Based on that result, the expert do a research about The effectiveness ofacceptance Land and Building Tax in Pekanbaru . the problem is how Theeffectiveness of acceptance Land and Building Tax at DIPENDA, Pekanbaru andwhat factors are obstruct it. The purpose of this research is to know the effectivenessof acceptance Land and Building Tax at DIPENDA in Pekanbaru and what factorsare obstruct it. This research use qualitative descriptive method with technique ofcollecting data is observation and interviewing is getting from informant that havebeen chosen based on Snowball sampling technique. The result of analyze the datafrom qualitative descriptive method find that acceptance Land and Building Tax atDIPENDA, Pekanbaru is not effective yet, because from reanalyze of taxing dutystill is not effective yet, and also giving claim actively from warning and in giving atarget is not suitable. The reason is lack of realization in society, less of humanresource and less of discipline in giving a claim and double owning tax

Factors Affecting Implementation of Oil Palm Plantation Revitalization Program in the Village of Tapung Jaya Subdistrict Tandun Rokan Hulu District. Efforts to encourage the real sector through public welfare program is one of them through Oil Palm Plantation Revitalization Program. The purpose of this study is to is to determine the factors that affect the implementation of the Oil Palm Plantation Revitalization Program in the village of Tapung Jaya Subdistrict Tandun Rokan Hulu District. The concept of the theory is that researchers use public policy,public policy implementation and plantation revitalization program. This study used qualitative research methods to the assessment of descriptive data. In collecting the data, the researcher used interview techniques, observation and documentation. By using key informants as a source of information and analysis of the data using descriptive qualitative method. The results of this study indicate that the factors that influence Revitalization Program Implementation in Oil Palm Plantation Village of Tapung Jaya Subdistrict Tandun Rokan Hulu District is still a lack of clarity of the information received by the program managers , as well as the lack of facilities to support the implementation of the program, incentives are still less , and participation of the community as the target program is not maximized so that the implementation of the Oil Palm Plantation Village Revitalization in the village of Tapung Jaya Subdistrict Tandun Rokan Hulu District has not run optimally .Key Word: Public Policy, Implementation, Plantation Revitalization Program

Indicator used at this research is according to theory concept of Zeithaml saying that service can be measured with indicator as following : Realibility, Responsive, Insurance, Emphaty, Including, indicator to know resistor in execution of service. Research method have the caracter of Qulitative descriptive, data collecting used by observatation method and interview. Pembahasan Rancangan Anggaran Pendapatan dan Belanja Daerah dalam Percepatan Pembangunan Infrastruktur Jalan Tahun Anggaran 2013

Drafting the Regional Budget authority is a form of attention from the local government as well Indragiri Hulu in addressing road infrastructure damage. The research was conducted at Parliaments office and the Office of Local Government participating Indragiri Hulu discuss RAPBD road infrastructure. The purpose of this studywas to determine the discussion draft Regional Budget (RAPBD) to accelerate the development of road infrastructure Indragiri Hulu fiscal year 2013. This research uses descriptive qualitative method. Data were obtained from the interview data, documentary studies, and field observations. Informants in this study are related parties to the discussion RAPBD road infrastructure using the snowball method. The results showed that the fund will determine the achievement of the development of road infrastructure. Lack of budget for the construction of roads lead to road infrastructure development level is only about 3-5% every year. Additionally musrenbang activity only partially understood by the public. The BPPPAKB is one of the leading institution of Riau Province in realizing justice and gender equality in all development in Riau Province. The application of the gender mainstreaming is instructed to all ministries of national government. The aim of this research is to know and analyze the function and factors which influence the BPPPAKB of Riau province in executing the Presidential Instruction No. 9 Year 2000 About Gender Mainstreaming In National Development. The result of this research show that the function of BPPPAKB of Riau province in executing that presidential instruction is not maximal yet. From the data it can be seen that there wewe a gap in fulfiling the basic right between male and female also, it ca be clearly seen that some of government buildings are gender bias meanwhile, the factors that influence the BPPPAKB of Riau province in executing that presidential instruction were the existanc of patrialism culture in our society, especially on those who took policy; weak socialization about gender mainstreaming from the chairperson to the staff, the existence of ego sectoral; disaggregated data; and the stereotype that gender mainstreaming is identical to the female.
