    A Preliminary Study on Expanding and Financing State Water Development

    The effects of recent energy price increases, domestic inflation rates, financial market fluctuations, and changing public attitudes toward federally sponsored water resource development and management have brought economic and financial consideratiosn to the forefront of Western water management issues. Recently enacted federal policies place increased responsibility on the states and localities for the development and management of their water resources. A response common to many of the western states has been to stengthen traditional, and often small, water financing and development programs. In creating and sustaining such a posture, however, state governments must address the important questions pertaining to the economic and financial impact of greater state involvement, the distributional impacts of state taxing and lending programs, and the state social goals relating to such managerial involvement. The traditional and recently expanded water development programs of the State of Utah have been reviewed in the light of such management issues. The demand for state financing of water projects was addressed through an examination of economic indicators and an inventory of potential projects. State options for obtaining capital financing also were examined. This review indicates taht increased financing activity and the potential for increased concentration of water development project benefits to specific social groups have created a need for greater clarity in the legislative mandate and greater accounting and visibility of water project impacts through the use of improved economic and social evalution procedures. Moreover, in the absence of such safeguards, the continued investment of state funds might be considered premature and not always in the best interest of the state\u27s residents

The system can be configured to support specific software development applications using given programming languages, tools, and methodologies. Meta-tools are provided to ease configuration.     Electromagnetic semitransparent δ\delta-function plate: Casimir interaction energy between parallel infinitesimally thin plates

    We derive boundary conditions for electromagnetic fields on a δ\delta-function plate. The optical properties of such a plate are shown to necessarily be anisotropic in that they only depend on the transverse properties of the plate. We unambiguously obtain the boundary conditions for a perfectly conducting δ\delta-function plate in the limit of infinite dielectric response. We show that a material does not "optically vanish" in the thin-plate limit. The thin-plate limit of a plasma slab of thickness dd with plasma frequency ωp2=ζp/d\omega_p^2=\zeta_p/d reduces to a δ\delta-function plate for frequencies (ω=iζ\omega=i\zeta) satisfying ζd≪ζpd≪1\zeta d \ll \sqrt{\zeta_p d} \ll 1. We show that the Casimir interaction energy between two parallel perfectly conducting δ\delta-function plates is the same as that for parallel perfectly conducting slabs. Similarly, we show that the interaction energy between an atom and a perfect electrically conducting δ\delta-function plate is the usual Casimir-Polder energy, which is verified by considering the thin-plate limit of dielectric slabs.     Organizational Alternatives to Achieve Greater Uniformity in State-wide Water Rights Management in Utah

    In the distribution of water among users in the state of Utah there is lack of organizational uniformity. On some rivers, the state engineer is assisted by river sommissioners who have been appointed to measure and monitor water deliveries. On other rivers there are no comissioners; problems and disputes must be settled on a case by case basis by the state engineer. The responsibilities, arrangements, salaries, and methods of payment for commissioners vary from basin to basin. A more unifed distribution organization composed of state-employed water sommissioners would have several advantages over the existing system of commissioners employed by local water users. Advantages would include the development and retantion of a higher level of expertise, improved record keeping and reporting, more complete geographical coverage of river systems, and better balance of commissioner work loads. These advantages would come at a higher cost, but the impact on water users could be mitigated by dividing the cost of the system between the users and the general public in a dual financing arrangement

    Small Intestinal Cannabinoid Receptor Changes Following a Single Colonic Insult with Oil of Mustard in Mice

