    On the Neutrality of Flowshop Scheduling Fitness Landscapes

    Solving efficiently complex problems using metaheuristics, and in particular local searches, requires incorporating knowledge about the problem to solve. In this paper, the permutation flowshop problem is studied. It is well known that in such problems, several solutions may have the same fitness value. As this neutrality property is an important one, it should be taken into account during the design of optimization methods.     Propagation and vertical structure of the tidal flow in Nares Strait

    The southward freshwater flux though Nares Strait is an important component of the Arctic's freshwater budget. On short time scales, flow through the strait is dominated by the tides, and tidal dynamics may be important for the magnitude of the freshwater flux over longer periods. Here we build upon our existing knowledge of the tides in the region by exploring their propagation and vertical structure using data from four bottom mounted ADCPs deployed in Nares Strait between 2003 and 2006. We observe that propagating barotropic semi‐diurnal tidal waves interact to create a standing wave pattern, explaining the abnormally large tidal amplitudes that are observed in this region. In the along‐strait direction, semi‐diurnal tidal currents exhibit strong variations with depth. In contrast, the diurnal tides propagate northward through the strait as progressive waves, and the tidal currents are broadly depth invariant. Proximity of Nares Strait to the semi‐diurnal critical latitude, and the topographical restriction imposed by the steep side‐wall of Ellesmere Island are primary drivers behind the observed vertical variability. In the upper part of the water column, baroclinic activity increases the tidal current amplitude by up to 25%. In the across‐strait direction, a two layer structure exists in both the diurnal and semi‐diurnal tidal flow, with an apparent phase lag of approximately a quarter of a tidal cycle across the strait for the semi‐diurnal tide. Our results suggest that strong vertical motion exists against the side‐walls of Nares Strait, as the across‐strait flow interacts with the steeply sloping bathymetry

    On Deterministic Sketching and Streaming for Sparse Recovery and Norm Estimation

    We study classic streaming and sparse recovery problems using deterministic linear sketches, including l1/l1 and linf/l1 sparse recovery problems (the latter also being known as l1-heavy hitters), norm estimation, and approximate inner product. We focus on devising a fixed matrix A in R^{m x n} and a deterministic recovery/estimation procedure which work for all possible input vectors simultaneously. Our results improve upon existing work, the following being our main contributions: * A proof that linf/l1 sparse recovery and inner product estimation are equivalent, and that incoherent matrices can be used to solve both problems. Our upper bound for the number of measurements is m=O(eps^{-2}*min{log n, (log n / log(1/eps))^2}). We can also obtain fast sketching and recovery algorithms by making use of the Fast Johnson-Lindenstrauss transform. Both our running times and number of measurements improve upon previous work. We can also obtain better error guarantees than previous work in terms of a smaller tail of the input vector. * A new lower bound for the number of linear measurements required to solve l1/l1 sparse recovery. We show Omega(k/eps^2 + klog(n/k)/eps) measurements are required to recover an x' with |x - x'|_1 <= (1+eps)|x_{tail(k)}|_1, where x_{tail(k)} is x projected onto all but its largest k coordinates in magnitude. * A tight bound of m = Theta(eps^{-2}log(eps^2 n)) on the number of measurements required to solve deterministic norm estimation, i.e., to recover |x|_2 +/- eps|x|_1. For all the problems we study, tight bounds are already known for the randomized complexity from previous work, except in the case of l1/l1 sparse recovery, where a nearly tight bound is known. Our work thus aims to study the deterministic complexities of these problems

    Approximation Algorithms for the Capacitated Domination Problem

    We consider the {\em Capacitated Domination} problem, which models a service-requirement assignment scenario and is also a generalization of the well-known {\em Dominating Set} problem. In this problem, given a graph with three parameters defined on each vertex, namely cost, capacity, and demand, we want to find an assignment of demands to vertices of least cost such that the demand of each vertex is satisfied subject to the capacity constraint of each vertex providing the service. In terms of polynomial time approximations, we present logarithmic approximation algorithms with respect to different demand assignment models for this problem on general graphs, which also establishes the corresponding approximation results to the well-known approximations of the traditional {\em Dominating Set} problem. Together with our previous work, this closes the problem of generally approximating the optimal solution. On the other hand, from the perspective of parameterization, we prove that this problem is {\it W[1]}-hard when parameterized by a structure of the graph called treewidth. Based on this hardness result, we present exact fixed-parameter tractable algorithms when parameterized by treewidth and maximum capacity of the vertices. This algorithm is further extended to obtain pseudo-polynomial time approximation schemes for planar graphs

    Рассмотрены существующие методы оценивания устойчивого развития окружающей среды (самостоятельные индикаторы, а также их системы и индексы). Предложен индекс устойчивого развития окружающей среды для оценивания взаимоотношений с окружающей средой на уровне регионов Украины, учитывающий национальные приоритеты в экологической политике. По предложенному региональному индексу получены экологические профили и рейтинг областей Украины.Розглянуто існуючі методи оцінювання сталого розвитку довкілля (самостійні індикатори, а також їх системи та індекси). Запропоновано індекс сталого розвитку довкілля для оцінювання взаємовідносин із навколишнім середовищем на рівні регіонів України, який враховує національні пріоритети в екологічній політиці. За запропонованим регіональним індексом отримано екологічні профілі і рейтинг областей України.The existing methods for assessment of the environment sustainable development (independent indicators, their systems and indices) are considered. The environment sustainability index for assessment of relations with the environment at a regional level for Ukraine is proposed, which takes into account the national priorities in ecological policy. Ecological profiles and rating of the Ukrainian regions are obtained according to the proposed regional index

    Enhancement factor for the electron electric dipole moment in francium and gold atoms

    If electrons had an electric dipole moment (EDM) they would induce EDMs of atoms. The ratio of the atomic EDM to the electron EDM for a particular atom is called the enhancement factor, R. We calculate the enhancement factor for the francium and gold atoms, with the results 910 plus/minus 5% for Fr and 260 plus/minus 15% for Au. The large values of these enhancement factors make these atoms attractive for electron EDM measurements, and hence the search for time-reversal invariance violation.Comment: 6 pages, no figures, uses RevTex, reference adde
