    Business Process Management in Transition Economies: Current Research Landscape and Future Opportunities

    Business Process Management (BPM) is an approach of improving organizational performance by managing and optimizing business processes. While BPM is extremely popular in mature economies, reports are scarce about its use in transition economies, which are countries in the process of moving from a centrally planned economic system to a market-driven system. To assess the current research landscape on BPM in transition economies, we conduct a systematic literature review and use the six core elements of BPM framework for the analysis of 29 papers. Our review confirms the early stage of research on BPM in transition economies; two factors, People and Culture, are hardly examined. Furthermore, we propose to extend the six core elements of BPM framework by adding two key factors: External Environment and Ownership of Organization. The resulting eight core elements of BPM framework provides a robust theoretical foundation while pointing to multiple avenues for future research

    Barriers to implementation of business process governance mechanisms

    One of the main challenges in implementing process-oriented management is establishing a governance mechanism in the organisation. It creates a coherent framework for the execution, management and perception of business processes, which is the foundation of consistent Business Process Management (BPM). Process governance (PG) refers to an organisation’s ability to manage its relationships with all process stakeholders and support the value chain for its customers. Its implementation involves establishing process regulation mechanisms and stakeholder-oriented criteria to support prioritisation, cascading, and change management within BPM initiatives. A review of the domain literature reveals that while process governance has been discussed from several but separated perspectives (strategy, business roles, performance, and maturity), only a few studies identify and synthesise the barriers to its implementation in organisations. The paper mainly aims to identify and classify the key barriers to the implementation of process governance. The author’s approach refers to the six core elements of Business Process Management capability and process governance frameworks. Research results confirm that most process governance barriers polarise around the competence gaps of the process stakeholders and the immaturity of the process-oriented culture of companies. Another significant group of constraints to process governance arises from the existing organisation’s structure. They are mainly related to the proper division of responsibilities and a weak position or the lack of BPM centres of excellence. The research contributes to the literature on management by identifying potential barriers to business process governance that constrain BPM initiatives. The identified PG challenges can provide a basis for developing a theoretical framework for Business Process Management and models for BPM success factors

    Modelowanie i dokumentowanie procesów biznesowych znajdują się w katalogu krytycznych kompetencji organizacji procesocentrycznych. Zarządzanie przez procesy zostało wpisane w Strategię Rozwoju Kraju 2020 i staje się jednym z filarów zwiększania sprawności i efektywności urzędów sektora publicznego. W tym kontekście istotne jest diagnozowanie kompetencji w obszarze zarządzania procesami w celu identyfikacji luk oraz planowania rozwoju wiedzy i umiejętności pracowników. Adekwatne kompetencje wykonawców zapewniają poprawne zrozumienie procesów i ich odwzorowanie w postaci czytelnej dla głównych interesariuszy projektu. Artykuł prezentuje koncepcję i wyniki diagnozy kompetencji w obszarze modelowania procesów biznesowych na podstawie badania empirycznego zrozumienia trzech notacji modelowania (EPC, BPMS, BPMN) oraz rezultatów samooceny wiedzy i umiejętności respondentów w tym obszarze. Analizę zrozumienia wybranych notacji modelowania przeprowadzono z wykorzystaniem testu zrozumienia oraz testu ANOVA. Wyniki badania mogą stanowić wkład w rozwój i doskonalenie kompetencji procesowych osób zaangażowanych w realizację projektów wymagających modelowania i rozumienia procesów oraz przyczyniać się do podnoszenia dojrzałości procesowej instytucji publicznych.Modelling and understanding of business processes are incorporated in the critical catalogue of competencies, a process-oriented organisation. Business process management (BPM) has been included in the National Development Strategy, 2020 and has become one of the pillars of increasing efficiency and effectiveness in the public sector. In this context, it is important to diagnose BPM competencies to identify gaps and to develop knowledge and skills of employees. Competencies can be a crucial competitive advantage in BPM projects. Adequate competencies provide a correct understanding of the processes and their representation in a form understandable to key stakeholders of a project. This paper presents the concept and diagnosis of competence evaluation in the matters of selected Business Process Modelling Notations (EPC, BPMS, BPMN) and a selfassessment of knowledge and skills in this field. The analysis of understandability of the chosen notations has been carried out using both comprehension tests and a single factor ANOVA test. The results of the study may contribute to the development and improvement of BPM competencies of the employees involved in projects that require complex understanding and modelling processes. The identification of knowledge gaps may result in an increase in the maturity level of public institutions

    Stakeholders mapping – A case of international logistics projects

    Implementation of projects often causes social conflicts, resulting in delays or even abandonment of the project. Those conflicts often arise or are revealed around projects related to the development and creation of logistics infrastructure. One of the reasons for this is the absence of an agreement between stakeholders, including local communities and community organizations. The key issue in managing every project is to identify stakeholders and potential conflicts. One of the methods is a stakeholder network map that recognises the persons and groups whose actions are crucial to the success of the project. In the paper we present the result of the survey identifying key public sector stakeholders and potential areas of risk in the Rail Baltica Growth Corridor project. On the basis of these recommendations the stakeholder management policy has been formulated

    Building and strengthening the project’ competencies is one of the key aspects that determine the efficiency of the implementation of innovation projects in enterprises and thus achieve and maintain the company's competitive advantage. Development of project competencies becomes particularly important in the context of ongoing in Poland economic slowdown and new opportunities of development projects that come up with financial perspective and cohesion policy of the EU for 2014-2020. The article presents the results of a survey of changes in project competencies in companies operating in Podlasie. The analysis covered the period 2009-2014. Results allowed for identification of areas of positive changes in the level of project competencies, as well as those that still need support from third parties

    Bibliometric analysis of articles in 'Gospodarka Materiałowa i Logistyka' in 2010-2012

    Bibliometric analysis of scientific articles provides valuable information on the structure of both science and the selected areas (eg. supply chain management). The authors reviewed the publication in Materials Management and Logistics for the years 2010-2012 using bibliometric analysis tools. The purpose of the review was to identify areas of research in the field of supply chain management and to determine the content and structure. Aim of the study was carried out by analyzing the bibliometric database for 2010-2012 published articles (the English-language abstracts). Bibliometric analysis confirmed the high performance potential of supply chain management as an area of scientific and research activities. Despite the narrow time frame of the analysis in the study area was observed high variability subjects of articles (as well as research projects, the underlying). Some research areas have remained unchanged, and the number of published articles confirmed the continued interest of researchers defined issues (eg. transport processes within the supply chain). In some of the analyzed periods occurred more than average interest in part of the problem areas

    Increasing integration of the world economy highlights the value of a company’s ability to compete globally. External economic conditions require an active search for ways to an-swer to increased competition. One such method is the search for synergies arising from cooperation with other firms and institutions and in particular with research institutions. An accepted and effective form of such cooperation is to create clusters. Enterprises that operate in clusters increase their competitiveness and productivity (usually through specialization). The article presents results of studies evaluating the possibility of a cooperation in busi-ness processes in the Podlaski Metalworking Cluster. The study was conducted in 2009 and 2010 as the research project „Role and impact of implementing a process approach to the organization and functioning of cluster initiatives”.
