    The Use of Lethal Force by Canadian Police Officers: Assessing the Influence of Female Police Officers and Minority Threat Explanations on Police Shootings Across Large Cities

    This study examines the applicability of several theoretically derived accounts used to explain the variations in police killings across 39 of Canada’s largest cities over a 15-year period. Pooled time-series negative binomial regression results are consistent with the ethnic threat hypothesis by indicating that lethal police action is associated with the size of the ethnic minority population in each city. Political accounts are supported as non-linear specifications suggest that once ethnic minorities reach a numerical majority in our sample of cities there is a decline in police killings. Findings also support expectations that greater female representation within policing will reduce the use of lethal force by changing the overall culture of the department. Theoretical implications of our findings are discussed

    The number of discovered wrongful criminal convictions (and resulting exonerations) has increased over the past decade. These cases erode public confidence in the criminal justice system and trust in the rule of law. Many states have adopted laws that aim to reduce system errors but no study has examined why some states appear more willing to provide due process protections against wrongful convictions than others. Findings from regression estimates suggest that states with a Republican controlled legislature or more Republican voters are less likely to pass these laws while the presence of advocacy organizations that are part of the \u27innocence movement\u27 make legislative change more likely. We thus identify important differences in the political and social context between U.S. states that influence the adoption of criminal justice policies

    Discoveries of wrongful convictions have increased substantially over the last several decades. During this period, practitioners and scholars have been advocating for the adoption of policies aimed at reducing the likelihood of convicting a person for a crime they did not commit. Implementing such policies are vitally important not only because they help ensure that the innocent do not receive unwarranted sanctions or that the guilty go unpunished but also because cases of wrongful conviction can erode public confidence in the criminal justice system and trust in the rule of law. To avoid such outcomes, many states have adopted policies through legislation that aim to reduce system errors. It remains unclear, however, why some states appear more willing to provide due process protections against wrongful convictions than others. Findings suggest that dimensions of racial politics may help explain the reluctance of some states to adopt protections against wrongful convictions. Specifically, interaction terms show that states with a Republican governor and a large African American population are the least likely to adopt policies aimed at protecting against wrongful convictions. We thus identify important differences in the political and social context between U.S. states that influence the adoption of criminal justice policies

    Racial Residential Segregation and Social Control: A Panel Study of the Variation in Police Strength Across U.S Cities, 1980–2010

    Despite a great deal of theoretical and empirical attention given to racial residential segregation and its influence on a number of social problems in the United States, few scholars have examined the role that this persistent form of racial inequality plays in shaping the magnitude of formal social control efforts. Our study examines this relationship by assessing the potential influence that the isolation of minorities may have on efforts to control crime in urban centers across the United States. Using a pooled time-series regression technique well suited for the analysis of aggregate, longitudinal data, we assess the potential influence of racial segregation on the size of municipal police departments in 170 U.S. cities between 1980 and 2010. After accounting for minority group size, economic threat, crime, and disorganization, we find that racial residential segregation has a significant non-linear effect on police force size. Cities with the most racially integrated populations have the smallest police presence but at very high levels of segregation, police strength levels off. This finding is consistent with expectations derived from the contact hypothesis. Under such conditions, majority group members appear to be less inclined to demand greater crime control measures such as increased police protection. Period interactions with residential segregation also suggest that this relationship has grown stronger in each decade since 1980. Overall, our study provides strong support for threat theories and the contact hypothesis but offers necessary refinements

    Vigilantism, Current Racial Threat, and Death Sentences

    Capital punishment is the most severe punishment, yet little is known about the social conditions that lead to death sentences. Racial threat explanations imply that this sanction will be imposed more often in jurisdictions with larger minority populations, but some scholars suggest that a tradition of vigilante violence leads to increased death sentences. This study tests the combined explanatory power of both accounts by assessing statistical interactions between past lynchings and the recent percentage of African Americans after political conditions and other plausible effects are held constant. Findings from count models based on different samples, data, and estimators suggest that racial threat and lynchings combine to produce increased death sentences, but the presence of liberal political values explains the absence of death sentences. These findings both confirm and refine the political version of conflict theory because they suggest that the effects of current racial threat and past vigilantism largely directed against newly freed slaves jointly contribute to current lethal but legal reactions to racial threat

    Who Survives on Death Row? An Individual and Contextual Analysis

    What are the relationships between death row offender attributes, social arrangements, and executions? Partly because public officials control executions, theorists view this sanction as intrinsically political. Although the literature has focused on offender attributes that lead to death sentences, the post-sentencing stage is at least as important. States differ sharply in their willingness to execute and less than 10 percent of those given a death sentence are executed. To correct the resulting problems with censored data, this study uses a discrete-time event history analysis to detect the individual and state-level contextual factors that shape execution probabilities. The findings show that minority death row inmates convicted of killing whites face higher execution probabilities than other capital offenders. Theoretically relevant contextual factors with explanatory power include minority presence in nonlinear form, political ideology, and votes for Republican presidential candidates. Inasmuch as there is little or no systematic research on the individual and contextual factors that influence execution probabilities, these findings fill important gaps in the literature

    Population-level transcriptome sequencing of nonmodel organisms Erynnis propertius and Papilio zelicaon

    <p>Abstract</p> <p>Background</p> <p>Several recent studies have demonstrated the use of Roche 454 sequencing technology for <it>de novo </it>transcriptome analysis. Low error rates and high coverage also allow for effective SNP discovery and genetic diversity estimates. However, genetically diverse datasets, such as those sourced from natural populations, pose challenges for assembly programs and subsequent analysis. Further, estimating the effectiveness of transcript discovery using Roche 454 transcriptome data is still a difficult task.</p> <p>Results</p> <p>Using the Roche 454 FLX Titanium platform, we sequenced and assembled larval transcriptomes for two butterfly species: the Propertius duskywing, <it>Erynnis propertius </it>(Lepidoptera: Hesperiidae) and the Anise swallowtail, <it>Papilio zelicaon </it>(Lepidoptera: Papilionidae). The Expressed Sequence Tags (ESTs) generated represent a diverse sample drawn from multiple populations, developmental stages, and stress treatments.</p> <p>Despite this diversity, > 95% of the ESTs assembled into long (> 714 bp on average) and highly covered (> 9.6Ă— on average) contigs. To estimate the effectiveness of transcript discovery, we compared the number of bases in the hit region of unigenes (contigs and singletons) to the length of the best match silkworm (<it>Bombyx mori</it>) protein--this "ortholog hit ratio" gives a close estimate on the amount of the transcript discovered relative to a model lepidopteran genome. For each species, we tested two assembly programs and two parameter sets; although CAP3 is commonly used for such data, the assemblies produced by Celera Assembler with modified parameters were chosen over those produced by CAP3 based on contig and singleton counts as well as ortholog hit ratio analysis. In the final assemblies, 1,413 <it>E. propertius </it>and 1,940 <it>P. zelicaon </it>unigenes had a ratio > 0.8; 2,866 <it>E. propertius </it>and 4,015 <it>P. zelicaon </it>unigenes had a ratio > 0.5.</p> <p>Conclusions</p> <p>Ultimately, these assemblies and SNP data will be used to generate microarrays for ecoinformatics examining climate change tolerance of different natural populations. These studies will benefit from high quality assemblies with few singletons (less than 26% of bases for each assembled transcriptome are present in unassembled singleton ESTs) and effective transcript discovery (over 6,500 of our putative orthologs cover at least 50% of the corresponding model silkworm gene).</p
