondas: Exploring Combat Tactics

    Epaminondas is a two-person, zero-sum strategy game that combines long-term strategic play with highly tactical move sequences. The game has two unique features that make it stand out from other games. The first feature is the creation of phalanxes, which are groups of pieces that can move as a whole unit. As the number of pieces in a phalanx increases, the mobility and capturing power of the phalanx also increases. The second feature differs from many other strategy games: when a player makes a crossing, a winning move in the game, the second player has an opportunity to respond. This paper presents strategies and heuristics used in a Min-Max Alpha-Beta agent that plays at a novice level. Furthermore, it defines the state-space and game-tree complexities for Epaminondas. Finally, a new version of MCTS is implemented that uses the Alpha-Beta heuristic function during node selection to guide MCTS to more promising areas of the search tree. Additionally, in an effort to overcome the MCTS tactical weakness, the MCTS player implements the Alpha-Beta search once the game reaches 15 turns. Results show that the added heuristic value and the switch to Alpha-Beta for endgame play, positively impact the performance of MCTS, surpassing novice Alpha-Beta win ratios at certain time intervals
