From the Warehouse to the Deathbed: Challenging the Conditions of Mass Death in Prison
The purpose of this project is to analyze the crisis of mass incarceration by placing the conditions faced by elderly, terminally ill, and dying prisoners, as its main point of focus. Much of this crisis was built through post-1970s American penal policies which set in place tough sentencing laws, increased prosecutorial power, and ultimately, led to a significant growth in the prisoner population. Today, elderly and terminally ill prisoners make up the fastest growing population inside of prisons. Few of these prisoners are approved for early release, and instead die while incarcerated. This has resulted in a condition of mass death within a system of mass incarceration. In order to manage the crisis of mass death, many prisons have constructed specialized hospice care units, internal to the prison facility. As the practice of providing hospice care inside of prisons becomes more and more commonplace, it is crucial to document their functions. The following project attempts to provide a critical analysis of the origins of prison-hospice care, the benefits and limitations of these facilities, and the experiences of prisoners within these spaces. Ultimately, this project seeks to highlight the conditions which have naturalized mass death inside of American prisons, and invites its readers to look beyond the horizon of mass incarceration
Who Should Bear the Administrative Costs of an Emissions Tax?
All environmental policies involve administrative costs, the costs of implementing and managing policies that extend beyond abatement costs. We examine theoretically the optimal distribution of these costs between the public and regulated sources of pollution. The distribution of administrative costs affects social welfare only if public funds are more expensive than private funds, or if the distribution of administrative costs affects the size of a regulated industry. If having the public take on a larger part of administrative costs increases the size of the industry and this does not lead to lower emissions for a given emissions tax, then it is optimal to make the pollution sources bear all of the administrative costs. A Note on Emissions Taxes and Incomplete Information
In contrast with what we perceive is the conventional wisdom about setting emissions taxes under uncertainty, we demonstrate that setting a uniform tax equal to expected marginal damage is not generally efficient under incomplete information about firms’ abatement costs and damages from pollution. We show that efficient taxes will deviate from expected marginal damage if there is uncertainty about the slopes of the marginal abatement costs of regulated firms. Moreover, efficient emissions tax rates will vary across firms if a regulator can use observable firm-level characteristics to gain some information about how the firms’ marginal abatement costs vary.Emissions Taxes, Incomplete Information, Uncertainty
Generic hypersonic vehicle performance model
An integrated computational model of a generic hypersonic vehicle was developed for the purpose of determining the vehicle's performance characteristics, which include the lift, drag, thrust, and moment acting on the vehicle at specified altitude, flight condition, and vehicular configuration. The lift, drag, thrust, and moment are developed for the body fixed coordinate system. These forces and moments arise from both aerodynamic and propulsive sources. SCRAMjet engine performance characteristics, such as fuel flow rate, can also be determined. The vehicle is assumed to be a lifting body with a single aerodynamic control surface. The body shape and control surface location are arbitrary and must be defined. The aerodynamics are calculated using either 2-dimensional Newtonian or modified Newtonian theory and approximate high-Mach-number Prandtl-Meyer expansion theory. Skin-friction drag was also accounted for. The skin-friction drag coefficient is a function of the freestream Mach number. The data for the skin-friction drag coefficient values were taken from NASA Technical Memorandum 102610. The modeling of the vehicle's SCRAMjet engine is based on quasi 1-dimensional gas dynamics for the engine diffuser, nozzle, and the combustor with heat addition. The engine has three variable inputs for control: the engine inlet diffuser area ratio, the total temperature rise through the combustor due to combustion of the fuel, and the engine internal expansion nozzle area ratio. The pressure distribution over the vehicle's lower aft body surface, which acts as an external nozzle, is calculated using a combination of quasi 1-dimensional gas dynamic theory and Newtonian or modified Newtonian theory. The exhaust plume shape is determined by matching the pressure inside the plume, calculated from the gas dynamic equations, with the freestream pressure, calculated from Newtonian or Modified Newtonian theory. In this manner, the pressure distribution along the vehicle after body expansion surface is then determined. The aerodynamic modeling, the engine modeling, and the exhaust plume analysis are described in more detail. A description of the computer code used to perform the above calculations is given and an input/output example is then given. The computer code is available on a Macintosh floppy disk
