    'Requisite irony' and the knowledge based economy: a critical discourse analysis of the drafting of education policy in the european union

    This chapter makes a case for combining the critical analysis of discourse with an embrace of ‘self-reflexive irony’ (Jessop, 2002, 2004a) in the investigation of the articulations between the Knowledge Based Economy (KBE) and education policy in the European Union (EU). Irony is embraced as a topic within the study of EU governance of education policy in so far as it contributes to an analysis of the activities of supranational and national actors within complex multi-scalar political structures. In addition, the implications of self-reflexive irony are considered so as to suggest a series of clarifications for the process of analysing policy texts within a Critical Discourse Analysis (CDA) framework (Fairclough,1989,1996,1999). In essence, the chapter does two things. It interrogates the contradictory strategies and sources of conflict in the production of EU scale education policy texts and questions both the significance and the stability of the articulation of education reform with KBE discourses. At the same time, the chapter argues that the production of such texts contingently but incrementally contributes to the production of a relatively stable governance framework for EU scale education policy and that it is to the significance of this that a critical discourse analysis leads

    The World Bank has recently begun to point out the cost to Third World development programs of a continuing high level of military expenditure and global arms transfers. While countries like Australia continue to publicly deplore this imbalance, they make a farce of such criticism by seeking to expand their own arms exports in order to pay for their own costs of military production. Another recent alarming tendency has been for a number of developing countries -particularly in South and East Asia - to start exporting weapons themselves in order to pay for their own expensive imports. This paper traces the contrast between military expenditure and expenditure on education and health in a number of countries in South and East Asia, where Australia is actively promoting a regional arms race by seeking to double its own military exports

    Antinucleus Production at RHIC

    Light antinuclei may be formed in relativistic heavy ion collisions via final state coalescence of antinucleons. The yields of antinuclei are sensitive to primordial antinucleon production, the volume of the system at kinetic freeze-out, and space-momentum correlations among antinucleons at freeze-out. We report here preliminary STAR results on antideuteron and antihelion production in 130A GeV Au+Au collisions. These results are examined in a coalescence framework to elucidate the space-time structure of the antinucleon source.Comment: 4 pages, 3 figures, talk given at Quark Matter 200

    Thermal Model of the Promoted Combustion Test

    Flammability of metals in high pressure, pure oxygen environments, such as rocket engine turbopumps, is commonly evaluated using the Promoted Combustion Test (PCT). The PCT emphasizes the ability of an ignited material to sustain combustion, as opposed to evaluating the sample's propensity to ignite in the first place. A common arrangement is a rod of the sample material hanging in a chamber in which a high pressure, pure oxygen environment is maintained. An igniter of some energetically combusting material is fixed to the bottom of the rod and fired. This initiates combustion, and the sample burns and melts at its bottom tip. A ball of molten material forms, and this ball detaches when it grows too large to be supported by surface tension with the rod. In materials which do not sustain combustion, the combustion then extinguishes. In materials which do sustain combustion, combustion re-initiates from molten residue left on the bottom of the rod, and the melt ball burns and grows until it detaches again. The purpose of this work is development of a PCT thermal simulation model, detailing phase change, melt detachment, and the several heat transfer modes. Combustion is modeled by a summary rate equation, whose parameters are identified by comparison to PCT results. The sensitivity of PCT results to various physical and geometrical parameters is evaluated. The identified combustion parameters may be used in design of new PCT arrangements, as might be used for flammability assessment in flow-dominated environments. The Haynes 214 nickel-based superalloy, whose PCT results are applied here, burns heterogeneously (fuel and oxidizer are of different phases; combustion takes place on the fuel surface). Heterogeneous combustion is not well understood. (In homogeneous combustion, the metal vaporizes, and combustion takes place in an analytically treatable cloud above the surface). Thermal modeling in heterogeneous combustion settings provides a means for linking test results more directly to detailed combustion mechanics, leading to improved data analysis, and improved understanding of heterogeneous combustion phenomena

    On the stability analysis of periodic sine-Gordon traveling waves

    We study the spectral stability properties of periodic traveling waves in the sine-Gordon equation, including waves of both subluminal and superluminal propagation velocities as well as waves of both librational and rotational types. We prove that only subluminal rotational waves are spectrally stable and establish exponential instability in the other three cases. Our proof corrects a frequently cited one given by Scott.Comment: 22 pages, 6 figure
