The Note also describes some intriguing empirical patterns when it comes to over-time changes in the political prominence of left-wing, centrist, and right-wing parties

    Relying on three new indicators of the information capacity of states, this paper provides new evidence on the ability of states to collect and process information about the territories and populations that they govern. The three indicators are (a) the availability of a reliable census, (b) the establishment of a permanent government agency tasked with processing statistical information about the territory and the population, and (c) the regular release of statistical yearbooks. We find, as expected, that there has been a secular increase in information capacity over time. We also investigate salient differences among countries from the early 1800s onward

    The Partisan Politics of New Social Risks in Advanced Postindustrial Democracies: Social Protection for Labor Market Outsiders

    Advanced postindustrialization generates numerous challenges for the European social model. Central among these challenges is declining income, unstable employment, and inadequate training of semi- and unskilled workers. In this chapter, I assess the partisan basis of support for social policies that address the needs of these marginalized workers. I specifically consider the impacts of postindustrial cleavages among core constituencies of social democratic parties on the capacity of these parties to pursue inclusive social policies. I argue – and find support for in empirical analyses – that encompassing labor organization is the most important factor in strengthening the ability of left parties to build successful coalitions in support of outsider-friendly policies. I go beyond existing work on the topic by considering the full array of postindustrial cleavages facing left parties, by more fully elaborating why encompassing labor organization is crucial, and by considering a more complete set of measures of outsider policies than extant work. I compare my arguments and findings to important new work that stresses coalition building and partisan politics but minimizes the role of class organization

    Determination of the Bending Rigidity of Graphene via Electrostatic Actuation of Buckled Membranes

    The small mass and atomic-scale thickness of graphene membranes make them highly suitable for nanoelectromechanical devices such as e.g. mass sensors, high frequency resonators or memory elements. Although only atomically thick, many of the mechanical properties of graphene membranes can be described by classical continuum mechanics. An important parameter for predicting the performance and linearity of graphene nanoelectromechanical devices as well as for describing ripple formation and other properties such as electron scattering mechanisms, is the bending rigidity, {\kappa}. In spite of the importance of this parameter it has so far only been estimated indirectly for monolayer graphene from the phonon spectrum of graphite, estimated from AFM measurements or predicted from ab initio calculations or bond-order potential models. Here, we employ a new approach to the experimental determination of {\kappa} by exploiting the snap-through instability in pre-buckled graphene membranes. We demonstrate the reproducible fabrication of convex buckled graphene membranes by controlling the thermal stress during the fabrication procedure and show the abrupt switching from convex to concave geometry that occurs when electrostatic pressure is applied via an underlying gate electrode. The bending rigidity of bilayer graphene membranes under ambient conditions was determined to be 35.5−15+2035.5^{+20}_{-15} eV. Monolayers have significantly lower {\kappa} than bilayers
