    After the Sun: Energy Use in Blue v. Green Water for Agriculture

    The purpose of this article is to highlight the difference in energy consumption between using blue water versus green water for agriculture in areas where water-intensive crops are grown in water-scarce regions. It focuses on water and energy consumption for greening the desert in United States, the world’s largest grain producer. The analysis is limited to the three largest crops by volume and value; corn, cotton, and wheat, which generate billions of dollars for the economy and use billions of gallons of water each day. The primary methodology is to use Geographic Information Systems (GIS) to visually represent the comparative amounts of blue water and green water used to grow water-intensive crops in water-scarce regions, by statistically mapping levels of water stress overlaid with the amounts of blue water versus green water used. It exposes where energy-intensive water practices are occurring due to a high dependence on blue water for irrigation in agriculture. The article concludes by discussing strategies to improve energy efficiency and reduce the vulnerabilities associated with overdependence on blue water such as high energy costs, low energy security, and susceptibility to aquifer reduction and ground water depletion

    REGGAE: a novel approach for the identification of key transcriptional regulators

    Motivation: Transcriptional regulators play a major role in most biological processes. Alterations in their activities are associated with a variety of diseases and in particular with tumor development and progres sion. Hence, it is important to assess the effects of deregulated regulators on pathological processes. Results: Here, we present REGulator-Gene Association Enrichment (REGGAE), a novel method for the identification of key transcriptional regulators that have a significant effect on the expression of a given set of genes, e.g. genes that are differentially expressed between two sample groups. REGGAE uses a Kolmogorov–Smirnov-like test statistic that implicitly combines associations be tween regulators and their target genes with an enrichment approach to prioritize the influence of transcriptional regulators. We evaluated our method in two different application scenarios, which demonstrate that REGGAE is well suited for uncovering the influence of transcriptional regulators and is a valuable tool for the elucidation of complex regulatory mechanisms

    Perinatal and 2-year neurodevelopmental outcome in late preterm fetal compromise: the TRUFFLE 2 randomised trial protocol

    Introduction: Following the detection of fetal growth restriction, there is no consensus about the criteria that should trigger delivery in the late preterm period. The consequences of inappropriate early or late delivery are potentially important yet practice varies widely around the world, with abnormal findings from fetal heart rate monitoring invariably leading to delivery. Indices derived from fetal cerebral Doppler examination may guide such decisions although there are few studies in this area. We propose a randomised, controlled trial to establish the optimum method of timing delivery between 32 weeks and 36 weeks 6 days of gestation. We hypothesise that delivery on evidence of cerebral blood flow redistribution reduces a composite of perinatal poor outcome, death and short-term hypoxia-related morbidity, with no worsening of neurodevelopmental outcome at 2 years. Methods and analysis: Women with non-anomalous singleton pregnancies 32+0 to 36+6 weeks of gestation in whom the estimated fetal weight or abdominal circumference is <10th percentile or has decreased by 50 percentiles since 18-32 weeks will be included for observational data collection. Participants will be randomised if cerebral blood flow redistribution is identified, based on umbilical to middle cerebral artery pulsatility index ratio values. Computerised cardiotocography (cCTG) must show normal fetal heart rate short term variation (≥4.5 msec) and absence of decelerations at randomisation. Randomisation will be 1:1 to immediate delivery or delayed delivery (based on cCTG abnormalities or other worsening fetal condition). The primary outcome is poor condition at birth and/or fetal or neonatal death and/or major neonatal morbidity, the secondary non-inferiority outcome is 2-year infant general health and neurodevelopmental outcome based on the Parent Report of Children's Abilities-Revised questionnaire. The primary methodology is to analyze data using Geographic Information System (GIS) and to visually represent the results through statistical mapping of water stress overlaid with the amount of production of different commodities. The article concludes by discussing strategies to restructure agriculture to improve water efficiency and to maintain regional agricultural economies that depend on the sustainability of water resources

    Hydropolitical Complexes and Asymmetrical Power: Conflict, Cooperation, and Governance of International River Systems

    Hydropolitical complexes are emerging to negotiate water-sharing policies that promote politicalstability, regional security, economic prosperity, and environmental sustainability. Yet interstatedisputes are occurring within most hydropolitical complexes, and weak riparians are oftencoerced to agree to water-sharing policies that adversely affect them. This research examines thestrategies weak riparians use to assert leverage in international river basins with asymmetricalpower, and the success of those strategies in achieving cooperation versus conflict. Grounded inthe theoretical framework of hydro hegemony, hard power, and soft power, this study uses crossnational analysis to test the effects of geographic, military, political, economic, technological,and external influence on water governance in eight international river systems. The resultsdemonstrate that weak riparians mobilize the assets and capacities of external actors, such asdonor countries and the World Bank, to increase their leverage within hydropolitical complexes.The study finds that strategies to balance hard power are largely ineffective; they fail to achievecooperative water-sharing arrangements and often exacerbate conflict. In contrast, strategies tobalance economic power and soft power, such as market access and political legitimacy, aremore successful in promoting cooperation and preventing conflict in hydropolitical complexes
