Bir mesleki veya sosyal risk yüzünden geliri veya kazancı kesintiye uğramış kimselerin başkalarının yardımınaihtiyaç kalmaksızın, geçinme ve yaşama ihtiyaçlarını karşılayan bir sistem olarak tanımlanan sosyal güvenlik kavramı;tüm ülkelerde olduğu gibi Türkiye’de de yasalarla düzenlenmiştir. Ancak bu düzenlemeler toplumun beklentilerine yeterikadar cevap veremediği için sürekli değişime uğramıştır. Bu çerçevede birçok defa farklı farklı yasal düzenlemeleryapılmıştır. Son yapılan düzenlemeler reform niteliğinde olmuş ve üç farklı kurum tarafından yapılan sağlık hizmetleritek çatı altında yapılandırılarak adeta soruna neşter vurulmuştur.
