    'Modern Capitalism' in the 1970s and 1980s

    John Cornwall built his analysis of Modern Capitalism on a combination of two strands of thought; the Schumpeter-Svennilson view of capitalist development as a process of qualitative change driven by innovation and diffusion of technology, and the Kaldorian idea of static and dynamic economies of scale in manufacturing as the driving force behind economic progress in the industrialized world. Combining these (and other) insights into a coherent perspective on modern economic growth was an important achievement in itself. He also provided convincing evidence from a group of industrialized countries in the fifties and sixties that supported his interpretation of the events. What we have done in this paper is to update and extend his empirical analysis using a larger sample of countries and more recent data. We have found that the Schumpeter-Svennilson perspective of growth as a process of qualitative (and structural) change, and the emphasis on the importance of skills and flexibility, has a lot to commend it. On the second set of ideas the evidence is more ambiguous. At least for many of the technologically and economically most advanced countries, manufacturing does not seem to be the ‘engine of growth’ assumed by Kaldor and Cornwall.

    Although innovation is not a new topic for scholarly research, the academic literature on innovation was, for a long time, not very voluminous. However, more recently innovation has become a major focus among scholars of different backgrounds, and this change is also reflected in an increasing number of academic publications in this area. In parallel with this we have seen the emergence of a number of new journals and professional associations devoted to the subject. The research reported in this paper is motivated by these trends. We wish to find an answer to the question to what extent it now exists a unified community of innovation scholars that identify themselves with innovation studies as a field rather than particular sub-fields within other, more traditional disciplines. Moreover, we want to explore the factors (sources of inspiration, academic leadership, professional societies, publishing outlets etc.) that bind scholars together or - alternatively - continue to keep them divided. The research reported in this paper is based on a web-survey carried out in during 2004 and 2005. The results suggest that a global innovation studies community exists as a collection of a large number of relatively small groups (characterized dense internal relationships) defined along geographical and disciplinary lines. Although the field has spread over many countries and disciplines, it is particularly developed in Europe and among scholars with a background in economics. These smaller groups, however, are embedded in larger transnational groups or clusters that are kept together by what is commonly referred to as "weak ties".     Innovation-systems, path-dependency and policy: The co-evolution of science, technology and innovation policy and industrial structure in a small, resource-based economy

    This paper analyses the co-evolution of science, technology and innovation policy and industrial structure in a small, resource-based economy (Norway). The contributions of the paper are threefold. First, it develops an evolutionary and historically oriented approach to the study of the development of science, technology and innovation policy based that may have wide applicability. Second, if focuses on a particular type of innovation, innovation in resource-based activities, that differs in many respects from the more commonly studied “high-tech” case and which arguably be of relevance for may present day developing countries. Third, the paper advances our understanding of the roles played by institutions and politics in innovation. Previous work on national systems of innovation has often devoted little attention to these matters, possibly because much of it examines “snapshots” of various innovation systems at a specific point in time and lacks historical depth.

    Innovation is often seen as carried out by highly educated labour in R&D intensive companies with strong ties to leading centers of excellence in the scientific world. Seen from this angle innovation is a typical “first world” activity. There is, however, another way to look at innovation that goes significantly beyond this high-tech picture. In this, broader, perspective, innovation – the attempt to try out new or improved products, processes or ways to do things – is an aspect of most if not all economic activities. In this sense, it is argued (section one), innovation may be as relevant in the developing part of the world as elsewhere. Section two discusses the existing theoretical and empirical literature on the subject. An important conclusion is that to be able to exploit technology to their own advantage, developing countries need to develop the necessary capabilities for doing so. But what are these capabilities and how can they be measured? The third section of the paper surveys attempts to identify and measure capabilities as the national level. However, the development of such capabilities, it is shown, depends in important ways on what firms do. Section four, therefore, focuses on recent attempt to survey innovation activity in firms in developing countries and what can be learnt from that. Section five discusses the role of domestic versus foreign sources in fostering innovation in the developing part of the world.     Is innovation important for development? And if so, how? One popular perception of innovation, that one meets in media every day, is that has to do with developing brand new, advanced solutions for sophisticated, well-off customers, through exploitation of the most recent advances in knowledge. Such innovation is normally seen as carried out by highly educated labour in R&D intensive companies, being large or small, with strong ties to leading centers of excellence in the scientific world. Hence innovation in this sense is a typical “first world” activity. There is, however, another way to look at innovation that goes significantly beyond the high-tech picture just described. In this broader perspective, innovation (the attempt to try out new or improved products, processes or ways to do things) is an aspect of most if not all economic activities. It includes not only technologically new products and processes but also improvements in areas such as logistics, distribution and marketing. The term may also be used for changes that are new to the local context, even if the contribution to the global knowledge frontier is negligible. In this broader sense, it is argued, innovation may be as relevant in the developing part of the world as elsewhere.     We start by laying out some stylized facts on regional growth in Europe from 1960 onwards (Section 2). On this basis we proceed in Section 3 to an econometric analysis on how these facts can be explained, allowing for a broad range of causal factors as well as the possibility that the dynamics differ across various types of regional ‘clubs’. Section 4 broadens the analysis by taking into account the possible impact of changes in EU regional support in the last decade. Finally, in Section 5 we return to the questions of what all this has to say for regional convergence in Europe in the future, what the lessons for policy are and how the future research agenda in this area should look like.
