    Charting the value and limits of other effective conservation measures (OECMs) for marine conservation: A Delphi study

    Other effective conservation measures (OECMs) will play an important role in the Post-2020 Global Biodiversity Framework as a way for governments to achieve “30 × 30” (30% protection of land and oceans by 2030). However, the policy tool remains relatively new, is expanding from multiple perspectives, and requires clarification. We conducted a Delphi study – a structured technique designed to elicit the insights of a panel of experts – to chart the value and limits of OECMs for marine conservation. Results of the Delphi reveal a high degree of consensus on several core areas of this emerging policy tool. Experts agreed that OECMs can advance equitable and effective conservation. Realizing these opportunities will require strengthening local and Indigenous rights and prioritizing principles of social equity. The panel also agreed on five key challenges, ranging from ensuring that the burden to prove effectiveness does not fall to local communities to securing adequate resources to support OECMs. In contrast, no consensus was reached on how to measure the effectiveness of OECMs, highlighting the need to develop shared monitoring guidelines. Taken together, these findings outline a clear policy and research agenda to support the contributions of OECMs towards equitable, effective, and enduring conservation

    Convalescent plasma in patients admitted to hospital with COVID-19 (RECOVERY): a randomised controlled, open-label, platform trial

    SummaryBackground Azithromycin has been proposed as a treatment for COVID-19 on the basis of its immunomodulatoryactions. We aimed to evaluate the safety and efficacy of azithromycin in patients admitted to hospital with COVID-19.Methods In this randomised, controlled, open-label, adaptive platform trial (Randomised Evaluation of COVID-19Therapy [RECOVERY]), several possible treatments were compared with usual care in patients admitted to hospitalwith COVID-19 in the UK. The trial is underway at 176 hospitals in the UK. Eligible and consenting patients wererandomly allocated to either usual standard of care alone or usual standard of care plus azithromycin 500 mg once perday by mouth or intravenously for 10 days or until discharge (or allocation to one of the other RECOVERY treatmentgroups). Patients were assigned via web-based simple (unstratified) randomisation with allocation concealment andwere twice as likely to be randomly assigned to usual care than to any of the active treatment groups. Participants andlocal study staff were not masked to the allocated treatment, but all others involved in the trial were masked to theoutcome data during the trial. The primary outcome was 28-day all-cause mortality, assessed in the intention-to-treatpopulation. The trial is registered with ISRCTN, 50189673, and ClinicalTrials.gov, NCT04381936.Findings Between April 7 and Nov 27, 2020, of 16 442 patients enrolled in the RECOVERY trial, 9433 (57%) wereeligible and 7763 were included in the assessment of azithromycin. The mean age of these study participants was65·3 years (SD 15·7) and approximately a third were women (2944 [38%] of 7763). 2582 patients were randomlyallocated to receive azithromycin and 5181 patients were randomly allocated to usual care alone. Overall,561 (22%) patients allocated to azithromycin and 1162 (22%) patients allocated to usual care died within 28 days(rate ratio 0·97, 95% CI 0·87–1·07; p=0·50). No significant difference was seen in duration of hospital stay (median10 days [IQR 5 to >28] vs 11 days [5 to >28]) or the proportion of patients discharged from hospital alive within 28 days(rate ratio 1·04, 95% CI 0·98–1·10; p=0·19). Among those not on invasive mechanical ventilation at baseline, nosignificant difference was seen in the proportion meeting the composite endpoint of invasive mechanical ventilationor death (risk ratio 0·95, 95% CI 0·87–1·03; p=0·24).Interpretation In patients admitted to hospital with COVID-19, azithromycin did not improve survival or otherprespecified clinical outcomes. Azithromycin use in patients admitted to hospital with COVID-19 should be restrictedto patients in whom there is a clear antimicrobial indication

    Five Organizational Features That Enable Successful Interdisciplinary Marine Research

    To generate innovative solutions for marine sustainability challenges, scientists, policymakers, and funders are increasingly calling for interdisciplinary research that transcends disciplinary boundaries. However, challenges associated with doing interdisciplinary research persist and undermine progress toward tackling the complex challenges faced by marine social-ecological systems. One barrier for engaging in effective interdisciplinary research is a lack of understanding about the institutional capacities that support interdisciplinary knowledge production. Based on in-depth qualitative interviews with members of the Centre for Marine Socioecology in Australia, we identify five principles that underpin effective interdisciplinary research organizations. The principles are: (1) support female leadership; (2) forge partnerships outside of academia; (3) develop impact-based performance metrics; (4) focus on long-term funding; and (5) cultivate a visible brand. Going forward, these principles could be used to inform organizational design that transforms institutional barriers into enablers of innovative interdisciplinary research for more sustainable, desirable, and equitable futures

    Strengthening threatened communities through adaptation: insights from coastal Mozambique

