    In recent times, public bodies are adopting IaaS solutions for deploying online governmental services. A sufficient number are adopting private cloud solutions while others hybrid or public offerings, making the necessity of a Cloud Orchestrator highly imperative. In this paper, the STRATEGIC Cloud Orchestrator is presented which targets deployment services in multi-cloud providers. The Cloud Orchestrator architecture and design have been developed using a purely top-down approach, driven by user requirements coming from the three different European Municipalities (London Borough of Camden-UK, Genoa-IT and Stari Grad-SR) that will adopt the STRATEGIC solution.     Email, interoperability service utility, SME cooperation, recommendation As most SMEs utilize email for conducting business, email-based interoperability solutions for SMEs can have a profound effect on their business. This paper presents a utility-like system to support specialized SMEs to improve their business via emails by providing system, semantic and process interoperability solutions for individual SMEs and network of cooperative SMEs. We describe the concept of Email-based Interoperability Service Utility (EISU) and a software framework that provides almost zero cost interoperability solutions.
