Cloud Computing: New Business Opportunities for Telecommunications Companies?
Cloud computing has recently shifted into the center of attention of Telecommuications Companies. Deutsche Telekom, for example, just announced the importance of cloud computing as one of their leading growth sectors (Deutsche Telekom Press Release, 2010). Also other important telecommunication players such as AT&T, Vodafone and TelefĂłnica are expanding their cloud computing business. Clearly, these developments indicate that telcos believe that cloud computing provides significant business opportunities, particularly by further driving the convergence of telecommunications and information technology. Some researchers, however (cf. Greelan, 2009) state that cloud computing is nothing more than a marketing buzzword. On the other hand, Weiss (2007) mentions that although cloud computing "is a buzzword almost designed to be vague, [it] is more than just a lot of fog". In an effort to shed more light on this debate, we investigate the business opportunities of cloud computing for telecommunication companies in more detail. Thereby, we focus especially on the factors that might especially qualify telcos in becoming a significant player in this emerging domain. More specifically, our contribution is twofold: First, we indentify technical and economic factors that are relevant for the telcos' competitive position in the cloud computing market. Molecular production in two-component atomic Fermi gases
We provide a practical approach to the molecular production via linear
downward sweeps of Feshbach resonances in degenerate Fermi gases containing
incoherent mixtures of two atomic spin states. We show that the efficiency of
the association of atoms is determined just by the Landau-Zener parameter in
addition to the density of the gas. Our approach of pairwise summation of the
microscopic binary transition probabilities leads to an intuitive explanation
for the observed saturation of the molecular production and recovers all atomic
loss curves of C.A. Regal et al. [Nature (London) 427, 47 (2003)] as well as
K.E. Strecker et al. [Phys. Rev. Lett. 91, 080406 (2003)] without adjustable

Approaches and Methods
This report is a documentation of the methodological approach for an impact
assessment of development intervention in conflict zones. We designed this
approach for one specific region, Northeast Afghanistan, but we believe that
it can easily be adapted to other regions and other contexts. This report is
one result of an eight-year cooperative research project conducted by the
German Federal Ministry for Economic Cooperation and Development (BMZ),
evaluation division, and Freie UniversitĂ€t Berlinâs Collaborative Research
Center (SFB) 700. The overall objectives of this project are, first, to
develop a method for assessing the impact of development cooperation in
conflict zones, and second, to apply this method in Northeast Afghanistan. The
experiences from the first round of the emerging longitudinal impact
assessment were taken into consideration in the present report. The basic
question that we seek to address is whether development cooperation positively
affects the stabilization of a conflict zone through a positive impact on
general attitudes toward foreign intervention, on the legitimacy of the Afghan
state, and on perceived security threats.Dieser Bericht dokumentiert das methodologische Vorgehen, das wir fĂŒr die
Wirkungsbeobachtung einer Entwicklungsintervention in einem Konfliktgebiet
entworfen und implementiert haben. Das Vorgehen wurde auf eine bestimmte
Region, nÀmlich Nordost-Afghanistan, zugeschnitten. Wir gehen aber davon aus,
dass die Methode auch auf andere Regionen und Kontexte angepasst werden kann.
Der vorliegende Methodenbericht ist eines der Ergebnisse, die aus einer
Kooperation zwischen dem Sonderforschungsbereich (SFB) 700 der Freien
UniversitĂ€t Berlin und dem Bundesministerium fĂŒr Entwicklung und
Wirtschaftliche Zusammenarbeit (BMZ) ĂŒber einen Zeitraum von acht Jahren
hervorgegangen ist. Ziel der Kooperation ist es, eine Methode zu entwickeln,
mit der man die Wirkung von EntwicklungsmaĂnahmen in Konfliktgebieten erfassen
kann. Diese Methode wurde dann in Nordost Afghanistan getestet. Die
Erfahrungen aus der ersten Runde der so entstehenden
Langzeitwirkungsbeobachtung gingen in den hier vorliegenden Methodenbericht
ein. Die zentrale Frage, der wir mit der Forschungskooperation in Nordost-
Afghanistan nachgehen, ist, ob EntwicklungsmaĂnahmen eine positive Wirkung auf
die Stabilisierung von Konfliktzonen haben, indem sie die Haltung der
Bevölkerung gegenĂŒber der externen Intervention, gegenĂŒber dem afghanischen
Staat und im Hinblick auf die eigene Sicherheit positiv beeinflussen

