    Effects of Health Education on Substance Use in Adolescence: Implications for Policy

    Earlier versions of this paper were presented at the annual conference of American Educational Research Association, April 16-19, 1999, Western Psychological Association, April 29-May 2, and American Society of Addiction Medicine, November 7-9, 1998.The pattern of tobacco addiction, alcohol addiction, and drug addiction typically begin in teenage years. Young people begin smoking tobacco, drinking alcohol, and using substances for various psycho-social reasons. The first priority of policy-makers should be to prevent first use, and educate adolescents about addiction and health consequences of substance use. Social influences-based community prevention programs can significantly delay the onset of the tobacco and other substance use, and slow the rate of increase in substance use prevalence among whole populations of early adolescents. In this paper the effects of social influences-based community prevention programs is investigated from the longitudinal perspective. The analyses demonstrated the community prevention program positively affected adolescent substance use behavior. It was shown that the community based prevention trial resulted in a smaller rate of increase in substance use behavior in adolescence across all waves

    TrkB agonist antibody pretreatment enhances neuronal survival and long-term sensory motor function following hypoxic ischemic injury in neonatal rats

    Perinatal hypoxic ischemia (H-I) causes brain damage and long-term neurological impairments, leading to motor dysfunctions and cerebral palsy. Many studies have demonstrated that the TrkB-ERK1/2 signaling pathway plays a key role in mediating the protective effect of brain-derived neurotrophic factor (BDNF) following perinatal H-I brain injury in experimental animals. In the present study, we explored the neuroprotective effects of the TrkB-specific agonist monoclonal antibody 29D7 on H-I brain injury in neonatal rats. First, we found that intracerebroventricular (icv) administration of 29D7 in normal P7 rats markedly increased the levels of phosphorylated ERK1/2 and phosphorylated AKT in neurons up to 24 h. Second, P7 rats received icv administration of 29D7 and subjected to H-I injury induced by unilateral carotid artery ligation and exposure to hypoxia (8% oxygen). We found that 29D7, to a similar extent to BDNF, significantly inhibited activation of caspase-3, a biochemical hallmark of apoptosis, following H-I injury. Third, we found that this 29D7-mediated neuroprotective action persisted at least up to 5 weeks post-H-I injury as assessed by brain tissue loss, implicating long-term neurotrophic effects rather than an acute delay of cell death. Moreover, the long-term neuroprotective effect of 29D7 was tightly correlated with sensorimotor functional recovery as assessed by a tape-removal test, while 29D7 did not significantly improve rotarod performance. Taken together, these findings demonstrate that pretreatment with the TrkB-selective agonist 29D7 significantly increases neuronal survival and behavioral recovery following neonatal hypoxic-ischemic brain injury

    KHAN: Knowledge-Aware Hierarchical Attention Networks for Accurate Political Stance Prediction

    The political stance prediction for news articles has been widely studied to mitigate the echo chamber effect -- people fall into their thoughts and reinforce their pre-existing beliefs. The previous works for the political stance problem focus on (1) identifying political factors that could reflect the political stance of a news article and (2) capturing those factors effectively. Despite their empirical successes, they are not sufficiently justified in terms of how effective their identified factors are in the political stance prediction. Motivated by this, in this work, we conduct a user study to investigate important factors in political stance prediction, and observe that the context and tone of a news article (implicit) and external knowledge for real-world entities appearing in the article (explicit) are important in determining its political stance. Based on this observation, we propose a novel knowledge-aware approach to political stance prediction (KHAN), employing (1) hierarchical attention networks (HAN) to learn the relationships among words and sentences in three different levels and (2) knowledge encoding (KE) to incorporate external knowledge for real-world entities into the process of political stance prediction. Also, to take into account the subtle and important difference between opposite political stances, we build two independent political knowledge graphs (KG) (i.e., KG-lib and KG-con) by ourselves and learn to fuse the different political knowledge.     Cultivating Spirulina maxima: Innovative Approaches

    This chapter reports an annual production of Spirulina (Arthrospira) maxima in Ansan, South Korea (37.287Β°N, 126.833Β°E) with temperate four seasons climate for testing industrial application. Construction on pilot plant of semi-open raceway system (ORS) with each 20 ton culture volume has been established in early 2011 based on building information modeling (BIM). An optimized design of pilot culture system for microalgae scale-up culture in temperate area and details of culture was presented. In scale-up trials using two ORSs, the strain displayed satisfactory annual growth under batch condition. In an annual trial, average biomass concentration was recorded at 0.99Β Β±Β 0.16Β g/L, which showed stable productivity in a year. Maximum concentration was estimated at 1.418Β Β±Β 0.09Β g/L in August, while minimum production was estimated at 0.597Β Β±Β 0.05Β g/L in October. Despite insufficient solar radiation and nutrients, ORS was favorable for S. maxima production. The technical strategies contribute to the annual production of S. maxima in this region: controlling the culture temperature, reducing production cost, and retrospective climatic data-based BIM construction of the greenhouse. Consequently, pilot production of S. maxima was feasible in Korean climates, a region previously thought to be outside its geographic limits

    Image-to-Image Retrieval by Learning Similarity between Scene Graphs

    As a scene graph compactly summarizes the high-level content of an image in a structured and symbolic manner, the similarity between scene graphs of two images reflects the relevance of their contents. Based on this idea, we propose a novel approach for image-to-image retrieval using scene graph similarity measured by graph neural networks. In our approach, graph neural networks are trained to predict the proxy image relevance measure, computed from human-annotated captions using a pre-trained sentence similarity model. We collect and publish the dataset for image relevance measured by human annotators to evaluate retrieval algorithms. The collected dataset shows that our method agrees well with the human perception of image similarity than other competitive baselines.Comment: Accepted to AAAI 202

