    Digital Democracy: Episode IV—A New Hope*: How a Corporation for Public Software Could Transform Digital Engagement for Government and Civil Society

    Although successive generations of digital technology have become increasingly powerful in the past 20 years, digital democracy has yet to realize its potential for deliberative transformation. The undemocratic exploitation of massive social media systems continued this trend, but it only worsened an existing problem of modern democracies, which were already struggling to develop deliberative infrastructure independent of digital technologies. There have been many creative conceptions of civic tech, but implementation has lagged behind innovation. This article argues for implementing one such vision of digital democracy through the establishment of a public corporation. Modeled on the Corporation for Public Broadcasting in the United States, this entity would foster the creation of new digital technology by providing a stable source of funding to nonprofit technologists, interest groups, civic organizations, government, researchers, private companies, and the public. Funded entities would produce and maintain software infrastructure for public benefit. The concluding sections identify what circumstances might create and sustain such an entity

    In haplorhine primates (tarsiers, monkeys, apes, and humans), there is a significant correlation between brain weight and maximum life-span when the effect of body size is removed. There is also a significant correlation in haplorhine primates between brain weight and female age at first reproduction. For strepsirhine primates (lorises and lemurs), there are no significant correlations between brain weight and either life-span or female reproductive age when the effect of body size is removed. This lack of correlation in strepsirhine primates may be related to the fact that these primates are nocturnal and/or natives of the island of Madagascar, both of which conditions may reduce competition for resources and predation pressure. These findings suggest that in haplorhine primates the genetic systems controlling brain growth are linked to the systems governing the life cycle so that species with longer cycles have larger brains. When the effect of body weight is removed, leaf-eating haplorhines have significantly smaller brains and shorter lives than haplorhines with other diets. Harem-living haplorhines also have significantly smaller brains and shorter life-spans than troop-living haplorhines when the effect of body weight is removed. We also sought to test the rate-of-living hypothesis by determining whether primates with basal metabolic rates that are higher than would be expected for their body size have shorter maximum life-spans than would be expected for their body size.     Insights from the Field: Forests for Water

    This issue brief describes analyses by the World Resources Institute (WRI) in support of emerging payments for watershed services (PWS) programs in two major watersheds in Maine and North Carolina and insights gleaned from work in progress. The three pilot initiatives discussed represent different approaches to establishing PWS programs that protect forests and other green infrastructure elements. In the Neuse River Basin in North Carolina, WRI is working with partners to identify beneficiaries and their water-related dependencies. We learned that clear documentation of the risks that beneficiaries face from water pollution, drought, and watershed degradation will help jump-start their participation in emerging PWS programs. In the Sebago Lake Watershed in Maine, WRI is finalizing a methodology for "green-gray" analysis that will provide beneficiaries a way to identify cost-effective green infrastructure solutions to water infrastructure demands of the 21 st century. Green infrastructure comprises all natural, seminatural and artificial networks of multifunctional ecological systems within, around, and between urban areas at all spatial scales. We learned that, to convince public investment managers to invest in green rather than gray, it is important to make the financial and business case using the same basic methodologies that are used for calculating the costs and benefits of conventional gray approaches. WRI is also working to develop PWS programs that help the city of Raleigh meet streetscape, conservation development, tree conservation, storm water management, and water quality goals contained in its Unified Development Ordinance in a least cost manner.     Examining the Role of Fairness in High Stakes Allocation Decisions

    Recent experimental evidence has led to a debate about the nature of utility functions in which people are concerned about the amount others earn, and what factors heighten or diminish social preference. We explore fairness by examining behavior across three variants of the dictator game. Using data from nearly 200 dictators allocating as much as $100 each, we observe that fairness considerations are very powerful—when subjects could reasonably believe that disproportionately low offers are “fair”, only 8-12 percent of dictators make positive offers. Examining the comparative static results from these allocation decisions, we find that recent theoretical models of inequality do a respectable job of explaining the data patterns.

    Health, Economic Resources and the Work Decisions of Older Men

    In this paper, we specify a dynamic programming model that addresses the interplay among health, financial resources, and the labor market behavior of men in the later part of their working lives. Unlike previous work which has typically used self reported health or disability status as a proxy for health status, we model health as a latent variable, using self reported disability status as an indicator of this latent construct. Our model is explicitly designed to account for the possibility that the reporting of disability may be endogenous to the labor market behavior we are studying. The model is estimated using data from the Health and Retirement Study. We compare results based on our model to results based on models that treat health in the typical way, and find large differences in the estimated effect of health on behavior. While estimates based on our model suggest that health has a large impact on behavior, the estimates suggest a substantially smaller role for health than we find when using standard techniques. We use our model to simulate the impact on behavior of raising the normal retirement age, eliminating early retirement altogether and eliminating the Social Security Disability Insurance program.
