    Wiretapping and National Security: Nixon, the Mitchell Doctrine, and the White Panthers. Volume I.

    This dissertation discusses a modern version of a constitutional struggle which has characterized American democracy since the first days of the Republic: the citizen\u27s right to privacy versus the Government\u27s need to guarantee national security. It addresses the Supreme Court\u27s landmark Fourth Amendment wiretapping decision of June 1972, U.S. v. U.S. District Court, which ruled unconstitutional the so-called Mitchell Doctrine , the Nixon Administration\u27s attempt to gain Judicial sanction for national security wiretaps without prior court order of suspected domestic subversive groups. In its unanimous Keith decision, the Court upheld the primacy of warrants in domestic intelligence investigations. Keith remains the citizen\u27s primary protection against the uninvited ear of Government eavesdroppers. This study locates the origins of the Mitchell Doctrine in the Cold War struggle between the Executive Branch, which claimed expansive national security wiretapping powers, and the Judicial and Legislative Branches, which established barriers limiting the executive\u27s domestic intelligence powers in response to revelations of surveillance abuses during the 1960s. The Mitchell Doctrine represented the Nixon Administration\u27s attempt to circumvent these barriers by taking advantage of escalating societal fears about social disorder. This dissertation also examines the polarization of American society during the 1960s, through an analysis of the history of the White Panther Party of Ann Arbor, Michigan, a radical counterculture group whose inflammatory rhetoric led to considerable police and FBI surveillance. A model is proposed for future historical analysis of the clash between the movement and the conservative establishment during the sixties, focusing on the effects of a widening perception-reality gap at both ends of the political spectrum. This study concludes by analyzing cycles of wiretapping reform since the Keith decision. Concerns about Government surveillance during the Watergate era resulted in the establishment of numerous reforms. However, the 1980s saw a partial dismantling of reforms, renewing the possibility of future domestic intelligence abuses. Recent terrorist bombings have resulted in draconian wiretapping proposals from both the Clinton Administration and the Republican-controlled 104th Congress, which, if enacted, would erode the citizen\u27 s right to privacy in the interest of domestic security

    Improving Data Quality in Conversion Projects: The Impact of Source Systems and Team Experience

    Poor data quality has been shown to have a serious impact on organization performance including increased operational cost and ineffective decision-making. In response to poor data, many organizations take on data cleansing projects as part of ERP and data warehouse implementations. These projects can be extremely difficult and produce less than desired results. This study will examine the data cleanup efforts taken on by an organization specializing in implementing and maintaining benefits modules for an ERP system. In particular this study will build on research in traditional software development and examine the impact of the conversion and cleansing team’s experience with the source systems, the target system and systems within a similar domain on the accuracy of data following the conversion and cleanup effort

    Core-collapse Supernovae from the Palomar Transient Factory: Indications for a Different Population in Dwarf Galaxies

    We use the first compilation of 72 core-collapse supernovae (SNe) from the Palomar Transient Factory (PTF) to study their observed subtype distribution in dwarf galaxies compared to giant galaxies. Our sample is the largest single-survey, untargeted, spectroscopically classified, homogeneous collection of core-collapse events ever assembled, spanning a wide host-galaxy luminosity range (down to M_r ≈ –14 mag) and including a substantial fraction (>20%) of dwarf (M_r ≥ –18 mag) hosts. We find more core-collapse SNe in dwarf galaxies than expected and several interesting trends emerge. We use detailed subclassifications of stripped-envelope core-collapse SNe and find that all Type I core-collapse events occurring in dwarf galaxies are either SNe Ib or broad-lined SNe Ic (SNe Ic-BL), while "normal" SNe Ic dominate in giant galaxies. We also see a significant excess of SNe IIb in dwarf hosts. We hypothesize that in lower metallicity hosts, metallicity-driven mass loss is reduced, allowing massive stars that would have appeared as "normal" SNe Ic in metal-rich galaxies to retain some He and H, exploding as Ib/IIb events. At the same time, another mechanism allows some stars to undergo extensive stripping and explode as SNe Ic-BL (and presumably also as long-duration gamma-ray bursts). Our results are still limited by small-number statistics, and our measurements of the observed N(Ib/c)/N(II) number ratio in dwarf and giant hosts (0.25^(+0.3)_(–0.15) and 0.23^(+0.11)_(–0.08), respectively; 1σ uncertainties) are consistent with previous studies and theoretical predictions. As additional PTF data accumulate, more robust statistical analyses will be possible, allowing the evolution of massive stars to be probed via the dwarf-galaxy SN population

