Politikrelevante Nachhaltigkeitsforschung : Anforderungsprofil fĂŒr Forschungsförderer, Forschende und Praxispartner aus der Politik zur Verbesserung und Sicherung von ForschungsqualitĂ€t - ein Wegweiser
Research aimed at helping to solve pressing societal problems must meet specific quality requirements: The knowledge it produces must not only be sound but also useable. This is particularly true of research that aims at bringing specific knowledge to bear on policy issues relating to sustainable development. This guide provides detailed actor-specific requirements profiles for this type of âpolicy relevant sustainability research.â
This guide is aimed at research funding agencies and contracting entities, researchers themselves and policymakers1 who participate directly in the research process. It can be used both for cases where the research funding agency/contracting entity and the policymaker are different institutions or where they are identical. However, policy consulting by specialized agencies that do not perform original research is not addressed.
The requirements profiles serve two functions. First of all, they should function as a guide for the three stakeholder groups, aiding them in their efforts to increase and ensure the quality of research processes and research outcomes. And, secondly, they should improve the reflexive communication among stakeholders regarding the means and the goals of research...
The results presented here are part of a research and development project (Research Code Number: 3711 11 701) funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and the German Federal Environment Agency (UBA). The project was carried out by the Institute for Social-Ecological Research (ISOE, project management), the Institute for Ecological Economy Research and the Environmental Policy Research Center for of the Freie UniversitÀt Berlin (FFU) (project duration: 09/2011-01/2013).
The aim of the project was to develop concepts that can be used to increase the relevance of sustainability research for the design of environmental policy in Germany. In addition to the requirements profiles for a policy relevant sustainability research presented in this guide, recommendations, based on empirical studies, have been developed regarding how the coordination between different government departments with respect to funding such research can be optimized. Die im Detail ausgearbeiteten Anforderungen haben zwei Funktionen. Die hier vorgestellten Ergebnisse wurden im Rahmen eines vom Bundesministe-rium fĂŒr Umwelt, Naturschutz und Reaktorsicherheit (BMU) und dem Umwelt-bundesamt (UBA) finanzierten Forschungs- und Entwicklungsvorhabens erarbeitet (Forschungskennzahl 3711 11 701). Das Vorhaben wurde vom Institut fĂŒr sozial-ökologische Forschung (ISOE, Vorhabenleitung), dem Institut fĂŒr ökologische Wirt-schaftsforschung (IĂW) und dem Forschungszentrum fĂŒr Umweltpolitik der Freien UniversitĂ€t Berlin (FFU) durchgefĂŒhrt (Laufzeit: 09/2011â01/2013).
Ziel des Vorhabens war es, Konzepte zu entwickeln, mit deren Hilfe die Relevanz der Nachhaltigkeitsforschung fĂŒr die Gestaltung von Umweltpolitik in Deutschland erhöht werden kann. Neben dem hier vorgestellten Anforderungsprofil fĂŒr eine politikrelevante Nachhaltigkeitsforschung wurden auf Basis empirischer Erhebun-gen auch Empfehlungen erarbeitet, wie die Abstimmung zwischen verschiedenen Bundesressorts bei der Förderung von Nachhaltigkeitsforschung optimiert werden kann. Ledoux-Convection in Protoneutron Stars --- a Clue to Supernova Nucleosynthesis?