    Change is a defining characteristic of coastal social-ecological systems, yet the magnitude and speed of contemporary change is challenging the adaptive capacity of even the most robust coastal communities. In the context of multiple drivers of change, it has become increasingly important to identify how threatened communities adapt to livelihood stressors. We investigate how adaptation is negotiated in two coastal fishing communities by documenting livelihood stressors, household assets, adaptive strategies, and factors that facilitate or inhibit adaptation. Declining catch is the most common stressor being experienced in both communities, however, socioeconomic, e.g., disease or theft, and ecological, e.g., severe storms and drought, changes are also creating livelihood stress. We find that specialized fishers' with higher investment in fishing gear and government support are adapting by intensifying their fishing efforts, whereas poorer fishers with more livelihood options are adapting through diversification. Adaptation is facilitated by fishers' groups, occupational pride, and family networks. It is inhibited by limited assets, competition over declining resources, and pervasive poverty. Our data suggest that adaptation is a heterogeneous process that is influenced by multiple factors. Understanding the complexity of fishers' responses to livelihood stressors is critical for fostering adaptive capacity in coastal communities, for strengthening fisheries management, and for improving the livelihoods of fishing dependent communities

    Historical perspectives and recent trends in the coastal Mozambican fishery

    Historical data describing changing social-ecological interactions in marine systems can help guide small-scale fisheries management efforts. Fisheries landings data are often the primary source for historical reconstructions of fisheries; however, we argue that reliance on data of a single type and/or from a single scale can lead to potentially misleading conclusions. For example, a narrow focus on aggregate landings statistics can mask processes and trends occurring at local scales, as well as the complex social changes that result from and precipitate marine ecosystem change. Moreover, in the case of many small-scale fisheries, landings statistics are often incomplete and/or inaccurate. We draw on case study research in Mozambique that combines national landings statistics and career history interviews with fish harvesters to generate a multi-scale historical reconstruction that describes social-ecological interactions within the coastal Mozambican fishery. At the national level, our analysis points toward trends of fishing intensification and decline in targeted species, and it highlights the significant impact of small-scale fisheries on marine stocks. At the local level, fishers are experiencing changes in fish abundance and distribution, as well as in their physical, social, and cultural environments, and have responded by increasing their fishing effort. We conclude with a discussion of the governance implications of our methodological approach and findings

    To build capacity for addressing complex sustainable development challenges, governments, development agencies, and non-governmental organizations are making substantial investments in governance networks. Yet, enthusiasm for establishing governance networks is not always matched by empirical evidence on their effectiveness. This gap challenges these groups to know whether investing in governance networks is worth their time and effort; a weighing-up that is particularly critical in contexts of limited resources. Through a qualitative case study in Solomon Islands, we evaluate the extent to which a governance network, called the Malaita Provincial Partners for Development, contributed to four dimensions of collaborative governance capacity: individual, relational, organizational, and institutional. We find that the network made moderate contributions to individual, relational and organizational capacity, while institutional capacity remained low despite the presence of the network. Based on these findings, we argue that governance networks are not a panacea. Continued efforts are needed to establish when, how, and in what contexts collaborative networks are effective for building collaborative capacity for sustainable development

    Strengthening post-hoc analysis of community-based fisheries management through the social-ecological systems framework

    Community-based fisheries management (CBFM) is held up as one of the most promising approaches for securing sustainable small-scale fisheries. Yet, the complex features that shape CBFM outcomes remain inadequately understood. In part, this stems from the fact that few community-based projects meet the data requirements for formal impact evaluations. Given this context, diagnostic approaches are increasingly seen as a frontier for strengthening CBFM analysis and securing small-scale fisheries sustainability. This study explores the capacity of Elinor Ostrom\u27s social-ecological systems (SES) framework to strengthen post-hoc diagnosis of CBFM. It draws on data from published and grey literature (including field notes, meeting minutes, and project reports) generated throughout an eight-year CBFM project in five Solomon Island villages. Results suggest that successful CBFM outcomes were facilitated by effective information sharing, harvesting rules that merge traditional and contemporary practices, strong leadership, and resource monitoring, while uneven power differentials undermined positive outcomes. The paper argues that the SES framework can add analytical rigour to post-hoc analysis when it used to: 1) engage with temporal dynamics that shape CBFM processes; 2) integrate insights from plural theories, and 3) explore interactions between multiple CBFM outcomes. Ultimately, the paper argues that diagnostic applications of the SES framework can contribute towards conducting more systematic analysis of diverse CBFM data, improving CBRM practices, and realizing more sustainable small-scale fisherie

    Climate change, tropical fisheries and prospects for sustainable development

    Tropical fisheries substantially contribute to the well-being of societies in both the tropics and the extratropics, the latter through ‘telecoupling’ — linkages between distant human–natural systems. Tropical marine habitats and fish stocks, however, are vulnerable to the physical and biogeochemical oceanic changes associated with rising greenhouse gases. These changes to fish stocks, and subsequent impacts on fish production, have substantial implications for the UN Sustainable Development Goals. In this Review, we synthesize the effects of climate change on tropical marine fisheries, highlighting the socio-economic impacts to both tropical and extratropical nations, and discuss potential adaptation measures. Driven by ocean warming, acidification, deoxygenation and sea-level rise, the maximum catch potential of tropical fish stocks in some tropical exclusive economic zones is projected to decline by up to 40% by the 2050s under the RCP8.5 emissions scenario, relative to the 2000s. Climate-driven reductions in fisheries production and alterations in fish-species composition will subsequently increase the vulnerability of tropical countries with limited adaptive capacity. Thus, given the billions of people dependent on tropical marine fisheries in some capacity, there is a clear need to account for the effects of climate change on these resources and identify practical adaptations when building climate-resilient sustainable-development pathways
