    Stable Wage Distribution in Japan, 1982-2002: A Counter Example for SBTC?

    Wage distribution has been nearly stable in Japan for the last two decades, contrary to findings in the US, Canada, and the UK. The change in wage distribution during this period was almost completely caused by a distributional change in worker attributes. This implies that skill prices were very stable between 1982 and 2002. Both demand and supply for skilled workers have increased because of skill-biased technological change (SBTC), a rise in the number of college-educated workers induced by educational policy changes, and the aging of the population. In the balance of shifts in demand and supply, the skill price has been stable. Industries that experienced rapid computerization also experienced workers' skill upgrading. We find evidence consistent with SBTC.

    Is Minimum Wage an Effective Anti-Poverty Policy in Japan?

    This paper considers whether minimum wage is a well-targeted anti-poverty policy by examining the backgrounds of minimum-wage workers, and whether raising the minimum wage reduces employment for unskilled workers. An examination of micro data from a large-scale government household survey, the Employment Structure Survey (Shugyo Kozo Kihon Chosa), reveals that about half of minimum-wage workers belong to households with annual incomes of more than 5 million yen as a non-head of household. A regression analysis indicates that an increase in the minimum wage moderately reduces the employment of male teenagers and middle-aged, married females, while it encourages the employment of high school age youth.

    Exploring Learning Problems of Filipino Nurse Candidates Working in Japan: Based on the Results of a Practice National Board Examination of Japan Given in English

    This article investigates the status of the education and training of Filipino nurse candidates who have been working in Japan under the Japan-Philippine Economic Partnership Agreement (JPEPA). A survey was conducted among Filipino nurse candidates, using a practice examination based on the English version of Japan’s National Board Examination for Registered Nurses in 2009. Categorized by area, the mean correct answer rate for nursing-related questions ranged between 61% and 73%; the rate for questions concerning basic knowledge of body functions and diseases ranged between 55% and 57%. There was a large gap in terms of the results of the examination between those who had previously seen the exam questions and those who had never seen them. While 57.1% of those who had previously seen the questions satisfied the acceptance criteria, only 23.7%of those who had never viewed the test satisfied it. Based on these results, the factors which serve as obstacles that Filipino nurse candidates encounter in passing the national examination include not only difficulties in acquiring Japanese proficiency but also differences between Japan and the Philippines in respect to the nursing education curriculum and basic nursing policies

    Higher-Order Allan Variance for Atomic Clocks of Arbitrary Order

    In this paper, we perform a time-domain analysis of the higher-order Allan variance for atomic clock models of arbitrary order. Adopting a standard atomic clock model where the time series of the clock reading deviation is expressed as a Wiener or integrated Wiener process, we define the higher-order Allan variance as the mean squared higher-order difference of the clock reading deviation. The main results of this paper are threefold. First, we prove that the higher-order difference operation of the clock reading deviation, which can be interpreted as a linear aggregation with binomial coefficients, is not only sufficient, but also necessary for a resulting aggregated time series to be an independent and identically distributed Gaussian process. Second, we derive a complete analytical expression of the higher-order Allan variance, which consists of both time-dependent and time-independent terms. Third and finally, we prove that the higher-order Allan variance is time-independent if and only if the order of difference operation is greater than or equal to the order of the atomic clock model

    Assessment of inhibition with the Go/No-Go Task

    Young, Sutherland, and McCoy indicated that a Go/No-Go Task (GNG) becomes more difficult as the inter-stimulus intervals (ISIs) becomes shorter. However, is the number of commission errors under extremely short ISIs a useful metric for assessing response inhibition? This study challenges the assumption that a shorter ISI in the GNG enables better assessment of response inhibition. University students (N = 213) completed the GNG, the Conners Continuous Performance Test 3rd Edition (CCPT), and the Modified Stroop Task. The GNG comprised four blocks of 400, 600, 800, and 1000 ms ISIs, whereas the stimulus presentation was fixed at 250 ms. Consistent with Young et al., shorter ISIs in the GNG resulted in more commission errors. In the block with the shortest ISI, participants also failed more frequently in responses in go trials than in the other blocks, which appears to increase in error variance of commission errors. Consistent with this interpretation, the association between the number of commission errors in the block with 400 ms ISI and CCPT performance was weaker than those between the number of commission errors in other blocks and CCPT performance. It is concluded that using the number of commission errors in the condition with extremely short ISIs in the GNG might be inappropriate for assessing response inhibition

    Response inhibition deficits are positively associated with trait rumination, but attentional inhibition deficits are not : aggressive behaviors and interpersonal stressors as mediators

    Previous findings on relationships between inhibition that is a core executive function, and trait rumination have been inconsistent. This inconsistency could be overcome by investigating the association between rumination and the two subcomponents of inhibition: response inhibition and attentional inhibition. This study examined whether and how response inhibition and attentional inhibition were related to rumination as well as worry. University students in Japan (N = 213) conducted the Go/No-Go Task and the Modified Stroop Task. They also completed self-report measures of depression, trait rumination, trait worry, stressors, and aggressive behaviors. Results indicated that response inhibition deficits were positively associated with trait rumination, and this association was mediated by increases in aggressive behaviors and interpersonal stressors. The associations between these variables remained significant even after controlling for depression level. There were no significant direct or indirect associations between attentional inhibition deficits and rumination. These results suggest that response inhibition deficits, among the subcomponents of inhibition, have an indirect positive association with rumination through interpersonal processes. Results also showed nonsignificant differences between rumination and worry in the magnitude of correlation coefficients with the two subcomponents of inhibition. Therefore, it remains unclear whether the positive association with response inhibition is unique to rumination

    Molecular response of Deinococcus radiodurans to simulated microgravity explored by proteometabolomic approach

    Regarding future space exploration missions and long-term exposure experiments, a detailed investigation of all factors present in the outer space environment and their effects on organisms of all life kingdoms is advantageous. Influenced by the multiple factors of outer space, the extremophilic bacterium Deinococcus radiodurans has been long-termly exposed outside the international Space Station in frames of the tanpopo orbital mission. the study presented here aims to elucidate molecular key components in D. radiodurans, which are responsible for recognition and adaptation to simulated microgravity. D. radiodurans cultures were grown for two days on plates in a fast-rotating 2-D clinostat to minimize sedimentation, thus simulating reduced gravity conditions. Subsequently, metabolites and proteins were extracted and measured with mass spectrometry-based techniques. our results emphasize the importance of certain signal transducer proteins, which showed higher abundances in cells grown under reduced gravity. these proteins activate a cellular signal cascade, which leads to differences in gene expressions. Proteins involved in stress response, repair mechanisms and proteins connected to the extracellular milieu and the cell envelope showed an increased abundance under simulated microgravity. focusing on the expression of these proteins might present a strategy of cells to adapt to microgravity conditions
