IMPACTS OF LIBERALIZING THE JAPANESE PORK MARKET
The Japanese pork market is protected by a complex set of restrictions, including a variable levy and an import tariff. The combination of these policies distorts the quantity, price, and form of Japanese pork imports. An important issue relevant to the liberalization of the Japanese pork market is the accurate measurement of the price wedge between Japanese and world pork prices. The analysis indicates that the tariff equivalent of the price wedge over the 1986-88 period was 44%. If the tariff equivalent of the price wedge is reduced over a ten-year period, Japanese pork imports are projected to increase by over 39% initially and by over 215% compared to baseline projections by the year 2000. Producer welfare can be maintained by a deficiency payment scheme. A less costly alternative is an industry buffer scheme, which maintains the level of the pork industry for two years and then implements a declining deficiency payment scheme that limits the decrease in production levels to 5% per year.International Relations/Trade,
Modelling the Fluid Mechanics of Cilia and Flagella in Reproduction and Development
Cilia and flagella are actively bending slender organelles, performing
functions such as motility, feeding and embryonic symmetry breaking. We review
the mechanics of viscous-dominated microscale flow, including time-reversal
symmetry, drag anisotropy of slender bodies, and wall effects. We focus on the
fundamental force singularity, higher order multipoles, and the method of
images, providing physical insight and forming a basis for computational
approaches. Two biological problems are then considered in more detail: (1)
left-right symmetry breaking flow in the node, a microscopic structure in
developing vertebrate embryos, and (2) motility of microswimmers through
non-Newtonian fluids. Our model of the embryonic node reveals how particle
transport associated with morphogenesis is modulated by the gradual emergence
of cilium posterior tilt. Our model of swimming makes use of force
distributions within a body-conforming finite element framework, allowing the
solution of nonlinear inertialess Carreau flow. We find that a three-sphere
model swimmer and a model sperm are similarly affected by shear-thinning; in
both cases swimming due to a prescribed beat is enhanced by shear-thinning,
with optimal Deborah number around 0.8. The sperm exhibits an almost perfect
linear relationship between velocity and the logarithm of the ratio of zero to
infinite shear viscosity, with shear-thickening hindering cell progress.Comment: 20 pages, 24 figure
Mapping Thunder Sources by Inverting Acoustic and Electromagnetic Observations
We present a new method of locating current flow in lightning strikes by inversion of thunder recordings constrained by Lightning Mapping Array observations. First, radio frequency (RF) pulses are connected to reconstruct conductive channels created by leaders. Then, acoustic signals that would be produced by current flow through each channel are forward modeled. The recorded thunder is considered to consist of a weighted superposition of these acoustic signals. We calculate the posterior distribution of acoustic source energy for each channel with a Markov Chain Monte Carlo inversion that fits power envelopes of modeled and recorded thunder; these results show which parts of the flash carry current and produce thunder. We examine the effects of RF pulse location imprecision and atmospheric winds on quality of results and apply this method to several lightning flashes over the Magdalena Mountains in New Mexico, USA. This method will enable more detailed study of lightning phenomena by allowing researchers to map current flow in addition to leader propagation
Zeeman Relaxation of Cold Atomic Iron and Nickel in Collisions with 3He
We have measured the ratio of the diffusion cross-section to the angular
momentum reorientation cross-section in the colliding Fe-3He and Ni-3He
systems. Nickel (Ni) and iron (Fe) atoms are introduced via laser ablation into
a cryogenically cooled experimental cell containing cold (< 1 K) 3He buffer
gas. Elastic collisions rapidly cool the translational temperature of the
ablated atoms to the helium temperature. The cross-section ratio is extracted
by measuring the decays of the atomic Zeeman sublevels. For our experimental
conditions, thermal energy is comparable to the Zeeman splitting. As a result,
thermal excitations between Zeeman sublevels significantly impact the observed
decay. To determine the cross-section ratio accurately, we introduce a model of
Zeeman state dynamics that includes thermal excitations. We find the
cross-section ratio for Ni-3He = 5 x 10^3 and Fe-3He <= 3 x 10^3 at 0.75 K in a
0.8 T magnetic field. These measurements are interpreted in the context of
submerged shell suppression of spin relaxation as studied previously in

Microscopic approach to pion-nucleus dynamics
Elastic scattering of pions from finite nuclei is investigated utilizing a
contemporary, momentum--space first--order optical potential combined with
microscopic estimates of second--order corrections. The calculation of the
first--order potential includes:\ \ (1)~full Fermi--averaging integration
including both the delta propagation and the intrinsic nonlocalities in the
- amplitude, (2)~fully covariant kinematics, (3)~use of invariant
amplitudes which do not contain kinematic singularities, and (4)~a
finite--range off--shell pion--nucleon model which contains the nucleon pole
term. The effect of the delta--nucleus interaction is included via the mean
spectral--energy approximation. It is demonstrated that this produces a
convergent perturbation theory in which the Pauli corrections (here treated as
a second--order term) cancel remarkably against the pion true absorption terms.
Parameter--free results, including the delta--nucleus shell--model potential,
Pauli corrections, pion true absorption, and short--range correlations are
