    China’s recently enacted Anti-Monopoly Law has received much academic attention. In particular, many articles and comments have been written about Article 31 of the Anti-Monopoly Law, a provision on national security review of foreign mergers and acquisitions of domestic companies. The provision has often been labelled as draconian and protectionist. This paper argues that Article 31 is not necessarily so. Article 31 is actually, to a large extent, in line with the national security provisions found in liberal economies. By taking a comparative approach, this paper will demonstrate the similarities between the national security laws in China and the United States, challenging common misconceptions

    HFR Code: A Flexible Replication Scheme for Cloud Storage Systems

    Fractional repetition (FR) codes are a family of repair-efficient storage codes that provide exact and uncoded node repair at the minimum bandwidth regenerating point. The advantageous repair properties are achieved by a tailor-made two-layer encoding scheme which concatenates an outer maximum-distance-separable (MDS) code and an inner repetition code. In this paper, we generalize the application of FR codes and propose heterogeneous fractional repetition (HFR) code, which is adaptable to the scenario where the repetition degrees of coded packets are different. We provide explicit code constructions by utilizing group divisible designs, which allow the design of HFR codes over a large range of parameters. The constructed codes achieve the system storage capacity under random access repair and have multiple repair alternatives for node failures. Further, we take advantage of the systematic feature of MDS codes and present a novel design framework of HFR codes, in which storage nodes can be wisely partitioned into clusters such that data reconstruction time can be reduced when contacting nodes in the same cluster.Comment: Accepted for publication in IET Communications, Jul. 201

    Pseudo-solidification of dredged marine soils with cement - fly ash for reuse in coastal development

    The dislodged and removed sediments from the seabed, termed dredged marine soils, are generally classified as a waste material requiring special disposal procedures. This is due to the potential contamination risks of transporting and disposing the dredged soils, and the fact that the material is of poor engineering quality, unsuitable for usage as a conventional good soil in construction. Also, taking into account the incurred costs and risk exposure in transferring the material to the dump site, whether on land or offshore, it is intuitive to examine the possibilities of reusing the dredged soils, especially in coastal development where the transportation route would be of shorter distance between the dredged site and the construction location. Pseudo-solidification of soils is not a novel idea though, where hydraulic binders are injected and mixed with soils to improve the inherent engineering properties for better load bearing capacity. It is commonly used on land in areas with vast and deep deposits of soft, weak soils. However, to implement the technique on the displaced then replaced dredged soil would require careful study, as the material is far more poorly than their land counterparts, and that the deployment of equipment and workforce in a coastal environment is understandably more challenging. The paper illustrates the laboratory investigation of the improved engineering performance of dredged marine soil sample with cement and fly ash blend. Some key findings include optimum dosage of cement and fly ash mix to produce up to 30 times of small strain stiffness improvement, pre-yield settlement reduction of the treated soil unaffected by prolonged curing period, and damage of the cementitious bonds formed by the rather small dosage of admixtures in the soil post-yield. In short, the test results show a promising reuse potential of the otherwise discarded dredged marine soils

    Age-Specific Variation in Adult Mortality Rates in Developed Countries

    This paper investigates historical changes in both single-year-of-age adult mortality rates and variation of the single-year mortality rates around expected values within age intervals over the past two centuries in 15 developed countries. We apply an integrated Hierarchical Age-Period-Cohort—Variance Function Regression Model to data from the Human Mortality Database. We find increasing variation of the single-year rates within broader age intervals over the life course for all countries, but the increasing variation slows down at age 90 and then increases again after age 100 for some countries; the variation significantly declined across cohorts born after the early 20th century; and the variation continuously declined over much of the last two centuries but has substantially increased since 1980. Our further analysis finds the recent increases in mortality variation are not due to increasing proportions of older adults in the population, trends in mortality rates, or disproportionate delays in deaths from degenerative and man-made diseases, but rather due to increasing variations in young and middle-age adults
