    A Functional Analysis of Non-Presidential Primary Debates

    Despite the fact that political debates are increasingly common at all levels of government, relatively little work investigates the content of non-presidential debates (and work on primary debates is even less common). This study breaks new ground by analyzing four non-presidential primary debates. Two Democratic gubernatorial debates, one Republican U.S. Senate debate, and one Republican U.S. House debate were content analyzed using the framework of the functional theory of political campaign discourse. Overall, these debates were mainly positive, with 71% acclaims, 22% attacks, and 7% defenses. The Democratic (and gubernatorial) debates had more attacks and defenses and fewer defenses than the Republican (congressional) debates. Overall, these campaign messages focused more on policy (60%) than character (40%). The Democratic (gubernatorial) debates emphasized policy even more (65% to 55%), and character less (35% to 45%), than the Republican (congressional) debates

    Because I Said So: A Functional Theory Analysis of Evidence in Political TV Spots

    This study examines presidential general election television advertising (1952-2004), primary advertising (1952-2008), and non-presidential advertising from 2002 (gubernatorial, U.S. Senate, U.S. House) to understand the use of evidence (statements for which sources are provided) in such campaign messages. 8% of the themes in these spots were supported by evidence (that is, identified a source for a claim). However, the longitudinal presidential data suggests that evidence in advertising was rare until the 1990s, when Bill Clinton in particular employed a great deal of evidence in his spots. Although the appeals across all ads were mainly positive (70% of the themes in these ads were acclaims), evidence disproportionately supported attacks (65% of the utterances with evidence were attacks). No consistent topic evidence emerged for use of evidence in these ads (a tendency to use evidence to support policy in general presidential ads, and to support character in senate ads). Candidates in this sample used newspapers most frequently as sources of evidence, followed by governmental reports and statements from one‘s opponent, voting record, and other sources

    News coverage of political campaigns is very important to the political campaign process. Some voters pay little attention to debates or other sources of information about the candidates and their policies. The news is one important source of this information. Newspapers can also supplement and reinforce the information possessed by voters who do attend to campaign messages. This study content analyzed news coverage of the 2008 general election presidential campaign (New York Times, Washington Post, USA Today). Horse race coverage was most common topic (45%), followed by themes about character (32%), and policy (23%). The tone of newspaper coverage was more positive (51%) than negative (39%; 9% of themes reported the candidates‘ defenses)

    Closing International Law\u27s Innocence Gap

    Over the last decade, a growing number of countries have adopted new laws and other mechanisms to address a gap in national criminal legal systems: the absence of meaningful procedures to raise post-conviction claims of factual innocence. These legal and policy reforms have responded to a global surge of exonerations facilitated by the growth of national innocence organizations that increasingly collaborate across borders. It is striking that these developments have occurred with little direct help from international law. Although many treaties recognize extensive fair trial and appeal rights, no international human rights instrument—in its text, existing interpretation, or implementation—explicitly and fully recognizes the right to assert a claim of factual innocence. We label this omission international law’s innocence gap. The gap appears increasingly anomalous given how foundational innocence protection has become at the national level, as well as international law’s longstanding commitment to the presumption of innocence, fair trial, and other criminal process guarantees. We argue the time has come to close this innocence gap by recognizing a new international human right to assert post-trial claims of factual innocence

It has focused on human resource capacity building, sustainable financial support and infrastructure, and adaptability to change and opportunities.     News Coverage of the 2008 Presidential Primaries

    President George W. Bush was completing his second (and final) term in office and Vice President Dick Cheney decided not to run for president. Thus, the 2008 American presidential primary is the first “open” campaign (with no sitting president or vice president competing) since 1952 with highly competitive primaries for both major political parties. This study uses content analysis to investigate news coverage (national newspapers, network television news, and local newspapers) of the 2008 American presidential primary campaign. Most themes in the news concerned the horse race (66%) with somewhat more emphasis on the candidates’ character (18%) than their policy proposals (15%). The most common topics of horse race comments were campaign strategy (24%), campaign events (19%), polls (17%), and predictions (12%). More news comments were positive (62%) than negative (32%) with few comments about the candidate’s defenses (7%). Most comments were unattributed (statements by journalists: 66%); candidates were quoted or paraphrased in about one in five comments; the remaining comments were from supporters (8%) or others (7%)

    Effects of 7.5% carbon dioxide inhalation on anxiety and mood in cigarette smokers

    Cigarette smoking is associated with elevated risk of anxiety and mood disorder. Using the 7.5% carbon dioxide (CO(2)) inhalation model of anxiety induction, we examined the effects of smoking status and abstinence from smoking on anxiety responses. Physiological and subjective responses to CO(2) and medical air were compared in smokers and non-smokers (Experiment One) and in overnight abstinent and non-abstinent smokers (Experiment Two). CO(2) induced greater increases in blood pressure in non-smokers compared with smokers (ps < 0.043), and greater increases in anxiety (p = 0.005) and negative affect (p = 0.054) in non-abstinent compared with abstinent smokers. CO(2) increased physiological and subjective indices of anxiety. There were differences across smoking groups indicating that the CO(2) inhalation model is a useful tool for examining the relationship between smoking and anxiety. The findings suggested that both acute smoking and acute abstinence may protect against anxious responding. Further investigation is needed in long-term heavy smokers

The simulation explicitly resolves mesoscale eddies in the KE and is forced with air–sea fluxes representing the years 1995–2007. A mean-eddy decomposition in a jet-following coordinate system removes the variability of the jet path from the eddy components of velocity; thus, eddy kinetic energy in the jet reference frame is substantially lower than in geographic coordinates and exhibits a cross-jet asymmetry that is consistent with the baroclinic instability criterion of the long-term mean field. The vorticity budget is computed in both geographic (i.e., Eulerian) and jet reference frames; the jet frame budget reveals several patterns of eddy forcing that are largely attributed to varicose modes of variability. Eddies tend to diffuse the relative vorticity minima/maxima that flank the jet, removing momentum from the fast-moving jet core and reinforcing the quasi-permanent meridional meanders in the mean jet. A pattern associated with the vertical stretching of relative vorticity in eddies indicates a deceleration (acceleration) of the jet coincident with northward (southward) quasi-permanent meanders. Eddy relative vorticity advection outside of the eastward jet core is balanced mostly by vertical stretching of the mean flow, which through baroclinic adjustment helps to drive the flanking recirculation gyres. The jet frame vorticity budget presents a well-defined picture of eddy activity, illustrating along-jet variations in eddy–mean flow interaction that may have implications for the jet’s dynamics and cross-frontal tracer fluxes.A.