Two-dimensional hydrodynamical simulations of the deleptonization of a newly
formed neutron star were performed. Driven by negative lepton fraction and
entropy gradients, convection starts near the neutrinosphere about 20-30 ms
after core bounce, but moves deeper into the protoneutron star, and after about
one second the whole protoneutron star is convective. The deleptonization of
the star proceeds much faster than in the corresponding spherically symmetrical
model because the lepton flux and the neutrino luminosities increase by up to a
factor of two. The convection below the neutrinosphere raises the
neutrinospheric temperatures and mean energies of the emitted neutrinos by
10-20%. This can have important implications for the supernova explosion
mechanism and changes the detectable neutrino signal from the Kelvin-Helmholtz
cooling of the protoneutron star. In particular, the enhanced electron neutrino
flux relative to the electron antineutrino flux during the early post-bounce
evolution might solve the overproduction problem of certain elements in the

Partial Covering Interpretation of the X-Ray Spectrum of the NLS1 1H 0707-495
The X-ray spectrum of 1H 0707-495 obtained with XMM-Newton showing a deep
flux drop at ~7 keV (Boller et al. 2002) is studied based on the partial
covering concept. The previously inferred extreme iron overabundance can be
reduced down to ~3x solar if the hard component gradually steepens at high
energies. The spectral shape supports that 1H 0707-495 is an AGN analogue of
the galactic black-hole binaries in the soft state. Interpreting the soft
excess as the emission from an optically-thick disk, the minimum black hole
mass M is estimated to be 2 x 10^6 solar masses from the intrinsic luminosity
corrected for partial covering. Based on the slim disk model, the observed disk
temperature implies that the luminosity is close to the Eddington limit. The
rapid and large flux variations with little change in the spectral shape can
also be explained, if not all, as due to changes in the partial covering
fraction. Partial covering may account for the large variability

Capital Mobility for Developing Countries May Not Be So High
International capital flows to developing countries have taken on considerable policy importance in recent years. There is disagreement, however, about whether financial capital mobility has become so high that developing countries have little ability to sterilize capital flows. This paper reviews several popular methods of estimating the degree of capital mobility for developing countries and shows that they are subject to potentially important upward biases due to inappropriate assumptions concerning the roles of domestic inflation and sterilization. The role of military directors in holding the CEO accountable for poor firm performance
Research Summary
Why do some boards of directors dismiss the CEO when a firm performs poorly, while others do not? We argue that military directorsâoutside directors with military backgroundsâon the board increase the likelihood of CEO dismissal under lowâperformance conditions. Military service instills a lifelong system of values and beliefs related to accountabilityâthe obligation to accept responsibility for one's own actions and outcomesâwhich leads military directors to attribute low performance to the CEO and hold the CEO strictly accountable for such performance. This argument is supported by extensive quantitative data on CEO dismissal in publicly listed firms and qualitative data obtained from interviews with military directors who have served on boards of those firms.
Managerial Summary
Military directorsâoutside directors with military backgroundsâfrequently occupy seats on the boards of publicly listed firms in the United States. Military service instills an enduring system of values and beliefs rooted in accountability, which, we argue, makes military directors more inclined to attribute performance shortfalls to the CEO and advocate for more rigorous CEO accountability, resulting in CEO dismissal. Our argument is supported by quantitative data on CEO dismissals within publicly listed firms and qualitative data derived from interviews with military directors who have served on boards of those firms. Our findings underscore that principles ingrained via military service may influence corporate governance, particularly one of its core components: executive accountability
Standardization: Bridging the Gap Between Economic and Social Theory
This article examines the dynamics of inter- and intra-firm networks in technical standard setting initiatives, and how complex social networks align in these initiatives. Specifically, we argue that in standardization, complex economic and social interactions are blended. In standardization activities, firm behavior and the behavior of individuals within firms is best explained through an integration of social, political, and economic perspectives. In this article we use two main bodies of theory. First, we draw on the economic literature on standard setting and alliance formation. Second we use social network theory to complement economic arguments. In this paper we integrate streams of literature on the creation and diffusion of technical standards from industrial organization economics, strategic management, and innovation economics with recent literature concerning the social construction of technology in order to analyze the process of standard setting. We develop our arguments with the help of three in-depth case studies of standardization initiatives in the telecommunications industry. Two case studies are in the realm of telecommunications infrastructure. The third case study analyzes the standardization of a wireless data link. The cases can be characterized as examples of the successful creation of both de facto and de jure standards
