    In a recent case decided in California the defendant, De Besa, and others, were licensed brokers, and in that character acted as fiscal agents for the sale of the stock of a certain California corporation. Plaintiff sued to rescind the contract for misrepresentation. Neither at the time suit was filed, nor at any time prior to the day when he testified at the trial was the defendant, De Besa, a recognized consular officer; but it seems (on this point the facts of the case are very vague) that on the date of the trial and at the time of the rendition of the judgment, he was appointed vice consul of Peru at Los Angeles. He urged, as an objection to the jurisdiction of the court to enter the judgment, the fact that he held a consular appointment from a foreign power, and as such was not suable in the state courts

    The Relationship between Placement of Female Teachers and Academic Performnace of Secondary School Students in Owerri Urban of Imo State

    This research focused on the relationship between placement of Women Teachers and Academic Performance of Secondary School Students in Owerri Urban of Imo State. Descriptive research design was adopted in carrying out the study. A random sampling technique was used to select ten (10) secondary schools used in the study out of twenty secondary schools in Owerri Urban of Imo state. Questionnaire was developed to collect primary data. The data collected was analyzed using the simple percentage method. It ascertained whether there are more female teachers in the Owerri Urban Secondary Schools than their male counterparts thereby assessing the role of women teachers to the education of the students, vis-à-vis their academic performance. In pursuance of the objectives, some hypotheses were stated as seen in chapter 1. A total of twelve schools (12) were sampled with twenty five (25) principals and vice principals, some classroom teachers and officials of the Secondary Education Management Board Owerri Zone as respondents. Data was collected through the use of questionnaires, oral interviews and personal observations respectively. From the findings as reflected in chapter five (5), it was concluded that although many variables are contributory to the excellent and poor performance of students, the posting of many women teachers in a School lowers teachers/school productivity and consequently affects adversely the student’s academic performance.  In order to improve the standard of education and this development in particular, some recommendations were made among which among them was government review of the policy of posting married women teachers within the areas their husbands are working to avoid over-concentration of women teachers in the urban Secondary Schools.     Keberadaan ikan tuna sirip kuning (Thunnus Albacores) sebagai salah satu sumberdaya ikan pelagis di Perairan Sangihe yang merupakan hasil tangkapan utama dari nelayan di Akembuala tidak menjadikan masyarakat nelayan di daerah itu meningkat taraf hidupnya akan tetapi umumnya masih berstatus sebagai keluarga pra sejahtera atau dengan kata lain kelompok masyarakat yang berada di pesisir pantai Akembuala masih relatif miskin bila dilihat dari sektor ekonomi, sosial dan budaya (khususnya dari akses untuk mendapatkan pendidikan, kesehatan dan penghidupan yang layak) dibandingkan dengan masyarakat yang ada di daerah lain dengan mata pencaharian yang sama. Penelitian ini bertujuan: 1) Memperoleh gambaran pola hidup dan kondisi sosial, ekonomi dan budaya masyarakat nelayan di Pesisir Akembuala Kelurahan Santiago; 2) Mendapatkan solusi manajemen keuangan nelayan dalam mengelola hasil penjualan ikan tuna pasca tangkap. Hasil penelitian ini diharapkan dapat memberikan kontribusi akademik mengenai manajemen rumah tangga nelayan penangkap tuna dan faktor-faktor yang berpengaruh lainnya serta diharapkan dapat menjadi masukan bagi semua pihak yang berkepentingan dengan persoalan manajemen rumah tangga nelayan. Penelitian ini merupakan studi yang memakai jenis penelitian deskriptif kualitatif dengan tujuan untuk mendeskripsikan semua fenomena atau kejadian-kejadian yang terjadi di masyarakat nelayan penangkap tuna di Pesisir Pantai Akembuala, penelitian deskriptif ini akan mendalami semuakejadian yang dialami oleh subjek penelitian seperti perilaku, presepsi, dan harapan kedepan, dan bagaimana manajemen keluarga mereka, dengan cara deskripsi kata-kata dan bahasa, pada konteks alamiah dengan memanfaatkan metode ilmiah

    Cooperative localization-delocalization in the high Tc cuprates

    The intrinsic metastable crystal structure of the cuprates results in local dynamical lattice instabilities, strongly coupled to the density fluctuations of the charge carriers. They acquire in this way simultaneously both, delocalized and localized features. It is responsible for a partial fractioning of the Fermi surface, i.e., the Fermi surface gets hidden in a region around the anti-nodal points, because of the opening of a pseudogap in the normal state, arising from a partial charge localization. The high energy localized single-particle features are a result of a segregation of the homogeneous crystal structure into checker-board local nano-size structures, which breaks the local translational and rotational symmetry. The pairing in such a system is dynamical rather than static, whereby charge carriers get momentarily trapped into pairs in a deformable dynamically fluctuating ligand environment.     Decoherence and Entanglement Dynamics in Fluctuating Fields

    We study pure phase damping of two qubits due to fluctuating fields. As frequently employed, decoherence is thus described in terms of random unitary (RU) dynamics, i.e., a convex mixture of unitary transformations. Based on a separation of the dynamics into an average Hamiltonian and a noise channel, we are able to analytically determine the evolution of both entanglement and purity. This enables us to characterize the dynamics in a concurrence-purity (CP) diagram: we find that RU phase damping dynamics sets constraints on accessible regions in the CP plane.
