    Tuition fees and educational attainment

    Following a landmark court ruling in 2005, more than half of Germany's universities started charging tuition fees, which were subsequently abolished until 2015. We exploit the unusual lack of grandfathering in these policies to show that fees increase study effort and degree completion among incumbent students. However, fees also decrease first-time university enrollment among high school graduates. Combining this enrollment impact with the effect on completion, we find that fees around the zero-price margin have only little effect on overall educational attainment. We conclude by discussing policies targeting the separate effect margins of fees and caution against a general abolition

    The Effect of Working Hours on Health

    Does working time affect workers' health behavior and health? We study this question in the context of a French reform that reduced the standard workweek from 39 to 35 hours, at constant earnings. Our empirical analysis exploits arguably exogenous variation in the reduction of working time across employers due to the reform. We find that the shorter workweek reduced smoking by six percentage points, corresponding to 16% of the baseline mean. The reform also appears to have lowered BMI and increased self-reported health, but these effects are imprecisely estimated in the overall sample. A heterogeneity analysis provides suggestive evidence that while the impact on smoking was concentrated among blue-collar workers, body mass index decreased only among white-collar workers. These results suggest that policies which reduce working time could potentially lead to important health benefits.Facultad de Ciencias Económica

    The Long-Term Impacts of Low-Achieving Childhood Peers: Evidence from Project STAR

    This paper evaluates how sharing a kindergarten classroom with low-achieving repeaters affects the long-term educational performance of regular first-time kindergarten students. Exploiting random assignment of teachers and students to classes in Project STAR, I document three sets of causal impacts: students who are exposed to repeaters (1) score lower on standardized tests at the end of kindergarten, an effect that fades out in later grades; (2) show persistent improvements in non-cognitive skills such as effort and discipline; and (3) are more likely to graduate from high school and to take a college entrance exam around the age of eighteen. I show that the positive spillovers from repeaters on long-term educational attainment are likely driven by the differential accumulation of non-cognitive skills by repeater-exposed students during childhood. The improvements in these skills are in turn a result of behavioral adjustments by teachers, students, or parents to the presence of low-achieving repeaters in the classroom

    Own Motivation, Peer Motivation, and Educational Success

    I study how motivation shapes own and peers’ educational success. Using data from Project STAR, I find that academic motivation in early elementary school, as measured by a standardized psychological test, predicts contemporaneous and future test scores, high school GPA, and college-test taking over and above cognitive skills. Exploiting random assignment of students to classes, I find that exposure to motivated classmates causally affects contemporaneous reading achievement, a peer effect that operates over and above spillovers from classmates’ past achievement and socio-demographic composition. However, peer motivation does not affect longer-term educational success, likely because it does not change own motivation

    New Evidence on the Importance of Instruction Time for Student Achievement on International Assessments

    We revisit and substantially extend the evidence on the importance of instruction time for student achievement on international assessments. We first successfully replicate the estimate of a positive effect of weekly instruction time in the seminal paper by Lavy (Economic Journal, 125, F397-F424) in a narrow sense. We then extend the analysis to data from other international student assessments and find effects that are consistently smaller in magnitude. We provide suggestive evidence that this divergence is partly due to different measurement of instruction time in the data used in the original paper. Our results suggest that differences in instruction time play a less important role than previously thought for explaining international gaps in student achievement

    Preschool attendance, schooling, and cognitive skills in East Africa

    We study the effects of preschool attendance on children's schooling and cognitive skills in Kenya and Tanzania. We use a within-household estimator and data from nationally representative surveys of school-age children's literacy and numeracy skills, which include retrospective information on preschool attendance. In both countries, school entry rules are not strictly enforced, and children who attend preschool often start primary school late. At ages 7–9, these children have thus attended fewer school grades than their same-aged peers without pre-primary education. However, they catch up over time: at ages 13–16, children who went to preschool have attended about the same number of school grades and score about 0.10 standard deviations higher on standardized tests in both countries. They are also 3 (5) percentage points more likely to achieve basic literacy and numeracy in Kenya (Tanzania)