    Cannabinoids are known to be clinically beneficial for control of appetite disorders and nausea/vomiting, with emerging data that they can impact other GI disorders, such as inflammation. Post-inflammatory irritable bowel syndrome (PI-IBS) is a condition of perturbed intestinal function that occurs subsequent to earlier periods of intestinal inflammation. Cannabinoid 1 receptor (CB1R) and CB2R alterations in GI inflammation have been demonstrated in both animal models and clinically, but their continuing role in the post-inflammatory period has only been implicated to date. Therefore, to provide direct evidence for CBR involvement in altered GI functions in the absence of overt inflammation, we used a model of enhanced upper GI transit that persists for up to 4 weeks after a single insult by intracolonic 0.5% oil of mustard (OM) in mice. In mice administered OM, CB1R immunostaining in the myenteric plexus was reduced at day 7, when colonic inflammation is subsiding, and then increased at 28 days, compared to tissue from age-matched vehicle-treated mice. In the lamina propria CB2R immunostaining density was also increased at day 28. In mice tested 28 day after OM, either a CB1R-selective agonist, ACEA (1 and 3 mg/kg, s.c.) or a CB2R-selective agonist, JWH-133 (3 and 10 mg/kg, s.c.) reduced the enhanced small intestinal transit in a dose-related manner. Doses of ACEA and JWH-133 (1 mg/kg), alone or combined, reduced small intestinal transit of OM-treated mice to a greater extent than control mice. Thus, in this post-colonic inflammation model, both CBR subtypes are up-regulated and there is increased efficacy of both CB1R and CB2R agonists. We conclude that CBR remodeling occurs not only during GI inflammation but continues during the recovery phase. Thus, either CB1R- or CB2-selective agonists could be efficacious for modulating GI motility in individuals experiencing diarrhea-predominant PI-IBS

    Thermodynamical fingerprints of fractal spectra

    We investigate the thermodynamics of model systems exhibiting two-scale fractal spectra. In particular, we present both analytical and numerical studies on the temperature dependence of the vibrational and electronic specific heats. For phonons, and for bosons in general, we show that the average specific heat can be associated to the average (power law) density of states. The corrections to this average behavior are log-periodic oscillations which can be traced back to the self-similarity of the spectral staircase. In the electronic case, even if the thermodynamical quantities exhibit a strong dependence on the particle number, regularities arise when special cases are considered.     Excitations in confined helium

    We design models for helium in matrices like aerogel, Vycor or Geltech from a manifestly microscopic point of view. For that purpose, we calculate the dynamic structure function of 4He on Si substrates and between two Si walls as a function of energy, momentum transfer, and the scattering angle. The angle--averaged results are in good agreement with the neutron scattering data; the remaining differences can be attributed to the simplified model used here for the complex pore structure of the materials. A focus of the present work is the detailed identification of coexisting layer modes and bulk--like excitations, and, in the case of thick films, ripplon excitations. Involving essentially two--dimensional motion of atoms, the layer modes are sensitive to the scattering angle.Comment: Phys. Rev. B (2003, in press

    The SMAP Level 4 Carbon PRODUCT for Monitoring Terrestrial Ecosystem-Atmosphere CO2 Exchange

    The NASA Soil Moisture Active Passive (SMAP) mission Level 4 Carbon (L4_C) product provides model estimates of Net Ecosystem CO2 exchange (NEE) incorporating SMAP soil moisture information as a primary driver. The L4_C product provides NEE, computed as total respiration less gross photosynthesis, at a daily time step and approximate 14-day latency posted to a 9-km global grid summarized by plant functional type. The L4_C product includes component carbon fluxes, surface soil organic carbon stocks, underlying environmental constraints, and detailed uncertainty metrics. The L4_C model is driven by the SMAP Level 4 Soil Moisture (L4_SM) data assimilation product, with additional inputs from the Goddard Earth Observing System, Version 5 (GEOS-5) weather analysis and Moderate Resolution Imaging Spectroradiometer (MODIS) satellite data. The L4_C data record extends from March 2015 to present with ongoing production. Initial comparisons against global CO2 eddy flux tower measurements, satellite Solar Induced Canopy Florescence (SIF) and other independent observation benchmarks show favorable L4_C performance and accuracy, capturing the dynamic biosphere response to recent weather anomalies and demonstrating the value of SMAP observations for monitoring of global terrestrial water and carbon cycle linkages
