The Janus Nature of Human Rights in Iran: Understanding Progress and Setbacks on Human Rights Protections since the Revolution
There have been serious concerns raised both internally and externally about human rights violations in Iran over the past 30 years. Is there any reason to believe there will be an improvement in the protection of human rights in the future? Risse and Sikkink have suggested that states can be socialized to improve at least part of their human rights record. They argue that Western states, advocacy networks, and international norms can have a positive impact on rights of personal integrity in most if not all non-Western developing countries. Will Iran be socialized to improve its human rights record? This chapter examines both the progress on and the violations of human rights in Iran over the past 30 years. I want to explain why the Islamic regime has restricted the basic rights of its citizens, as well as what accounts for the progress made on some second generation rights. To see further improvements in the protection of human rights this chapter suggests that minimizing threats is a necessary step for further progress. Therefore, this chapter examines Iranâs human rights record in the framework of the interplay of international human rights norms and perceived threats
The role of non-governmental organisations in the management of separated and unaccompanied children, following disasters in Iran
<p>Abstract</p> <p>Background</p> <p>Following disasters, separated and unaccompanied children are among the most vulnerable, therefore international organisations have formed guidelines regarding the management of these children. Guidelines include recommendations for identifying and registering children, tracing family members, reunification and arrangements for interim and durable care. There is a lack of experiential evidence on how these principles are put into practice at operational levels, and whether existing policies were useful. There is a particular lack of empirical evidence from the disaster prone country of Iran. The aim of this study was to describe the role of Non- Governmental Organisations (NGOs) in the management of separated and unaccompanied children, following disasters in Iran in order to plan for and provision of future disasters.</p> <p>Findings</p> <p>The Iranian Red Crescent Organisation, Committee Emdad Imam Khomeini (a national organisation unique to Iran that is protected by the government and supported by public contributions) and Behzisti (the government welfare organisation in Iran) are the main figures involved in the management of separated and unaccompanied children, following disasters in Iran. NGOs are rarely responsible for caring for unaccompanied children, however they provide valuable support including financial assistance, arrangement of educational and extra-curricular activities and psychosocial support. Following the initial chaos after the Bam earthquake, international guidelines on separated and unaccompanied children were largely followed.</p> <p>Conclusions</p> <p>Systems for managing separated and unaccompanied children following disasters in Iran, involving NGOs, are emerging. However, most are yet to be formalised.</p
Religious secularity
Despite its promises, the Islamic state of Iran has systematically prioritized political considerations over religious precepts, inadvertently generating a reformist religious discourse that challenges the very foundations of the Islamic state. This article conceptualizes the religious secularity discourse and the paradoxes ingrained in the Islamic state. The religious secularity discourse rejects the notion that Islamic holy texts offer a blueprint for governance and calls for the secular democratic state to realize the core principle of Islam: justice [Adl]. Towards this end, inclusive secular democratic principles champion a socio-political polity conducive to the cultivation of genuine religiosity, whereby faith and religious practices are free of coercion by fellow citizens or state institutions. By blurring the boundary between the religious and the secular and challenging the religious secular dichotomy, religious secularity highlights the relevance and possibility of harmonizing Islamic and inclusive secular democratic principles
