    Management of individual investors' initiatives in dispersed city

    The doctoral thesis focuses on the acceptability aspects of integration of individual initiatives in the planning process. It builds on the assumption that nonetheless the existing formal legal framework, the mechanism of expression, evaluation and acceptance of individual initiatives is professionally inadequate and requires comprehensive changes. In first place, an analysis of obtained individual initiatives was made, to justify the set hypotheses. The analysis was followed by the creation of two scenarios of spatial development and the design of environmental, economic and social acceptability models for three selected areas. Acceptability models and both scenarios were the basis for the evaluation of individual initiatives. The first scenario was created to show the consequences of extreme deregulation of spatial decisions, whereas the second discusses the (un)acceptability of the normative approach of evaluation of individual initiatives. The results show that the development of the sites proposed by the individual initiatives would represent a deviation from the idea of sustainable spatial development. At the same time the results demonstrate the need for optimization of the existing normative approach as it is partial and not comprehensive. The individual initiatives are evaluated through a site-given norm, but at the same time, the locations cannot be compared with others - potentially less vulnerable sites, leading to the adoption of individual initiatives or parts of initiatives at less suitable locations. It is therefore evident, that the settlement growth should be strategically guided, as individual initiatives can be located on less suitable or even unsuitable areas, even when they adhere to existing settlements. Incremental growth is therefore only possible under a preliminary comprehensive spatial evaluation, which then provides the necessary framework for evaluation of acceptability of individual initiatives. The doctoral thesis draws attention to the need for a strategic evaluation of space as an alternative to existing normative approach, for which it is necessary to formulate an integrated policy of management of individual initiatives.\ud \u

    Prostorsko načrtovanje logističnih središč izhaja iz posebnih prostorskih in infrastrukturnih zahtev, ki jih pogojujeta obseg in želena pretočnost prometa. Prostorske in okoljske omejitve na običajnih pretovornih lokacijah silijo logistične dejavnosti v iskanje takšnih območij, ki omogočajo nemotene širitve in praktično neomejene prometne tokove. Posledica te težnje je suburbanizacija z vsemi prostorskimi in okoljskimi posledicami. Prispevek, v okviru zavedanja neponovljivosti posamezne lokacije, opozarja na pomen celovitosti in pravočasnosti prostorskega in okoljskega načrtovanja logističnih središč. V tem smislu se oblikovanje prostorskega koncepta, na jasnih prostorskih ciljih, transparentnih analitičnih izhodiščih in ustrezno prostorsko regulacijo, izkazuje kot zahteva prostorskega načrtovanja logističnih središč. Sočasno je, upoštevajoč zapletenost prostorskih ureditev, izpostavljen tudi pomen prostorske kohezije, ki se izraža kot prostorska identiteta, prostorska kakovost in prostorska učinkovitost

    Ne glede na vtis, da se zaradi sedanjih gospodarskih razmer pritisk različnih interesnih skupin na prostor zmanjšuje, ostaja vprašanje vključevanja vseh deležnikov v postopek planiranja eden izmed ključnih izzivov planerske prakse.     Spatial planning of logistics centres follows specific spatial and infrastructural requirements, conditioned by desired traffic flux and scope. Spatial and environmental limitations of the usual freight handling sites are forcing logistical activities to search for areas that can ensure undisturbed expansion and practically unlimited traffic flows. The consequence of this trend is suburbanisation coupled with all the spatial and environmental effects. Within this framework, set against the awareness of the uniqueness of any particular site, the article points out the significance of a comprehensive and timely spatial and environmental planning of logistical centres. Therefore clear spatial objectives, transparent analytical starting blocks and adequate planning regulation prove to be the imperative in the spatial planning of logistical centres and formulation of the spatial concept. Simultaneously, and with respect to the complexity of spatial developments, the significance of territorial cohesion is emphasised, which is manifested as territorial identity, territorial quality and territorial efficiency