Controlling Urban Air Pollution Caused by Households: Uncertainty, Prices, and Income
We examine the control of air pollution caused by households burning wood for heating and cooking in the developing world. Since the problem is one of controlling emissions from nonpoint sources, regulations are likely to be directed at household choices of wood consumption and combustion technologies. Moreover, these choices are subtractions from, or contributions to, the pure public good of air quality. Consequently, the efficient policy design is not independent of the distribution of household income. Since it is unrealistic to assume that environmental authorities can make lump sum income transfers part of control policies, efficient control of air pollution caused by wood consumption entails a higher tax on wood consumption and a higher subsidy for more efficient combustion technologies for higher income households. Among other difficulties, implementing a policy to promote the adoption of cleaner combustion technologies must overcome the seemingly paradoxical result that efficient control calls for higher technology subsidies for higher income households.efficiency, urban air pollution, nonpoint pollution, environmental policy, uncertainty
“PRE-PACKAGED SOVEREIGNTY”: THE FALLACY OF INDIAN SELF-DETERMINATION IN THE BUREAU OF INDIAN AFFAIRS (BIA) TRIBAL SOCIAL SERVICES PROGRAMS
This thesis examines the Bureau of Indian Affairs (BIA) tribal social services programs in New Mexico Native reservation communities. I rely on interviews with current/former BIA social workers and administrators to contextualize my analysis, while revealing the limits of existing social work scholarship and offering recommendations for future scholarship and community work. Using critical Indigenous studies and feminisms along with critical social work, I advance two primary arguments. The first is, despite the so-called self-determination era, the Bureau of Indian Affairs (BIA) functions as a settler colonial administration that diminishes tribal sovereignty and perpetuates racist and gendered violence. The capacity for tribes to contract through the Indian Self Determination and Educational Assistance Act (ISDEAA) of 1975 is not the promise of self-determination, but the maintenance of white possessive logics and white normativity in the name of Indian welfare and rehabilitation. Secondly, rather than reforming BIA tribal programs, it is necessary for each tribal community to reestablish their cultural social networks and programs that are guided by their Indigenous justice systems and traditional practices of healing and kinship. By privileging and prioritizing, Indigenous justice systems, traditional practices of healing and kinship within tribal programs and communities, tribes can materialize the newest iteration of self-determination outside of American jurisprudence and white normativity discourses. Moreover, they can directly refuse settler colonial administrative domination over our most valuable community members, our Indigenous children
The Optimal Pricing of Pollution When Enforcement is Costly
We consider the pricing of a uniformly mixed pollutant when enforcement is costly with a model of optimal, possibly firm-specific, emissions taxes and their enforcement. We argue that optimality requires an enforcement strategy that induces full compliance by every firm. This holds whether or not regulators have complete information about firms’ abatement costs, the costs of monitoring them for compliance, or the costs of collecting penalties from noncompliant firms. Moreover, ignoring several unrealistic special cases, optimality requires discriminatory emissions taxes except when regulators are unable to observe firms’ abatement costs, the costs of monitoring individual firms, or any firm-specific characteristic that is known to be jointly distributed with either the firms’ abatement costs or their monitoring costs. In many pollution control settings, especially those that have been subject to various forms of environmental regulation in the past, regulators are not likely to be so ill-informed about individual firms. In these settings, policies that set or generate a uniform pollution price like conventional designs involving uniform taxes and competitive emission trading with freely-allocated or auctioned permits will not be efficient.Compliance, Enforcement, Emissions Taxes, Monitoring, Asymmetric Information, Uncertainty
Norm Manipulation, Norm Evasion: Experimental Evidence
Using an economic bargaining game, we tested for the existence of two phenomena related to social norms, namely norm manipulation – the selection of an interpretation of the norm that best suits an individual – and norm evasion – the deliberate, private violation of a social norm. We found that the manipulation of a norm of fairness was characterized by a self-serving bias in beliefs about what constituted normatively acceptable behaviour, so that an individual who made an uneven bargaining offer not only genuinely believed it was fair, but also believed that recipients found it fair, even though recipients of the offer considered it to be unfair. In contrast, norm evasion operated as a highly explicit process.
