    The Effect of Income, Ethnicity/Race and Institutional Factors on Mortgage Borrower Behavior

    Studies examining mortgage choice behavior generally assume a frictionless mortgage market in which borrower decisions are influenced only by economic variables. This study explores the interface between demographic and institutional factors inherent in mortgage market logistics and the information flow that affects borrower behavior. The efficiency of these processes is particularly important when studying inner city real estate markets, since these markets are disproportionately represented by low income and minority households. The effect of institutional factors was examined by conducting a survey of borrower behavior in metropolitan Washington, DC. The secondary data findings indicate that ethnicity /race and income are jointly sensitive to borrower decision, confirming the clientele effect. The primary data findings also indicate that institutional factors influence mortgage choice. Similarly, borrowers are influenced by the channel chosen to evaluate market information. However, income was not found to be a significant determinant of borrower behavior.

    Race, Place, and Politics: Urban Renewal, Redevelopment, and Stories of the Historic Buttermilk Bottom Neighborhood in Atlanta

    This thesis explores connections between racialized politics, redevelopment, memory/historical significance, and the meaning of place. In particular, I focus on Buttermilk Bottom, the neighborhood formerly centered on the present location of the Atlanta Civic Center. Drawing on oral histories collected from former residents, historical newspaper accounts, archival materials, redevelopment plans, I trace the discourses about Buttermilk Bottom from the mid-twentieth century to the present, demonstrating ways in which Buttermilk Bottom was discursively constructed as a place of community for neighborhood residents, as a “slum” in need of revitalization by city planners and developers, and as prized real estate to be exploited for economic gain. These competing discourses, which were often highly racialized, reveal the complicated annihilation of memory and meaning over time. Ultimately, this research can provide a lens to view, frame—and challenge—contemporary discussions about redevelopment and preservation for intown Atlanta’s valued commercial and residential real estate

    Transcending Barriers: Race, Mobility, and Transportation Planning in Postwar Atlanta, 1944-1975

    In response to the economic upsurges of World War II, leaders in Atlanta embarked on a planning mission to accommodate the increased demands of city living. From the onset of postwar planning with the Lochner Report in 1944, to the groundbreaking for the construction of the MARTA rapid rail lines in 1975, this project explores the contours of race and mobility through the lenses of transportation planning. It examines the city’s planning entities and dissects the plans produced by these authorities, underscoring the lack of African American participation in the planning process. As planning authorities operated in segregation, this research connects the lack of African American participation in transportation planning with limited participation in planning for other areas including housing and urban renewal. This project’s framework is constructed with a two-fold function of mobility: first, in the physical sense of movement about the expanding metropolitan landscape; secondly, and more essential, in the social sense, showcasing a process of uplift for the African American community in Atlanta. This research illustrates an upward trajectory for African Americans over the three-decade timeline. From being denied equal access and full political rights in a segregated society, to the election of Georgia’s first black state senator of the 20th century and Atlanta’s first black mayor, this research vocalizes the struggles of Atlanta’s African American citizens in the fight for civil rights and full participation from the aspect of transportation planning. Using the city’s historic black newspapers filled with primary accounts of the period, this project tracks the discourse of the diverse African American community from the leadership and business elite to the working-class citizens participating in public hearings. From little to no participation in highway planning and construction through historic African American sections in the early phases, to positions of demand in the creation of the rapid transit system in the latter phases, this research shows the evolution of African American participation and influence in shaping planning processes in postwar Atlanta

    This report describes the data collection and requirements analysis effort of the Ground System Development Environment (GSDE) Interface Requirements study. It identifies potential problems in the interfaces among applications and processors in the heterogeneous systems that comprises the GSDE. It describes possible strategies for addressing those problems. It also identifies areas for further research and prototyping to demonstrate the capabilities and feasibility of those strategies and defines a plan for building the necessary software prototypes

    The Challenges of Multimorbidity from the Patient Perspective

    BACKGROUND Although multiple co-occurring chronic illnesses within the same individual are increasingly common, few studies have examined the challenges of multimorbidity from the patient perspective. OBJECTIVE The aim of this study is to examine the self-management learning needs and willingness to see non-physician providers of patients with multimorbidity compared to patients with single chronic illnesses. DESIGN. This research is designed as a cross-sectional survey. PARTICIPANTS Based upon ICD-9 codes, patients from a single VHA healthcare system were stratified into multimorbidity clusters or groups with a single chronic illness from the corresponding cluster. Nonproportional sampling was used to randomly select 720 patients. MEASUREMENTS Demographic characteristics, functional status, number of contacts with healthcare providers, components of primary care, self-management learning needs, and willingness to see nonphysician providers. RESULTS Four hundred twenty-two patients returned surveys. A higher percentage of multimorbidity patients compared to single morbidity patients were "definitely" willing to learn all 22 self-management skills, of these only 2 were not significant. Compared to patients with single morbidity, a significantly higher percentage of patients with multimorbidity also reported that they were "definitely" willing to see 6 of 11 non-physician healthcare providers. CONCLUSIONS Self-management learning needs of multimorbidity patients are extensive, and their preferences are consistent with team-based primary care.     What are the enablers of economic participation in remote and very remote Australia, and how can we identify them?

    Learning Communities: International Journal of Learning in Social Contexts by https://www.cdu.edu.au/northern-institute/lcj is licensed under a Creative Commons Attribution-ShareAlike 4.0 International License.In this paper we discuss some of the key learnings from the Cooperative Research Centre for Remote Economic Participation (CRC REP), Remote Education Systems, Pathways to Employment and Aboriginal and Torres Strait Islander Tourism Product research projects. While we do not deny the importance of global markets for remote Australians, we see value in opportunity structures that move beyond the confines of traditional economic and human capital theories. It is through acknowledging and building on local residents' social, identity, cultural and natural capital strengths that, we argue, has a greater potential for supporting increased economic engagement and sustainable participation. Framing our learnings through a theoretical lens of different forms of capital we argue a shift in discourse from one of 'disadvantage' to one of remote advantage would be more supportive of education, employment and enterprise outcomes for local Aboriginal and/or Torres Strait Islander residents. While such a shift will not contribute significantly to the Gross National Product we argue that it would have important tangible and economic benefits for local people and the nation