A generalized approach to model the spectra and radiation dose rate of solar particle events on the surface of Mars
For future human missions to Mars, it is important to study the surface
radiation environment during extreme and elevated conditions. In the long term,
it is mainly Galactic Cosmic Rays (GCRs) modulated by solar activity that
contributes to the radiation on the surface of Mars, but intense solar
energetic particle (SEP) events may induce acute health effects. Such events
may enhance the radiation level significantly and should be detected as
immediately as possible to prevent severe damage to humans and equipment.
However, the energetic particle environment on the Martian surface is
significantly different from that in deep space due to the influence of the
Martian atmosphere. Depending on the intensity and shape of the original solar
particle spectra as well as particle types, the surface spectra may induce
entirely different radiation effects. In order to give immediate and accurate
alerts while avoiding unnecessary ones, it is important to model and well
understand the atmospheric effect on the incoming SEPs including both protons
and helium ions. In this paper, we have developed a generalized approach to
quickly model the surface response of any given incoming proton/helium ion
spectra and have applied it to a set of historical large solar events thus
providing insights into the possible variety of surface radiation environments
that may be induced during SEP events. Based on the statistical study of more
than 30 significant solar events, we have obtained an empirical model for
estimating the surface dose rate directly from the intensities of a power-law
SEP spectra
Governance Patterns in Afghanistan
In this paper I argue that governance can be referred back to the basic
sociological categories of social order, institutions and power. More
specifically, governance as an analytical concept refers to the ordering
function of institutions that limits the role of self-help in social
interaction. Since social order clearly predates the state the empirically
relevant question is if governance outputs require some kind of functional
equivalent to the state or if governance can be observed devoid of statehood
in this functional sense. I discuss this question on the basis of evidence
from different patterns of local governance (or: governance zones) observed in
Afghanistan which are defined by various degrees of state involvement and
governance effects. I find that social control is the only functional
equivalent to the hieratical state in enforcing institutional rules against
the self-interest of actors. Social control devoid of state protection is,
however, limited in its geographical and social scope.In diesem Arbeitspapier fĂŒhre ich den Begriff âGovernanceâ zurĂŒck auf die
soziologischen Grundkategorien der gesellschaftlichen Ordnung, Institutionen
und Macht. Governance als analytisches Konzept verweist auf die
Ordnungsfunktion von Institutionen, die die bloĂe Durchsetzungsmacht
(Selbsthilfe) von Akteuren in der gesellschaftlichen Interaktion einschrÀnkt.
Gesellschaftliche Ordnung gab es vor dem Staat; daher ist die empirisch
relevante Frage, ob es Governance ohne FunktionsÀquivalente zum hierarchisch
durchsetzungsfÀhigen Staat gibt. Ich gehe dieser Frage auf der Grundlage von
in Afghanistan beobachteten Governance-Mustern nach, welche nach dem Grad der
Staatsanwesenheit und Governance-Effekten differenziert sind. Ich stelle fest,
dass soziale Kontrolle das einzige FunktionsÀquivalent zum Staat ist, das
Regeln im Zweifelsfalle auch gegen die Interessen von Akteuren durchsetzen
kann. Soziale Kontrolle ohne staatlichen Schutz ist allerdings in ihrer
geografischen und sozialen Ausdehnung eng beschrÀnkt

Zusammenfassung Das vorliegende Arbeitspapier untersucht WirkungszusammenhÀnge
von transnationalen Konstellationen staatlicher und nicht-staatlicher Akteure
mit der Erzeugung von Sicherheit sowie Entwicklung als Governance-Leistung in
Nordost-Afghanistan. Ausgangspunkt der Untersuchung ist die Frage, wie die
afghanische Bevölkerung VerÀnderungen der eigenen Sicherheit sowie lokale
Entwicklungsherausforderungen ĂŒber die letzten Jahre wahrgenommen hat. Das
Papier besteht aus zwei Teilen. ZunÀchst erlÀutert der Autor im Rahmen einer
Fallstudie die relevanten internationalen, nationalen und lokalen
Akteurskonstellationen in der Zielregion und bettet die Ergebnisse der
quantitativen Befragungen ein in den Kontext der qualitativen
Untersuchungsergebnisse zu lokalen gesellschaftlichen und politischen
Entwicklungen. AnschlieĂend wird detailliert das methodische Vorgehen
erlÀutert, welches auf kreuzperspektivischer Analyse der quantitativ und
qualitativ erhobenen Daten grĂŒndet. Die Analyse zeigt, dass im heutigen
Afghanistan Sicherheit und Entwicklung als Ergebnis transnationaler Governance
entstehen können. Diese Governance-Leistungen sind auf die lokale Ebene
beschrÀnkt; sie erreichen nicht die regionale oder gar die nationale Ebene.
Die Untersuchung zeigt allerdings auch, dass transnationale Governance-
Leistungen im Unterschied zur strategischen Zielsetzung der internationalen
Interventen gerade die nationalen und sub-nationalen staatlichen Institutionen
schwÀchen und deren LegitimitÀt beeintrÀchtigt, die durch die Intervention
aufgebaut und gefestigt werden sollen

It deals with the impact transnational constellations of state and non-state actors have on governance outputs regarding security and development. Moreover, it tries to assess the way the Afghan population perceives security and development challenges in recent years. The Working Paper proceeds in two steps: The first part, the case study, maps the relevant international, national and local actors in the target region and explains the results of a quantitative
survey against the findings of qualitative research on local societal and political dynamics. The second part discusses the methodological approach in detail, which is based on triangulation of data generated from quantitative sampling and qualitative field research. The analysis shows that security and development in contemporary Afghanistan may result from transnational governance. These governance outputs are local, i.e. confined to districts and provinces rather than regions or the national level. Transnational governance outputs, however, may in fact weaken governance provided by national and sub-national state institutions. Thus, the international communityâs strategy for Afghanistan, which aims at consolidating Afghan institutions and strengthening their legitimacy, may collide with its impact on the ground