    We recently reported that air cell administration of penta-brominated diphenyl ether (penta-BDE; DE-71) evokes biochemical and immunologic effects in chicken (Gallus gallus) embryos at very low doses, and impairs pipping (i.e., stage immediately prior to hatching) and hatching success at 1.8 µg g-1 egg (actual dose absorbed) in American kestrels (Falco sparverius). In the present study, absorption of polybrominated diphenyl ether (PBDE) congeners was measured following air cell administration of a penta-BDE mixture (11.1 lg DE-71 g-1 egg) or an octa-brominated diphenyl ether mixture (octa BDE; DE-79; 15.4 lg DE-79 g-1 egg). Uptake of PBDE congeners was measured at 24 h post-injection, midway through incubation, and at pipping in chicken, mallard (Anas platyrhynchos), and American kestrel egg contents, and at the end of incubation in black-crowned night-heron (Nycticorax nycticorax) egg contents. Absorption of penta-BDE and octa-BDE from the air cell into egg contents occurred throughout incubation; at pipping, up to 29.6% of penta-BDE was absorbed, but only 1.40–6.48% of octa-BDE was absorbed. Higher brominated congeners appeared to be absorbed more slowly than lower brominated congeners, and uptake rate was inversely proportional to the log Kow of predominant BDE congeners. Six congeners or co-eluting pairs of congeners were detected in penta-BDE-treated eggs that were not found in the dosing solution suggesting debromination in the developing embryo, extraembryonic membranes, and possibly even in the air cell membrane. This study demonstrates the importance of determining the fraction of xenobiotic absorbed into the egg following air cell administration for estimation of the lowest-observed-effect level

    Rapidly decaying supernova 2010X: A candidate ".Ia" explosion

    We present the discovery, photometric, and spectroscopic follow-up observations of SN 2010X (PTF 10bhp). This supernova decays exponentially with τ_d = 5 days and rivals the current recordholder in speed, SN 2002bj. SN 2010X peaks at M_r = −17 mag and has mean velocities of 10,000 km s^(−1). Our light curve modeling suggests a radioactivity-powered event and an ejecta mass of 0.16M_⊙. If powered by Nickel, we show that the Nickel mass must be very small (≈0.02 M_⊙) and that the supernova quickly becomes optically thin to γ -rays. Our spectral modeling suggests that SN 2010X and SN 2002bj have similar chemical compositions and that one of aluminum or helium is present. If aluminum is present, we speculate that this may be an accretion-induced collapse of an O-Ne-Mg white dwarf. If helium is present, all observables of SN 2010X are consistent with being a thermonuclear helium shell detonation on a white dwarf, a “.Ia” explosion. With the 1 day dynamic-cadence experiment on the Palomar Transient Factory, we expect to annually discover a few such events

    Evidence for an FU Orionis-like Outburst from a Classical T Tauri Star

    We present pre- and post-outburst observations of the new FU Orionis-like young stellar object PTF 10qpf (also known as LkHα 188-G4 and HBC 722). Prior to this outburst, LkHα 188-G4 was classified as a classical T Tauri star (CTTS) on the basis of its optical emission-line spectrum superposed on a K8-type photosphere and its photometric variability. The mid-infrared spectral index of LkHα 188-G4 indicates a Class II-type object. LkHα 188-G4 exhibited a steady rise by ~1 mag over ~11 months starting in August 2009, before a subsequent more abrupt rise of >3 mag on a timescale of ~2 months. Observations taken during the eruption exhibit the defining characteristics of FU Orionis variables: (1) an increase in brightness by ≳ 4 mag, (2) a bright optical/near-infrared reflection nebula appeared, (3) optical spectra are consistent with a G supergiant and dominated by absorption lines, the only exception being Hα which is characterized by a P Cygni profile, (4) near-infrared spectra resemble those of late K-M giants/supergiants with enhanced absorption seen in the molecular bands of CO and H_(2)O, and (5) outflow signatures in H and He are seen in the form of blueshifted absorption profiles. LkHα 188-G4 is the first member of the FU Orionis-like class with a well-sampled optical to mid-infrared spectral energy distribution in the pre-outburst phase. The association of the PTF 10qpf outburst with the previously identified CTTS LkHα 188-G4 (HBC 722) provides strong evidence that FU Orionis-like eruptions represent periods of enhanced disk accretion and outflow, likely triggered by instabilities in the disk. The early identification of PTF 10qpf as an FU Orionis-like variable will enable detailed photometric and spectroscopic observations during its post-outburst evolution for comparison with other known outbursting objects