    Cross-Regulation between Oncogenic BRAFV600E Kinase and the MST1 Pathway in Papillary Thyroid Carcinoma

    BACKGROUND:The BRAF(V600E) mutation leading to constitutive signaling of MEK-ERK pathways causes papillary thyroid cancer (PTC). Ras association domain family 1A (RASSF1A), which is an important regulator of MST1 tumor suppressor pathways, is inactivated by hypermethylation of its promoter region in 20 to 32% of PTC. However, in PTC without RASSF1A methylation, the regulatory mechanisms of RASSF1A-MST1 pathways remain to be elucidated, and the functional cooperation or cross regulation between BRAF(V600E) and MST1,which activates Foxo3,has not been investigated. METHODOLOGY/PRINCIPAL FINDINGS:The negative regulators of the cell cycle, p21 and p27, are strongly induced by transcriptional activation of FoxO3 in BRAF(V600E) positive thyroid cancer cells. The FoxO3 transactivation is augmented by RASSF1A and the MST1 signaling pathway. Interestingly, introduction of BRAF(V600E)markedly abolished FoxO3 transactivation and resulted in the suppression of p21 and p27 expression. The suppression of FoxO3 transactivation by BRAF(V600E)is strongly increased by coexpression of MST1 but it is not observed in the cells in which MST1, but not MST2,is silenced. Mechanistically, BRAF(V600E)was able to bind to the C-terminal region of MST1 and resulted in the suppression of MST1 kinase activities. The induction of the G1-checkpoint CDK inhibitors, p21 and p27,by the RASSF1A-MST1-FoxO3 pathway facilitates cellular apoptosis, whereas addition of BRAF(V600E) inhibits the apoptotic processes through the inactivation of MST1. Transgenic induction of BRAF(V600E)in the thyroid gland results in cancers resembling human papillary thyroid cancers. The development of BRAF(V600E)transgenic mice with the MST1 knockout background showed that these mice had abundant foci of poorly differentiated carcinomas and large areas without follicular architecture or colloid formation. CONCLUSIONS/SIGNIFICANCE:The results of this study revealed that the oncogenic effect of BRAF(V600E) is associated with the inhibition of MST1 tumor suppressor pathways, and that the activity of RASSF1A-MST1-FoxO3 pathways determines the phenotypes of BRAF(V600E) tumors

    Estimating methane emissions in California's urban and rural regions using multitower observations

    We present an analysis of methane (CH_4) emissions using atmospheric observations from 13 sites in California during June 2013 to May 2014. A hierarchical Bayesian inversion method is used to estimate CH_4 emissions for spatial regions (0.3Β° pixels for major regions) by comparing measured CH_4 mixing ratios with transport model (Weather Research and Forecasting and Stochastic Time-Inverted Lagrangian Transport) predictions based on seasonally varying California-specific CH_4 prior emission models. The transport model is assessed using a combination of meteorological and carbon monoxide (CO) measurements coupled with the gridded California Air Resources Board (CARB) CO emission inventory. The hierarchical Bayesian inversion suggests that state annual anthropogenic CH_4 emissions are 2.42 ± 0.49 Tg CH_4/yr (at 95% confidence), higher (1.2–1.8 times) than the current CARB inventory (1.64 Tg CH_4/yr in 2013). It should be noted that undiagnosed sources of errors or uncaptured errors in the model-measurement mismatch covariance may increase these uncertainty bounds beyond that indicated here. The CH_4 emissions from the Central Valley and urban regions (San Francisco Bay and South Coast Air Basins) account for ~58% and 26% of the total posterior emissions, respectively. This study suggests that the livestock sector is likely the major contributor to the state total CH_4 emissions, in agreement with CARB's inventory. Attribution to source sectors for subregions of California using additional trace gas species would further improve the quantification of California's CH_4 emissions and mitigation efforts toward the California Global Warming Solutions Act of 2006 (Assembly Bill 32)

    Flexural behavior of concrete beams with steel bar and FRP reinforcement

    The purpose of this paper is to investigate the flexural behaviour of concrete beams with deformed steel bars and FRP bars for reinforcement. From experimental and analytical works, stiffness, crack, strength, and deflection behaviour was analysed and compared with ACI318 and ACI440. There were six specimens, which were tested by the variables of reinforcement combination (steel-steel, steel-GFRP, steel-CFRP) and concrete strength (40Β MPa, 60Β MPa). Test results showed that specimens with steel-FRP reinforcements had two times higher strength than the specimens with steel-steel reinforcements and that deflection of specimens was similar. Nominal flexural strengths of specimens by ACI318 and ACI440 were 113Β ~Β 142% of flexural strengths by the test. From finite element analysis, the reliability of the analysis was demonstrated by comparison between appropriate analysis model and test results

    Status externalities and low birth rates in Korea

    East Asians, especially South Koreans, appear to be preoccupied with their offspring's education---most children spend time in expensive private institutes and in cram schools in the evenings and on weekends. At the same time, South Korea currently has the lowest total fertility rate in the world. In this paper, we propose a theory with status externalities and endogenous fertility that connects these two facts. Using a quantitative heterogeneous-agent model calibrated to Korea, we find that fertility would be 16% higher in the absence of the status externality. Furthermore, childlessness in the poorest quintile would fall from five to less than one percent. We then explore the effects of various government policies. A pro-natal transfer increases fertility and reduces education while an education tax reduces both education and fertility, with heterogeneous effects across the income distribution. The policy mix that maximizes the current generation's welfare consists of an education tax of 12% and moderate pro-natal transfers---a monthly child allowance of 3% of average income for 18 years. This would raise average fertility by about 5% and decrease education spending by 16%.
