KAJIAN PERSPEKTIF PENGEMBANGAN WILAYAH KABUPATEN ROTE NDAO SEBAGAI SALAH SATU KAWASAN EKONOMI KHUSUS

Agenda prioritas nasional pengembangan Wilayah Strategis Nasional – Kawasan Ekonomi Khusus (WSN_KEK) yang berdaya saing perlu dibuat kajian prospektif potensi pengembangan wilayah. Tujuan penelitian untuk pendataan atau identifikasi faktor-faktor strategis prospektif daerah yaitu aspek sosial-budaya-kependudukan, aspek ekonomi, aspek ketahanan pangan, maupun aspek pariwisata yang mendukung pembentukan WSN_KEK Rote Ndao. Metode penelitian menggunakan analisis deskriptif kualitatif-eksploratif, dengan mengunduh data dari website, artikel/jurnal terkait, interview, observasi, dan dokementasi. Hasil penelitian menunjukkan indikator kelayakan pengembangan WSN-KEK Rote Ndao sangat baik dari aspek sosial-budaya-kependudukan, ekonomi, ketahanan pangan, maupun industri pariwisata. Sesuai UU No.39/2009 dan Perpres No.48/2014, maka Kabupaten Rote Ndao dengan kearifan lokal “Lakamola Anan Sio”, siap dijadikan salah satu kawasan unggulan ekonomi nasional yang secara demografis dan geografis memiliki nilai ekonomi dan strategis yang tinggi sebagai bagian penting pembangunan nasional yang memiliki comparative advantage dan competitive advantage serta memiliki high economic value dan investment value yang mampu bersaing dengan wilayah startegis lainnya

ANALISIS POTENSI RETRIBUSI TEMPAT REKREASI DI KABUPATEN BELU

This study aims to measure the potential for recreational and user fees in Belu District and to conclude an appropriate tourism object development strategy to increase the acceptance of these fees. This research will be conducted in 4 (four) tourism objects managed by the Belu Regency Culture and Tourism Office, namely Pasir Putih Beach, Gurita Bay, Aufuik Beach, Susuk Pool. The data analysis technique used is Potential Analysis and SWOT Analysis. The results of the study showed that the potential for receiving recreational levies in Belu Regency was Rp. 204,778,000, with details: (1) Aufuik Beach with a potential levy of Rp. 80,482,500; (2) White Sand Beach with a potential levy of Rp. 79,462,500; (3) Gurita Bay with a potential levy of Rp. 30,812,000; and (4) Susuk Pool with a potential retribution of Rp. 14,021,000. The right strategies to increase revenue from the four tourist attractions are: (1) Strength-Threat Strategy by increasing the uniqueness of the object, using tariffs according to regulations, establishing good cooperation between related parties; (2) Strength-Opportunity Strategy by maintaining and further enhancing security, maintaining high potential and image, attracting workers from the surrounding community and conducting socialization with the local community; (3) Weakness-Threat Strategy by adding cleaning staff, clarifying and overcoming problems arising from negative issues, improving facilities and infrastructure as well as roads to objects and making affordable travel packages

KONTRIBUSI DAN STRATEGI SEKTOR PERIKANAN DALAM MENINGKATKAN PENDAPATAN ASLI DAERAH DI KABUPATEN TIMOR TENGAH SELATAN

This research aims to determine how much the contribution of the fisheries sector to local own-source revenue and also to find out how to increase local revenue from the fisheries sector. The data collection techniques used in this study were interviews and documentation. The data analysis technique used is the contribution analysis and SWOT analysis. Contribution analysis used to find out how much the fisheries sector's contribution to Regional Original Income, SWOT analysis is used to find out how to increase local own-source revenue from the fisheries sector. Based on the data analysis conducted, it is concluded that: The contribution of the fisheries sector to local own-source revenue in 2015 was 0.0011%; in 2016 it increased to 0.0029% than in 2017 increased to 0.0032%. However, in 2018 it decreased to 0.0027%, but in 2019 it increased again to 0.0040%. Then from the SWOT analysis, the Regional Government of South Central Timor Regency can increase local own-source revenue from the fisheries sector by optimizing the available funds to cultivate a supportive geographic and training Human Resources to take advantage of market availability
